"Regulatory Framework and 2020 Census are priorities", says IBGE president

In a meeting with journalists in Rio de Janeiro, the IBGE president Roberto Olinto Ramos highlighted the need to update the regulatory framework of the statistical sector. Law 5,878, which provides for the objectives, activities and budget allocations of the IBGE is of May 11, 1973 and, according to Mr. Olinto, needs to be reviewed in light of the transformations brought by the large volume of data circulating today in the world. "The change in statistical laws is being discussed around the world because of the Big Data environment and Fake news," the president said.

The updating of the law, in Mr. Olinto's perspective, should be aimed at providing, among other points, resources for large statistical operations (Population Census and Census of Agriculture, Population Count and Consumer Expenditure Survey), as well as shared use of administrative records.

Two examples would be the sharing with the IBGE of the data of the Federal Revenue Service and the information related to the electronic invoices of the states. Olinto highlighted that this would result in reducing the burden of informants. "In Portugal, each company responds to a single questionnaire and the data are used by various agencies," he explained.

Another issue that the president considers fundamental is what he called the narrative of statistical information. "The insertion of a statistical institute into a democracy involves the possibility of having information not only disseminated to the population, but also a narrative that allows the population to understand what is being disseminated. The dissemination cannot be dissociated from effective communication," said Mr. Olinto.

He added that the main project among the major statistical operations of the IBGE, at that moment, is the 2020 Census, which is already being elaborated and depends essentially on two factors: competitive examinations to replace the permanent staff and budget guarantee, currently estimated at R$3.4 billion. "About 70% of this figure refers to the salaries of census takers, around 300 thousand people," he explained.

"In the last eight years, there were 1,800 retirements, of which 220 took place in this year alone. Today, of the 536 agencies we have all over Brazil, 13 are without staff and 46 have only one servant. In addition, about 60% of the agencies have people who receive the “stay bonus”, that is, they are employees who already have time to retire but continue to work. Therefore, we are negotiating with the Ministry of Planning a competitive examination offering 1,800 vacancies," explained the president.

In addition, Mr. Olinto noted that updating the Statistical Law would also help solve the human resource issue. "In some countries, the periodical recomposition of the permanent staff of statutory institutes is guaranteed by law," he concluded.
