In 2017, after five years of growth, the first fall in the registration rate in the National Register of Legal Entities (CNPJ) among employers and self-employed persons took place. The proportion rose from 23.9% in 2012 to 30% in 2016, but fell to 28% in 2017. The information is from the Continuous National Household Sample Survey (Continuous PNAD), released today.
According to researcher Adriana Beringuy, from 2016 to 2017, the largest falls in the coverage rate of the CNPJ occurred in activities that concentrated the majority of the employed population: Services, falling from 36.9% to 34.2%, Industry from 29.6% to 27.1%, and Trade, repair of motor vehicles and motorcycles, from 43.8% to 42.5%.
"The very activities that have the highest rates of CNPJ coverage were those that had reduced their coverage. In construction there was even a slight expansion and in agriculture there was no reduction," said Beringuy.
Proportion of employers with CNPJ is four times higher than that of self-employed
In 2017, 18.5% of the self-employed had a CNPJ, which represented a total of 4.3 million persons. Among employers, this coverage was much higher, reaching 80% (3.4 million persons).
The CNPJ coverage rate also presented differences according to schooling: the greatest registration percentages were among the highest schooling levels. However, the highest coverage rate among self-employed workers (42.7% of those with complete higher education) did not reach the lowest coverage rate among employers (57% for the uneducated and those with incomplete primary education).
