Webinar gathers experts to discuss the challenges of Tourism Satellite Accounts

The IBGE holds, together with the Ministry of Tourism, the webinar Challenges for the implementation of the Tourism Satellite Account, on September 21st, 22nd and 23rd. The objective is to debate the importance of implementing the Tourism Satellite Account and its application in initiatives and programs for the sector.

The webinar opens at 2pm on September 21, with the participation of the Minister of Tourism, Mr. Gilson Machado, the president of the IBGE, Mr. Eduardo Rios Neto, and the sub secretary of Strategic Management of the Ministry of Tourism, Ms. Luana Mara Nunes. The webinar will be broadcast on the YouTube channel of the Ministry of Tourism.

The webinar will gather representatives of the Ministry of Tourism, of the IBGE, of the Institute of Economic Research Foundation (Fipe) and international experts, as Ms. Teresa Hilário, expert on National Accounts of Statistics Portugal (INE) and Mr. Francisco Guillén Martín, Deputy Director General of the National Accounts of the National Institute of Statistics and Geography (INEGI) of Mexico.

“The IBGE and the Minsitry of Tourism are already partners in the modules of the Continuous PNAD and this next step towards the Tourism Satellite Accounts represents methodological improvements for the National Accounts and a more accurate measurement of the impact of the tourism activity on the GDP”, claims the IBGE president, Mr. Eduardo Rios Neto.

The Minister of Tourism, Mr. Gilson Machado Neto, highlights the importance of the partnership with the IBGE for the collection of data relative to the tourism activity. “It is fundamental that we foster qualified debates on the satellite account, which will provide managers from all government sheres with a rich source of information. This material will allow us to better understand the tourism sector in all its aspects; additionally, it will support the process of comprehension and formation of the sector’s share in the Brazilian GDP”, he says.

The meeting aims at fostering a technical and qualified debate on the Tourism Satellite Account and at contributing to disseminate knowledge on the topic, for audiences both inside and outside the Ministry of Tourism and the IBGE. This way, information can be more democratically shared and actions as well as policies can be more transparent.

Satellite Accounts are instruments of measurement of a specific activity, and they represent a relevant factor for obtaining statistical information which shows the economic potential of a sector compared to others. They make it possible to understand the situation of a certain economic sector by comparing it to the other countries that carry out the same type of measurement. So, it becomes possible to develop relevant studies and to foster qualified discussions on the public policies of the sector.

Cross-cutting nature

The Satellite Accounts provide a framework connected to the National Accounts, allowing to focus on a specific area or point in the economic or social life. The sectors that usually develop their own Satellite Accounts are environment, tourism, culture and health.  In Brazil, we already have the Health Satellite Account, which systematizes the data from budget credits and expenditures with the health sector, detailing information according to time evolution.

The IBGE collects tourism statistics in other surveys, as in the Monthly Survey of Trade (PMS), the Survey of Accommodation Services and the 2019 Tourism Module of the Continuous PNAD. However, those statistics were not enough to implement a Satellite Account, which brings a more macroeconomic view for the sector.

One of the difficulties is the cross-cutting nature of the tourism activity. It is complex to identify in what was destined to the tourism sector in an unspecific activity. For each economic activity, this difficulty is the same. The IBGE will develop a methodology of its own based on the UN Manual for Satellite Accounts.

Institutional arrangement and partnerships will be necessary for the IBGE to release the Satellite Account on a regular basis. The Health Satellite Account is released once every two years. In the case of the tourism sector, each country has a different regularity.

At 2:00 pm tomorrow (21), the Minister of Tourism, Mr. Gilson Machado, the president of the IBGE, Mr. Eduardo Rios Neto, and the sub secretary of Strategic Management of the Ministry of Tourism, Ms. Luana Mara Nunes will open the webinar. It will be broadcast on the YouTube channel of the Ministry of Tourism.

The first panel, “The Brazilian challenge in the implementation process of the Tourism Satellite Account”, will be debated by Mr. Evangelista Dias Monteiro, professor of tourism economics and head of the Faculty of Tourism and Hospitality of the Fluminense Federal University (UFF), Mr. Cristiano Martins and Mr. Carlos Henrique Cabral, IBGE representatives.

On Wednesday (22), at 3:00 pm, the second panel, “The importance of institutional partnerships for the construction of the Tourism Satellite Account”, will bring Mr. Moisés Diniz Vassallo, professor at Fipe, specialized at transportation economics, industrial organization, tourism and analysis of economic impacts; Ms. Luciane Gorgulho, chief economist at the BNDES' Department of Urban Development, Culture and Tourism; and Ms. Giovanna Tavares, president of the Brazilian Association of Tourism Bachelors and Tourism Professionals - ABBTUR and representative of the Brazilian Network of Tourism Observatories.

On Thursday (23), at 3:00 pm, the third panel, “International experiences and the Brazilian path”, will bring international experts, such as Mr. Francisco Guillén Martín, Deputy Director General of National Accounts of the National Institute of Statistics and Geography (INEGI) of Mexico; and Ms. Teresa Hilário, a specialist of the Department of National Accounts of Statistics Portugal, responsible for developing the Tourism Satellite Account in that country.
