Released today (10) by the IBGE, the National Index of Civil Construction (Sinapi) rose 1.07% in November, maintaining the level of the previous month (1.01%). In the cumulative index of the last 12 months, the rate is 20.33%, slightly below the 12 immediately previous months (21.22%). The cumulative index from January to November stood at 18.04%. The index had been 1.82% in November 2020.

“This is the fourth lowest rate in the year. The indexes are more or less at the same level since August, unlike the period between January and July, in which all the rates were very high. And it is more evident when one compares with the rates last year: September (0.88% against 1.45% in 2020), October (1.01% versus 1.71%) and November (1.07% against 1.82%). The changes did not record huge leaps and are closer to each other. The last four months posted the lowest rates in the year,” analyzes Augusto Oliveira, manager of Sinapi.

The national cost of construction, per square meter changed from R$1,490.88 in October to R$1,506.76 in November, being R$903.22 relative to material and R$603.54, to workforce.

The share of materials changed 1.66%, a rise of 0.39 percentage points (p.p.) over the preceding month (1.27%). Compared with the index in November 2020 (3.15%), a significant drop is noticed (1.49 p.p.).

The manager explains that the parcel of materials remains weighting more, with a widespread rise, though less intense. The widespread rise in materials occurred in all the states, highlighted by the Central-West, which registered the highest change this month (1.60%). That region was also impacted by the bargain agreement in the Federal District.

“As a number of inputs rose, though with less intensity, it is hard to highlight a material with a significant impact. Yet, the segment of dye recorded a higher number of states with rises,” says Oliveira.

Having recorded 0.18%, the parcel of workforce retreated 0.46 p.p. over the October´s index (0.64%), in spite of the two agreements signed. The drop was less significant (0.07 p.p.) compared with November 2020 (0.25%).

Among the states, the highest rise occurred in Roraima (4.64%), with many rises in material and a collective bargain agreement in which the professional categories adjusted their salaries.

The cumulative indexes in the year are 22.03% (materials) and 5.33% (workforce). In 12 months, the cumulative indices reached 37.69% (materials) and 6.03% (workforce).

“The cumulative rates are falling slowly. November was lower than October, because we are gradually changing high rates last year for lower indexes in 2021,” concludes Oliveira.

More about SINAPI

The National System of Costs Survey and Indexes of Construction – SINAPI, a joint production of IBGE and Caixa Econômica Federal – Caixa, aims at producing monthly series of costs for the housing sector, and monthly series of median wages for labor force and median prices for materials, construction machinery and equipment and services for the basic sanitation, infrastructure and housing sectors.

SINAPI statistics are fundamental in investment programming, especially for the public sector. Prices and costs support the preparation, analysis and assessment of budgets, while indices enable the updating of expense values in contracts and budgets. Access the data on the SIDRA database.
