In September, IPCA-15 stays at 0.39% and IPCA-E at 1.42%

The Extended National Consumer Price Index 15 (IPCA-15) changed 0.39% in September and stayed 0.04 percentage points (p.p.) below August's rate (0.43%). As a result, the IPCA-E (cumulative IPCA-15 in the months of July, August and September) stayed at 1.42%. On the other hand, the cumulative IPCA-15 over the year reached 7.78%, the highest cumulative index for the months of January up to September since 2003 (8.46%).

In 2014, the cumulative index in the same period was 4.72%. As to the cumulative index over the last 12 months, the result remained 9.57%, the same as the index of the previous 12-month period, since in September 2014, the IPCA-15 had been 0.39%. Thus, this cumulative result remains as the highest one since December 2003 (9.86%).

Together airfares (23.17%) e bottled gas (5,34%) were responsible for one third of the monthly index and contributed with 0.13 p.p., being 0.07 p.p. relative to airfares and 0.06 p.p. to bottled gas. With the hike of airfares, the group with the highest rate was Transportation (0.78%), as shown in the following table..

Urban bus fares (0.65%) and car repair services (1.08%), also stood out in the group Transportation. In terms of buses, influence came from the metropolitan area of Belo Horizonte, where the fares went up 7.60% in the reference period of the index. That reflected part of the 9.68% readjustment of August 08, which was suspended on September 17, following the injunction granted on September 14.

The prices of bottled gas, from the group Housing (0.68%) increased 5.34%, reflecting part of the readjustment of 15.00% in force since September 1st. The prices rose even more in Goiânia, Brasília and Fortaleza, where bottled gas became more expensive by 9.13%, 7.69% and 7.48%, respectively.

In water and sewage fees, also from the group Housing, the hike was 1.59%. This was due to the metropolitan area of Rio de Janeiro (5.42%), due to the readjustment of 9.98% in effect since August 1st; Curitiba (3.49%), reflecting the extraordinary price adjustment of 8.00% on September 1st; and São Paulo (3.23%) due to the lower intensity of the effect of the Program to Encourage the Reduction of Water Consumption, approved by resolution ARSEP no. 469, of 03/02/2014 and expanded by resolution ARSEP no. 480, of 31/03/2014.

Still in terms of Housing, it is important to highlight the items cleaning products (0.82%), residential rent (0.60%) and condominium fees (0.45%). On the other hand, in contrast with these hikes, energia electricity bills, recorded decrease of 0.37%, due to reductions in the PIS/COFINS share, despite the change of 6.83% registered in Brasília, with the price adjustments of 18.26% on August 26, and of 1.38% in Belém, as a result of the adjustment of 7.47% on August 07.

The groups Personal expenses (0.51%) and Health and personal care (0.50%) had similar results. In Personal expenses the main item exerting pressure was Domestic workers, with hike of 0.62%, followed by banking services (2.02%) and hairdresser (1.04%), whereas health insurance, with 1.06%, was a highlight in the group Health and personal care

Among the groups, Food and beverages stands out for presenting decrease of 0.06 %. The prices of food at home were 0.37% lower in relation to the previous month, food consumed away from home increased 0.51%. Several food products got cheaper from one month to the next, for example onion (13.77%), tomato (13,14%) andcarrot (10.29%).

As regards the regional indices, Brasília (0.75%), recorded the highest figure (0.75%), influenced by the hike ofairfares (22.83%), da electricity (6.83%) andbottled gas (7.69%). The result of electricity reflected the readjustment of 18.26% in force since 26 August and that of gas was due to the readjustment of 15.00% granted on September 1st. The lowest rate was recorded in the metropolitan area of Salvador (0.17%) (0.17%) where food at home showed a decrease of 0.89%.

In order to estimate IPCA-15 the prices collected from August 14 to September 12 (reference) were compared with the ones in force from July 15 to September 13 (base). The indicator refers to families with monthly income of 1 to 40 minimum wages and it encompasses the metropolitan areas of Rio de Janeiro, Porto Alegre, Belo Horizonte, Recife, São Paulo, Belém, Fortaleza, Salvador, Curitiba, and also Brasília and Goiânia. The methodology is the same as the one used for IPCA; the difference lies in the period of price collection and in the geographic coverage.
