Construction costs rise 10.90% in 2022 and reach second highest rate since 2014

The National Index of Civil Construction (Sinapi), released today (10) by the IBGE, closed 2022 with an increase of 10.90%, second highest rate since 2014 in the payroll-tax exempt series, with a decrease of 7.75 percentage points against 2021 (18.65%). In December, the rate recorded a change of 0.08%, and was 0.07 percentage points below the rate in the previous month (0.15%), having remained on a downward trend in the year and recorded the lowest index since 2022.
“It is worth of mention that in spite of the lower change in December in comparison with that in previous years, the cumulative index in 2022 was below what was reached in 2021, with a rate of 18.65%, and a little above 2020, with 10.16%. Therefore, despite repeated decreases since July, the cumulative index in the year is also influenced by hikes during the pandemic,” says Augusto Oliveira, manager of Sinapi.
The national cost of construction, by square meter, rose to R$1,679.25 in December, of which R$1,001.20 were relative to materials and R$678.05 to workforce. In November, the cost had been R$1,677.96.
The share of material remained stable as in the previous two months (0.01% in November and 0.04% in October) and changed by 0.07% in December. Against the index of December 2021, there was a decrease of 0.69 percentage points. The share of workforce, with only one adjustment, recorded a rate of 0.08%, the lowest in the year, and fell by 0.27 percentage points from November (0.35%).
The cumulative result in 2022 changed by 10.02% in material, whereas the share of costs relative to expenditure on workforce reached 12.18%. In 2021, the share of material closed the year at 28.12% and workforce, at 6.78%.
“The changes in material, in the last few months of 2022, recorded rates close to those as in years prior to the pandemic, whereas 2020, 2021 and the first few months of 2022 were mostly affected by this situation. As for the share of workforce, in 2022, collective bargaining accounted for the rise of salaries of professional categories in the civil construction segment, which had little increase during the pandemic. Also, the rise of inflation, based on which salary are calculated after collective bargaining, ended up having an effect on the final values,” Mr. Oliveira says.
The North Region, with a rise in 6 of the 7 states recorded the biggest regional change in December (0.67%). In the other regions the results were: -0.04% (Northeast), -0.09% (Southeast), 0.32% (South) and 0.21% (Central-West).
The regional costs, per square meter, were: R$ 1,697,69 (North); R$ 1,560.52 (Northeast); R$ 1,735.03 (Southeast); R$ 1,761.89 (South) and R$ 1,722.72 (Central-West). Piauí recorded the highest rate for the last month in the year, 2.64%. As for cumulative results in the year, Mato Grosso recorded the highest rate (20.52%), and also the highest cumulative rate for material (22.39%).
