The National Index of Civil Construction (Sinapi), released today by the IBGE, recorded, in 2017, ts lowest cumulative annual result (3.82%) since 2013, when it had recorded 0.52% due to the impact of the exemption of payroll taxes initiated that year. The monthly change in December was 0.18%, also below the 0.49% observed in the same period a year ago.

As a result, the average cost by square meter in civil construction stayed at R$ 1,064.76, being R$ 544.97 relative to material and R$ 521.71 to workforce.

The share relative to workforce was decisive to the construction sector this time. It increased 5.17%, the lowest rate for the group since 2013, when there was exemption of payroll taxes. Since then, the smallest change had been registered in 2015 (7.55%), and hit 10.89% last year.

“Workforce was responsible for that (result). The gains due to collective agreement were below those in previous years. That had some impact on rate deceleration”, highlghts the manager of the survey, Augusto Oliveira. “All the states faced deceleration in workforce agains 2016 figures, except for Amapá”, he added.

In December, the decrease in material contributed to the result of 0.18%, the third lowest rate in the year, after those of April (0.15%) and October (0.16%).
