1 - The IBGE and the fundamental principles of statistics
Following the United Nations Fundamental Principles of Official Statistics and the IBGE Code of Good Practices of Statistics, the Brazilian Institute of Geography and Statistics (IBGE) has an area on its portal called "Errata" that brings all amendments, which includes every product and service, like surveys, indicators, maps, manuals, publications, statistical data, software and systems from errors pinpointed either internally or externally, after their release or publication.
Errata are mandatory for statistical offices to guarantee the quality and precision of the information released or published, providing quality and reliability.
2- Creation of the IBGE´s Quality Technical Committee (CTQ/IBGE)
The IBGE´s Presidency announces the creation of the IBGE´s Quality Technical Committee (CTQ/IBGE), established by decree no. 817, of July 23, 2025, which describes its responsibilities and technical representatives.
The creation of the IBGE´s Quality Technical Committee (CTQ/IBGE) aims at reinforcing the quality of production and dissemination of statistical and geoscientific studies and surveys through the monitoring of the IBGE´s activities that allows to assist and subsidize the IBGE´s Board of Directors with any information required for due measures.
The Executive Secretariat of the Committee will be the responsibility of the IBGE´s Presidency, in charge of summoning meetings, preparing minutes, sending documents produced to the Board of Directors and providing the necessary administrative support for the development of the Committee's work.
The Committee will consist of up to 16 (sixteen) permanent and deputy members, all of them IBGE officers, with technical skills in IBGE´s different areas.
3 - Evaluation of quality methods, flows and procedures
The creation of the Committee occurs at the appropriate time, as it responds to technical effort in the continuous improvement of processes, considering the proper individual or collective technical responsibility in the treatment of IBGE information, publications and releases.
As the first activity, the Presidency determined the evaluation of quality methods, flows and procedures, after an acronym error in the release of Brazilian maps.
The graph of the last ten years of occurrences published in the "Errata" section is shown below.
It should be noted that the errors have been already amended in the files available on the IBGE portal.
Therefore, the Presidency determined:
3.1. In view of the recent fact, widely released on July 22, 2025, referring to the publication in 2024, by the IBGE, of a map of Brazil with errors related to the position of states of the Federation, notably the reversal of the states of Mato Grosso and Mato Grosso do Sul, in addition to the absence of the state of Acre;
Added to another acronym error, present in the release of the 2022 Population Census: Fertility and migration: Preliminary sample results, released on June 27, which exchanges the acronyms of the states of Paraná and Santa Catarina; which is already under evaluation and report production.
The referral of a detailed report on what happened to the Presidency's Office is requested, with a view to performing a thorough evaluation of the internal methods, flows and procedures adopted to ensure the quality of the IBGE´s products and services.
3.2. The error identified, although punctual, has the potential to negatively impact IBGE's credibility to society and institutions that depend on its information.
In this sense, it is essential that the Center for Information Documentation and Dissemination (CDDI), which includes the Division of Social Communication (CCS), and the Directorate of Geosciences present a report regarding:
a) Analysis of protocols, methods and revision flows currently in force, identifying any flaws or gaps;
b) Proposal for corrective and preventive measures to prevent similar misconceptions;
c) Evaluation of the need for training or reinforcement in the training of the teams involved in the production and review of cartographic materials;
4 - The IBGE must account for society
The Presidency reinforces the importance of this process being conducted with speed and transparency, so that the IBGE can account for society and competent instances regarding the measures adopted to improve our procedures.
The Presidency also requested that the CDDI and the DGC present a preliminary report with the initial conclusions and recommendations within 7 (seven) business days, in order to subsidize the timely adoption of appropriate measures.
The Presidency reiterates the IBGE's commitment to the excellence and accuracy of its products and reaffirms the strategic role of its technical areas in guaranteeing quality at all stages of the institutional work.
