Costs of civil construction decelerate to 0.15% in November

The National Index of Civil Construction (Sinapi), released today (9) by the IBGE, increased 0.15% in November, but decelerated 0.23  percentage points in relation to the October´s rate (0.38%). It was the lowest figure since July 2020. The cumulative index over the last 12 months is 11.38%, below the rate of 12.41% recorded over the 12 months prior to that period. The cumulative index in the year closed at 10.81%. The index had been 1.07% in November 2021.

According to Augusto Oliveira, manager of Sinapi, the survey points out monthly changes in the costs of civil construction at a level closer to the pre-pandemic period and a deceleration that can be noticed in the continuous drops in the cumulative indicators in 12 months. “The costs are reaching a normal level, without any influence from a pandemic period, with milder price changes, following the movements of the civil construction market,” says Oliveira.

In 2022, the indexes that sharply rose in 2021 are being replaced by lower rates, reducing continuously the cumulative indexes in 12 months, resulting in a drop of 3.15  percentage points in this indicator since June. The indexes dropped from 14.53% in June to 14.07% in July, 13.61% in August, 13.11% in September, 12.41% in October and fell even more in November, to 11.38%,” analyzes Oliveira.

The national cost of construction, per square meter, which closed at R$1,675.46 in October, changed to R$1,677.96 in November, being R$1,000.47 relative to material and R$677.49, to workforce. The manager of Sinapi highlights that material, which pressed the rises in 2020 and 2021, is mostly contributing to the deceleration in 2022. The parcel of material changed 0.01%, maintaining the level of the previous month (0.04%) and the retraction movement of the last months. The November´s rate in the sector of construction material was the lowest one since January 2020. It dropped 1.65 percentage points in relation to November 2021 (1.66%).

On the other hand, the parcel of workforce changed 0.35%, with just one adjustment, falling 0.53  percentage points over the previous month (0.88%). It increased 0.17 percentage points against November last year (0.18%).  

The cumulative indexes in the year were: 9.94% (material) and 12.09% (workforce). The cumulative index in 12 months stood at 10.78% (material) and at 12.26% (workforce), respectively.  

Central-West Region records highest monthly change 

The Central-West Region registered the highest regional change in November, 0.54%, influenced by the adjustment reported in the Federal District.

The other Major regions registered the following figures: 0.50% (North), 0.05% (Northeast), -0.01% (Southeast) and 0.33% (South). The regional costs, per square meter, were: R$1,686.47 (North); R$1,561.13 (Northeast); R$1,736.53 (Southeast); R$1,756.20 (South) and R$1,719.10 (Central-West).

Among the Federation Units, the Federal District registered the highest rise, 1.97%, influenced by an adjustment established in a collective convention in the sector of workforce.

“Even with the reduction in the parcel of material, the Federal District stood out due to the collective work agreement. In every state, the cost of the workforce has been stable, changing only with agreements, either immediately or later,” stresses the manager of the survey.
