In November, IPCA-15 stays at 0.38%

The Extended National Consumer Price Index-15 (IPCA-15) changed 0.38% in November and stood 0.10 percentage points below the rate of 0.48% registered in October. As a result, the result for the year moved to 5,63%, above the rate of 5,06% in the same period of 2013. Considering the the last 12 months, IPCA-15 was at 6,42%, above the rate seen in the previous 12 months (6,62%). In November of 2013, the rate was 0.57%. In November, the majority of the groups of products and services surveyed recorded changes below those of the previous month. According to the following table, the exceptions were Household Articles (0.13% in October to 0.31% in November) and Education (0.08% to 0.18%).

Food and Beverages and Housing were the groups with the highest result, both with 0.56%.

Prices of food products (0.69% in October to 0.56% in November), even though decelerated, kept pushing the index and were responsible for 0.14 percentage points of IPCA-15 this month. The item meat, which rose 1.90%, was the top impact for the third month in a row, with 0.05 percentage points. Other products became a lot more expensive from one month to the other, as potatoes (13.85%) and tomatoes (12.12%). The item fruits, with a high of 2.80%, comes next, with 0.03 percentage points. On the other hand, many food products had a reduction in the price growth rate or even a fall, as onions (-12.49%), cassava flour (-2.98%) and long life milk (-2.89%).

By order of impact, from the group Housing (0.80% in October to 0.56% in November), the highlights are electricity (1.17%) and renting (0.62%), both with 0.03 percentage points. The changes in the electricity bills come from the Metropolitan Areas of Rio de Janeiro (3.74%), with a price adjustment of 17.75% in one of the concessionaires, in force since November 7, and of São Paulo (1.52%), whose increase of 20.61% in one of the concessionaires has been in force since October 23. The other areas had changes due to the increase in the tax rates of PIS/PASEP/COFINS.

Repeating the impact of 0.03 p.p, gasoline (0.68%) and car repair (1.68%) coupled with the previous items, pushed the group Transportation (0.25% in October to 0.20% in November), despite the price decrease in items such as airfares
(-2.35%) and interstate bus (-0,50%). The 0.68% rise in the price of gasoline reflected part of the 3.00% adjustment which was in force in the refineries since November 7.

With 0.03 p.p from the group Health and Personal Care  (0.37% in October to 0.36% in November) comes the item health insurance plan, which rose 0.77% in the month.

This way, the seven items mentioned (meat, fruits, electricity, renting, gasoline, car repair and health insurance plan) total 0.23 p.p. and account for 61% of November's IPCA-15.

Among the indexes by area, the highest was in Goiânia (0.77%) where fuels (6.77%) were responsible for 0.44 percentage points of the monthly index, with a high of 6.72% in gasoline and of 10.38% in ethanol. The lowest index occurred in Brasília (0.15%) due to the 6.50% drop in the prices of airfares, weighting 2.22% and with an impact of -0.14 percentage points.

In order to estimate IPCA-15, the prices collected from October 14 to November 12 (reference) were compared with the prices in force from September 13 to October 13 (base). The indicator refers to families with monthly income of 1 to 40 minimum wages and it encompasses the Metropolitan Areas of Rio de Janeiro, Porto Alegre, Belo Horizonte, Recife, São Paulo, Belém, Fortaleza, Salvador, Curitiba, and also Brasília and Goiânia. The methodology is the same as the one used for IPCA; the difference lies in the period of price collection and in the geographic coverage.
