IPCA-15 was 0.53% in November

The Extended National Consumer Price Index 15 (IPCA-15) for November was 0.53%, 0.37 percentage points (pp) above the October result (0.16%).

In the year, the IPCA-15 accumulates an increase of 5.35% and, in 12 months, of 6.17%, below the 6.85% of the previous 12 months. In November 2021, the rate was 1.17%.

The remainder is temporarily in Portuguese.

With the exception of Communication (0.00%), which presented stability, all groups of products and services surveyed had a positive change in November. The biggest impacts came from Food and beverages (0.54%) and Health and personal care (0.91%), both with 0.12 pp. Next came the Transportation group, which went from a fall of 0.64% in October to a rise of 0.49% in November, contributing with 0.10 pp. The biggest change in the index for the month came from Wearing apparel, with a rise of 1.48%, a result close to that of the previous month (1.43%). It is also worth mentioning the rise of 0.48% in Housing, higher than in October (0.28%). The other groups were between 0.05% of Education and 0.54% of Household items.

The group Food and beverages had a significant increase from October (0.21%) to November (0.54%), driven by food for consumption at home (0.60%). Particularly noteworthy were the increases in the prices of tomatoes (17.79%), onions (13.79%) and potatoes (8.99%). Furthermore, fruit prices rose by 3.49%, contributing with 0.04 pp to the result of the month. On the downside, it is worth mentioning long-life milk (-6.28%), whose prices had already dropped in October (-9.91%).

Food away from home (0.40%) had a change similar to that of the previous month (0.37%). While meals rose 0.36%, snacks rose 0.54%. In October, the changes had been 0.44% and 0.23%, respectively.

In Health and personal care (0.91%), the highlights were personal hygiene items (1.76%), in particular skin products (6.68%), and health plans (1.21%).

In the Transportation group (0.49%), fuel prices (2.04%) rose again, after five consecutive months of declines. After falling 5.92% in October, gasoline prices rose by 1.67% in November, contributing with the biggest individual impact on the index for the month, 0.08 pp. In addition, ethanol prices rose 6.16% and diesel oil, 0.12%. Vehicle gas (-0.98%) was the only one to present a drop among the surveyed fuels.

Also in Transportation, the prices of airline tickets fell 9.48% in November, compared to the increase of 28.17% in the previous month. As a result, they contributed with the most intense negative impact in November, -0.08 pp. Also noteworthy were the declines in Rideshare apps (-1.04%) and in used cars (-0.82%).

In the Wearing apparel group (1.48%), all surveyed items had highs, with the exception of jewelry (-0.04%). The main contributions came from women's apparel (1.93%) and footwear and accessories (1.44%), with impacts of 0.03 pp and 0.02 pp, respectively.

The acceleration of the Housing group (from 0.28% in October to 0.48% in November) is mainly due to increases in residential rent (0.83%) and electricity (0.44%). Changes in electricity prices by areas ranged from -0.63% in Belém to 7.44% in Brasília, where there was a 21.54% increase in tariffs for low voltage residential customers, as of November 3. There were also increases of 5.35% in Goiânia (4.27%), as of October 22nd, and of 2.07% in one of the concessionaires in São Paulo (-0.38%), in force since October 23.

Also in Housing, the rise in the water and sewage rate (0.55%) is due to tariff increases in Rio de Janeiro (2.59%) and Porto Alegre (2.94%). In the first, the rise of 11.82% became effective on November 8; in the second, there was a rise of 13.22% in one of the concessionaires, effective since September 29th.

In the Communication group (0.00%), there was an increase in landline telephony (2.40%) and streaming services (3.09%). On the other hand, there was a decrease in the price of telephone sets (-0.35%) and mobile phone combos (-0.99%).

As for the regional indices, all areas surveyed had positive changes in November. The biggest ones occurred in Recife (0.78%), where there was a 4.97% rise in gasoline prices (4.97%), and in Brasília (0.78%), where the increase was in electricity (7 .44%). The smallest change was registered in Curitiba (0.11%), due to the decrease in meat prices (-3.05%) and airfares (-8.27%).

To calculate the IPCA-15, prices were collected in the period from October 14 to November 14, 2022 (reference) and compared with those in effect from September 15 to October 13, 2022 (base). The indicator refers to families with an income of one to 40 minimum wages and covers the Metropolitan Areas of Rio de Janeiro, Porto Alegre, Belo Horizonte, Recife, São Paulo, Belém, Fortaleza, Salvador and Curitiba, in addition to Brasília and the municipality from Goiania. The methodology used is the same as the IPCA, the difference is in the price collection period and geographic coverage.
