National Index of Construction changed by 1.30% in May

The National Index of Construction (SINAPI), calculated by IBGE in partnership with Caixa Econômica Federal, was 1.30% in May, having increased by 0.98 percentage points in relation to April (0.32%). This result was affected by the salary adjustments which occurred in several states due to base dates of several professional categories related to the construction segment. The index accumulated in the year was 3.31%, and the figure relative to the last twelve months was 10.99%.
Compared to the result of May 2008 (1.87%), there was decrease of the current index (1.30%) and the same occurred with the accumulated result of 10.99% relative to the last twelve months versus the 11.62% registered in the immediately previous twelve months.
Considering the result of May, the national cost by square meter changed from R$ 690.19 in April to R$ 699.15 in May, being R$ 404.03 relative to expenditure with material and R$ 295.12 with manpower.
Material changed by 0.13%, having decreased 0.11 percentage points in relation to April (0.24%). It was the lowest change in material since June 2007, when the rate was 0.43%.
On the other hand, manpower, manpower presented strong deceleration from one month to the other, representing significant contribution to the index. This occurred due to the concentration of salary readjustments in May, which caused manpower to change from 0.43% in April to 2.94% in May, that is, it had increase of 2.51 percentage points.
In the year, material accumulated increase of 2.12%, being below the 3.17% observed in the same period in 2008. The same occurred to manpower, which accumulated 4.98% in the year versus 5.10% last year. In twelve months, the results were 12.62% (material) and 8.84% (manpower).
Southeast Region was the highlight in May
Opposite to what happened in April, when all the areas faced deceleration in relation to the previous month, in May, except for the Northeast Region (with change from 0.64% to 0.26%), the other geographic areas presented acceleration of monthly indexes: North (from 0.23% to 0.61%); Southeast (from 0.25% to 2.16%); South (from 0.13% to 0.81%) and Central West (from 0.15% to 1.59%).
In the Southeast, the highest rates in the month and in the year were registered in that of the Southeast Region (2.16% and 4.02%, respectively), as a consequence of salary readjustments in Espírito Santo and São Paulo. The highlight in the last twelve months was the Northeast Region, with rate of 12.74%.
The South Region had the lowest index accumulated in the year (1.88%), but, considering the last twelve months, the lowest figure was that of the Central West Region (10.51%).
The regional costs by square meter were: R$ 745.64 (Southeast); R$ 689.88 (North); R$ 679.60 (South); R$ 664.27 (Central West) and R$ 655.03 (Northeast).
Main rise comes from Acre
Due to the pressure of salary readjustments of professional categories, construction costs presented significant increases in several states, especially in Acre (5.61%). Other states also had relatively high rates: Mato Grosso do Sul (3.48%); Espírito Santo (3.46%); Santa Catarina (3.36%); São Paulo (3.17%); Federal District (1.84%); Goiás (1.73%); Rondônia (1.68%) and Alagoas (1.07%).
Besides the higher monthly rate, Acre also had the highest indexes accumulated in the year (7.69%) and in the last twelve months (15.34%).
These results are calculated monthly by IBGE through a partnership with CAIXA - Caixa Econômica Federal, for SINAPI - National System of Costs Survey and Indexes of Construction.
SINAPI, created in 1969, is aimed at producing information and indexes for national coverage in a systematic way, in order to help in the elaboration and evaluation of budgets and monitoring of costs.
In 2002, the National Congress sanctioned, through the law LDO (Budgetary Directives Law), the use of SINAPI as the reference for the calculation of costs in public construction.
