In public note, CONFIES highlights national movement of AGU, IBGE and IPHAN of "qualifying as ICTs"

According to a note published on its website and sent to the Presidency of the Brazilian Institute of Geography and Statistics (IBGE) this Wednesday, 22, The National Council of Supporting Foundations to Higher Education and Technological and Scientific Research Institutions (CONFIES) considers the movement of organizations like the IBGE, the Federal Attorney General´s Office (AGU) and the National Institute of Historic and Artistic Heritage (IPHAN) of qualifying as Technological and Scientific Institutions (ICTs) is a "condition that allows partnerships with Supporting Foundations, benefiting from this important tool, currently recognized in the SNCTI´s ecosystem (National System of Science, Technology and Innovation), aiming at serving the population even better in relation to services it offers towards the national development."
For CONFIES, the "fact that an IFES (Federal Higher Education Institution) or an ICT certifies a Supporting Foundation does not mean, IN ANY WAY, that that institution is being privatized. On the contrary, when making this option, the institution is looking for ways to develop its actions related to the activities of research and technological innovation with the quality required by the Brazilian society."
CONFIES (National Council of Supporting Foundations to Higher Education and Technological and Scientific Research Institutions) is a civil association that gathers and represents a hundred affiliated foundations in the entire national territory.

IBGE´s Supporting Foundation to Technological and Scientific Innovation
The Brazilian Institute of Geography and Statistics (IBGE) was recognized as a Science and Technology Institution (ICT) by the Ministry of Science, Technology and Innovation (MCTI) and by the Federal Attorney General´s Office (AGU), due to its work with education and basic research.
According to the Technological Innovation Act (Law 10,973/04), an ICT is defined as "an office or entity of the public administration whose institutional mission, among others, is to carry out activities of basic or applied research of technological or scientific nature."
That Act requires that every ICT creates a Technological Innovation Center (NIT), described as "either a center or office comprising one or more ICTs, aimed at managing its innovation policy."
Moreover, the Act determines that the ICT establishes its own innovation policy, regulates the organization and management of processes aimed at transferring of technology and at promoting innovation in the productive sector. That policy should be aligned with the priorities of the national policy of science, technology and innovation, as well as with the Brazilian technological and industrial policy.

The National Council of Supporting Foundations to Higher Education and Technological and Scientific Research Institutions (CONFIES) publicly clarifies that Supporting Foundations (FAs) are non-profit civil entities of private nature, regulated by Law no. 8,958/1994 and Decree no. 7,423/2010.
It also reassures that FAs aim at supporting PUBLIC institutions (Federal Higher Education Institutions - IFES and Technological and Scientific Institutions - ICTs) that develop projects of education, research, extension, technological, scientific and institutional development and encouragement to innovation, which take to a measurable improvement of their conditions, allowing them to efficiently meet their mission of serving society.
Moreover, and clearing any doubt in this respect, the fact that an IFES or an ICT certifies a Supporting Foundation does not mean, IN ANY WAY, that that institution is being privatized. On the contrary, when making this option, the institution is looking for ways to develop its actions related to the activities of research and technological innovation with the quality required by the Brazilian society.
It is also important to clarify the existence of a national movement, related to public offices that traditionally produce science, research and innovation, like the AGU, IBGE and IPHAN, in order to qualify as ICTs, a condition that allows partnerships with FAs, benefiting from this important tool, currently recognized in the SNCTI´s ecosystem, aiming at serving the population even better in relation to services it offers towards the national development.
