As part of the celebrations of the 90 years of the IBGE, the State Superintendency of Sergipe held this Wednesday (17) the seminar “My Sergipe, My Brazil, Our IBGE.” The event seeks to strengthen dialogue with public and private institutions and civil society, highlighting the importance of statistical and geoscientific information for the Brazilian planning and development.
Superintendent Fábio de Albuquerque Pinto highlighted the historical moment for the IBGE. “It is 90 years of an institution that has to look to the future. IBGE needs to become increasingly stronger and return to being a protagonist. Looking at our history, we will be able to see how important our work was and is for the construction of our country through our data and our surveys.”
The state thematic seminars cover nine thematic areas, which reflect the diversity and complexity of the activities carried out by the Institute throughout its history: Administrative; Data Collection; Dissemination; Geosciences; Partnerships; Surveys; State Superintendencies and Branches; Technology and Training and Qualification. The seminar will have as its product a publication from the IBGE of Sergipe containing articles by the speakers.
The topic Superintendency and Branches was addressed by officials Maria Hosana Mendonça and Adriane Almeida do Sacramento. The two talked about the history of the state superintendency. “The relationship with local society was very satisfactory, facilitating the dissemination of the surveys among informants,” said Mendonça. “Our colleagues from data collection branches are responsible for the IBGE surveys and the results of our work,” added Sacramento.
The official also spoke about the Administrative topic. Sacramento highlighted the importance of temporary employees. “Census analysts have to be remembered. We would not have results if it were not for our temporary personnel.” Sacramento also spoke about the work of the Human Resources area during the censuses. “We had 81 employees. Today we have approximately 40, in addition to temporary employees, which add up to nearly 200 people. At the time of the censuses, we become three thousand and the HR is the same. We continue with the same structure and we achieve it in the same way. It is the most challenging time.”
On the topic of Geosciences, the head of the sector of Territorial Bases, Nelson Wellausen, recalled the municipal maps created by the IBGE in 1938, two years after the Institute was founded. “It was the first product with maps of all municipalities in Brazil. It was prepared within the technical knowledge that existed at the time, rescuing references to hydrography, relief, farms, properties. All the municipalities in Sergipe from that period were represented on these maps. Luckily, they were kept on microfilm and we still have them today. Most municipalities today use this same reference.”
The SES/SE Training representative, Rosinadja Morato, addressed the topic of Training and Qualification and recalled how training was carried out in the past. “There were manuals and booklets disseminated throughout the country, which were created with a fully organized schedule so that everyone could receive exactly the same content in the necessary time. It was guerrilla work prepared by the Rio de Janeiro Training Team, organizing all the printed material, distributing it and local units receiving in time for the people to go to the field. Currently some significant changes have been made. The IBGE has always followed modernization and we have evolved with active methodologies,” explained her.
Information Dissemination was the topic addressed by former official Vinicius Rocha, who was at the IBGE for almost 19 years, and talked about his work in the sector. “Dissemination of information is only well done when the information production process is known,” highlighted him.
Official Mario Jorge Andrade discussed Data Collection and Surveys and recalled the time when questionnaires were made on paper. “The concerns about the quality of the data collection were perhaps even greater than today, because currently the machine checks and tells you what is bad, whereas before it was by eye.”
Soon after, Elvis Vitoriano da Silva, at the IBGE since 2006, spoke about the use of technology over the years. The topic on Partnerships was addressed by official Adriana Sacramento and Hellie Mansur.
