IBGE releases new data in Brasília (July 1) on the 2024 floods in Rio Grande do Sul (2)

On July 1, 2026, at 10:00 a.m., the Brazilian Institute of Geography and Statistics (IBGE) will release the results of the Special Survey on 2024 Floods in Rio Grande do Sul (PEERS), This is a novel experimental survey that gathers information collected directly from households affected by the weather event. The data will subsequently be launched in Porto Alegre (RS) on July 3.
In Brasília, the presentation will take place at the Rômulo Almeida Auditorium—located in the Celso Furtado Building (SGAN Quadra 906, Módulo F, Bloco A, Asa Norte), a facility of the Ministry of National Integration and Regional Development, which supports the dissemination of PEERS. The event will also be broadcast live via IBGE Digital.
PEERS provides a snapshot of how the floods impacted the population's lives, expanding knowledge regarding the effects of this extreme event in the hardest-hit area and contributing to the improvement of public policies for disaster prevention, mitigation, response, and recovery. The survey aims to enhance knowledge of the damage sustained during the floods, the population's socioeconomic characteristics at the time of the event, and the severity of the impact experienced, while also identifying the types of support requested versus those actually received. Another objective is to analyze the population's perception of living conditions in the municipalities affected in 2024 by comparing the situation before the floods with the situation one year later, thereby allowing for an assessment of how these conditions evolved over that period.
IBGE President Marcio Pochmann commented on the experimental survey: "Climate change has ceased to be a prediction and has become a tragedy. With the unprecedented PEERS, the IBGE transforms the pain caused by the floods in Rio Grande do Sul into strategic knowledge, because a country that fails to measure the impacts of disasters is condemned to repeat them."
The survey was launched by the IBGE on September 15, 2025, in Porto Alegre, during an event held at the Rio Grande do Sul State Secretariat of Finance with the support of the State Government; the occasion also marked the start of data collection. The initiative was developed as part of the Institute's participation in a task force coordinated by the Presidency of the Republic to support the state following the disaster—an effort that included the creation of Singed Lab, the IBGE’s innovation laboratory—and it incorporates international benchmarks, such as recommendations from the United Nations Statistical Commission and the World Bank.
Gustavo Junger, Director of Surveys at the IBGE, stated: “Climate change is a reality of the modern world with systemic consequences for the organization of society. National statistical institutes must improve the tools used to capture this reality and its repercussions, particularly those capable of causing irreparable harm to the population, such as extreme weather events. More than just a survey on the consequences of the floods in Rio Grande do Sul, PEERS represents a methodological advancement for assessing the impacts of such events wherever they occur in the country. Thus, PEERS reinforces the spirit of modernization that should guide a National Statistical Institute and that makes the IBGE a benchmark institution for the Global South.”
The survey covered 133 municipalities in Rio Grande do Sul affected by the floods, marking the first IBGE household survey to rely entirely on centralized telephone data collection—using Computer-Assisted Electronic Data Collection methodology—based on phone numbers registered during the 2022 Population Census. Interviews were conducted by agents from the IBGE’s Computer-Assisted Telephone Interviewing Center (CETAC), ensuring data confidentiality and standardized collection procedures.
