Pressed by the rise in electricity, the Extended National Consumer Price Index 15 (IPCA-15) stayed at 0.89% in August. That figure is the highest one for August since 2002, when it hit 1.00%. In the year, the indicator accrues a rise of 5.81% and, in the last 12 months, of 9.30%, according to the data released today (25) by the IBGE.

With an increase of 5.00%, electricity exerted the biggest individual impact on the result, being responsible for 0.23 percentage points in the month´s index. In the context of the water crisis, the red tariff flag level 2 was in force in the months of July and August. In addition, the additional value of the red tariff flag was adjusted by 52% on July 1st, beginning to charge R$9.492 at each 100 kWh consumed (against R$6.243 in June).

Fare adjustments in São Paulo, Porto Alegre, Curitiba and Belém also explain the August´s figure. As a result, the group of Housing recorded the highest rise this month: 1.97%, the equivalent to 0.31 percentage points of the overall index. Besides electricity, the group of Housing was influenced by the increase in the prices of bottled gas (3.79%) and piped gas (0.73%).

The second biggest contribution to the August´s IPCA-15 came from Transportation (1.11%), followed by Food and beverages (1.02%). The only drop was registered in Health and personal care (-0.29%).

In the group of Transportation, the prices of fuels (2.02%) accelerated in relation to July (0.38%). The major contribution (0.12 p.p.) came from gasoline (2.05%), whose cumulative change over the last 12 months was 39.52%. The prices of ethanol (2.19%) and diesel fuel (1.37%) also rose, whereas vehicular gas dropped 0.51%.

On the other hand, deflation was registered in the group of Health and personal care (-0.29%), which contributed with -0.04 p.p. to the overall index. Above all, it is due to the drop in the prices of items of personal hygiene (-0.67%), pharmaceuticals (-0.48%) and health plan (-0.11%).

In August, all the areas surveyed recorded inflation. The lowest figure was recorded in Belo Horizonte (0.40%), influenced by the drop in airfare (-20.05%) and water and sewage fees (-6.40%). The highest change was reported in Goiânia (1.34%), due to the rises in gasoline (6.31%) and electricity (3.60%).

The National System of Consumer Price Indexes – SNIPC produces continuously and systematically consumer price indexes. Released on the Internet since May 2000, the IPCA-15 differs from the IPCA only in the period of price collection, which is usually from day 16 of the previous month until day 15 of the reference month, as well as in the geographic coverage.

Today, the target population of the IPCA-15 encompasses households with earnings between 1 and 40 minimum wages, whatever the source, living in 11 urban areas of the regions included in the SNIPC, which are: metropolitan areas of Belém, Fortaleza, Recife, Salvador, Belo Horizonte, Rio de Janeiro, São Paulo, Curitiba, Porto Alegre, as well as the Federal District and the municipality of Goiânia.
