In March, IPCA-15 changes 0.73% and IPCA-E, 2.11%

The Extended National Consumer Price Index-15 (IPCA-15) changed 0.73% in March and stood close to the rate registered in February (0.70%). As a result, the IPCA-E - cumulative IPCA-15 in January, February and March - stayed at 2.11%, above the rate of 2.06% registered in the first quarter of 2013. In the cumulative index over the last 12 months, the IPCA-15 stood at 5.90%, above the index of the preceding 12 months (5.65%). In March 2013, the rate was 0.49%.

While education - whose rise of 6.05% reflected the adjustments in the beginning of the school year - was a highlight in February, the index of March was pressed by food and beverages, which changed from 0.52% in February to 1.11% - an impact of 0.27 percentage points -  and by transportation, which changed from -0.09% to 1.22% - an impact of 0.23 p.p. Together, they added up to 0.50 p.p. and accounted for 68% of the index in March.

In the metropolitan area of Porto Alegre, the group of food and beverages rose 1.85%, followed by the metropolitan areas of São Paulo (1.44%) and Curitiba (1.42%). The lowest figures were registered in Recife (0.17%) and Salvador (0.13%). The March survey showed that a number of food products arrived at the consumers with prices higher than in the previous month, particularly tomatoes (28.53%), potatoes (14.59%), green vegetables (12.72%), eggs (3.07%) and fruits (2.05%).

In the group of transportation, the highlights were airfare (from -20.36% in February to 27.08% in March), urban bus fare (from 0.38% to 1.51%) and ethanol (from 0.28% to 3.89%). The rise of 27.08% in airfare took it to lead the ranking of the main impacts on the IPCA-15 of March, accounting for 0.11 percentage points. The case of urban bus fare reflected the change of 7.14% recorded in Rio de Janeiro, due to the adjustment of 9.00% in force since February 8. As to ethanol, the rise of 3.89% reflected in gasoline, which changed 0.26%, after dropping 0.02% in February.

In addition to food and transportation, the group of wearing apparel also accelerated from one month to the other (from -0.68% to 0.19%). The other groups of products and services surveyed posted changes lower than those registered in February.

Among the regional indexes, the highest rates were recorded in Brasília (1.26%) and Rio de Janeiro (1.24%). In Brasília, the highlight was the rise of 51.65% in airfare. By weighting 1.62%, it caused an impact of 0.84 percentage points. The rate of Rio de Janeiro was pressed by urban bus fare (7.14%), which reflected the adjustment of 9.00% since February 8, as well as by item domestic workers (3.45%). The lowest index was recorded in Recife, in which food at home fell 0.12% in March.

In order to estimate IPCA-15, the prices collected from February 14 to March 14 (reference) were compared with the ones in force from January 16 to February 13 (base).  The indicator refers to families with monthly income of one to forty minimum wages and it encompasses the metropolitan regions of Rio de Janeiro, Porto Alegre, Belo Horizonte, Recife, São Paulo, Belém, Fortaleza, Salvador, Curitiba, and also Brasília and Goiânia. The methodology is the same as the one used for IPCA; the difference lies in the period of price collection and in the geographic coverage.
