The National Civil Construction Index (Sinapi), released today (Nov. 10) by the IBGE, rose 0.38% in October, but decelerated 0.06 percentage points (pp) compared to the September rate (0.44%). For the second consecutive month, this was the lowest result recorded since July 2020. In the last twelve months, the rate was 12.41%. In October 2021 the index was 1.01%.

“We are capturing a pace of decline in relation to the period of the Covid-19 pandemic, which has been bringing the index to levels closer to the pre-pandemic time series”, says the research manager, Augusto Oliveira.

The national cost of construction, per square meter, which in September closed at R$1,669.19, rose in October to R$1,675.46, with R$1,000.36 relating to materials and R$675.10 to labor force.

Sinapi manager points out that materials, which led to highs at the time of the pandemic, have been the beacon of the slowdown in 2022. The share of materials grew 0.04%, 0.49 pp lower than the previous month (which registered 0.53%) and 1.23 pp lower than in the comparison with October 2021 (1.27%).

The share of labor force, with a rate of 0.88% in October, rose 0.57 pp in relation to the previous month (0.31%), influenced by four collective agreements in the period. Comparing with October of the previous year (0.64%), there was an increase of 0.24 percentage points.

The cumulative figures for the year were: 9.93% (materials) and 11.70% (labor force). The cumulative index in twelve months were 12.60% (materials) and 12.07% (labor force), respectively.

Central-West region registers the highest monthly change

Despite the negative index registered in Mato Grosso do Sul, the Central-West Region presented the greatest regional change in October, 1.59%, influenced, above all, by the collective agreement observed in the state of Mato Grosso. The other regions presented the following results: 1.46% (North), 0.25% (Northeast), -0.03% (Southeast), and 0.27% (South).

Regional costs, per square meter, were: R$ 1,678.09 (North); R$ 1,560.37 (Northeast); R$ 1,736.74 (Southeast); R$ 1,750.43 (South) and R$ 1,709.83 (Central-West).

More about SINAPI

Sinapi, a joint production of IBGE and Caixa Econômica Federal, aims at producing monthly series of costs and EIDs for the housing sector, and monthly series of median wages of labor and median prices of materials, machines and construction equipment and services for the basic sanitation, infrastructure and housing sectors.

Sinapi's statistics are essential for investment programming, especially for the public sector. Prices and costs help in the elaboration, analysis and evaluation of budgets, while the indexes make it possible to update the amounts of expenses in contracts and budgets.
