IBGE delivers second batch of Data Collection Mobile Devices of the 2022 Census to the Ministry of Health

This month, the Brazilian Institute of Geography and Statistics (IBGE) began to deliver the second batch of Data Collection Mobile Devices (DMCs) to the Ministry of Health (MS). Acquired by the IBGE for use of the enumerators of the 2022 Population Census, the devices will be used by the Ministry of Health to reinforce actions of public health in the municipalities. Forty thousand DMCs will be delivered in the Brazilian capitals by the IBGE State Superintendencies. The devices were acquired with resources from the Ministry of Health provided that they would be returned after the conclusion of the 2022 Population Census.

All over last year, the IBGE delivered the first batch of DMCs, a total of 110 thousand devices. The deliveries are due to the Decentralized Execution Term (TED) no. 112/2019 established between the IBGE and the MS, aiming at the acquisition of the devices for the 2022 Census and later donation to be reused in activities of Municipal Health Secretariats.

The second batch refers to 40 thousand devices that stayed in the IBGE to collect the National Survey of School Health (PeNSE), carried out between March and August 2024.

"Thousands DMCs were used by enumerators during the Population Census, much more than the regular demand from the IBGE. Therefore, after the conclusion of the Census those devices were gathered, formatted and checked to be passed on to the Ministry, which use them in their own projects. This initiative optimizes the use of technological and financial resources, avoiding acquisition costs for the Ministry and assuring that the IBGE does not keep unnecessary and/or obsolete devices in its assets," explained Alexsandra Maria Nascimento Paes, the Assistant of the Executive Directorate (DE) in charge of the intermediation with the Ministry of Health.

Of the number of DMCs destined to the IBGE State Superintendencies to carry out the 2022 Population Census, each State Superintendence was responsible for setting apart a specific number of DMCs, previously established by the Directorate of Information Technology (DTI), resulting in a total of 150 thousand units for donation. The devices allowed the IBGE to carry out a detailed surveying of the Brazilian demographic and socioeconomic reality through questionnaires used by enumerators.

In order to be donated, the devices were formatted with the default configuration and put into boxes with their chargers. The Ministry of Health expects to use them immediately in activities in the municipal public health and in works of health agents.

State Superintendence of Piauí completed delivery of devices

On March 13, the State Superintendence of Piaui (SES-PI) completed the delivery of 1,366 DMCs to the Superintendence of the Ministry of Health in Piauí (SEMS-PI). Officer Marília Martins, from the Sector of Material Resources, coordinated the transference of the devices to the SEMS-PI representatives.

According to Marília Martins, "a total of 2,033 devices were delivered in two steps. The first step occurred in March 2024, when we delivered 667 devices and now, in the last step, we delivered 1,366 devices that were used in the collection of the National Survey of School Health (PeNSE). With that transfer of devices, we met the Decentralized Execution Term, which established the number of DMCs."

The IBGE and the Ministry of Health cooperate in the area of surveys as well. "For example, if the Ministry needs specific information that can be incorporated as supplements of the Continuous National Household Sample Survey (Continuous PNAD), the Ministry delivers resources that cover the costs with the collection of this supplement to the IBGE, which, in turn, releases the requested information," explained Alexsandra Maria Nascimento Paes.
