IBGE launches survey on profile of municipal public administrations

This week, the Brazilian Institute of Geography and Statistics (IBGE) will begin to outline the profile of the public management of 5,571 Brazilian municipalities. The data collected with city administrations is part of the Survey of Basic Municipal Information (MUNIC), which will unveil the infrastructure, services provided, improved legislation and life condition of cities. This year, the survey, which counts with a time series started in 1999, will introduce the investigation on the implementation of the Sustainable Development Goals (SDGs) in the municipalities. The data collection should be completed by December and the result of the survey is expected to be releases in the second semester of 2026.

In 2025, IBGE agents will look for general information from city administrations and mayors, human resources, interinstitutional articulation, environment, management resources, legislation, planning tools and management of risks and disasters. "With its time series, MUNIC has been answering the needs for mapping the municipal reality, helping to formulate, monitor and assess more efficient public policies at local level. In order to always update such information, we need that city administrations answer the survey annually," highlights Vânia Pacheco, survey manager of the Division of Population and Social Indicators.

In addition to these topics, this edition introduces the survey on the Sustainable Development Goals (SDGs), also called 2030 Agenda, approved by the United Nations and that should be implemented in all the member countries through the collaboration of governments, civil society, private sector, universities and media.

The Agenda comprises 17 Sustainable Development Goals with 169 targets and 238 more indicators, which merge the economic, social and environmental areas. "It aims at detecting the knowledge about them, their implementation and coverage in the municipal administrations. It is worth reminding that this is a survey that causes a strong impact on people´s lives, since the administrations may rethink their actions and look for practical solutions," emphasizes Cássio Fonseca, head of the section of Structural Surveys per Establishment at the State Superintendence of Rio de Janeiro (SES-RJ). In the state, the survey begins on Monday, 18, and will approach 92 city administrations.

According to Cristiane Moutinho, Coordinator of Population and Social Indicators, beyond the topic on SDGs, the survey should raise the interinstitutional articulations, which investigates in what areas the municipalities participate in public consortia, as well as the legislation and planning tools, which compiles what are and how the normatization tools of the public order, planning and territory management are organized, focusing on the process of administrative management. "This and other information are key to knowing the municipal public management. MUNIC improves distinctive policies according to the local characteristics of the population."

The survey will be answered by the municipal administrations, through managers and secretaries, and can be made in three ways: web system, editable PDF questionnaire or paper questionnaire, in the presence of an IBGE agent. The IBGE branches will contact city administrations to establish the best way to collect the answers and meet the deadlines.

At the same time as MUNIC, the Superintendencies accomplish the Survey of Basic State Information (ESTADIC) with state administrations, which, similarly with the municipal survey, annually carries out a detailed investigation of information on the structure, dynamics and operation of public institutions, allowing comparative analyses between different Brazilian regions.

THE SURVEYS 

Launched in 1999, MUNIC covers all the Brazilian municipalities. On the other hand, ESTADIC was launched in 2012. In both surveys, the themes are regularly raised and aim at answering the information needs of the society and the Brazilian State. It aims at consolidating an up-to-date statistical and registration database that provides a relevant set of indicators to assess and monitor the institutional and administrative frameworks.
