Employment in industry was stable in 2006

In 2006, the industrial employment was stable (0.0%), below the value of 2004 (1.8%) and 2005 (1.1%).  From November to December/06, the change was -0.3%, third consecutive negative rate, in the series without seasonal influence.
In the comparison with December/05, the indicator was positive (0.8%), highest rate since July/05 (1.2%).
 
The number of hours paid increased by 0.4% in the index accumulated of 2006 and the real payroll increased by 1.3%.  In the analysis by semesters, the employment, the number of hours paid and the real payroll had in the second semester results above the results of the first semester, in all the comparisons with similar period of the previous year.

EMPLOYED SALARIED PERSONS

In December 2006, the employment of the industry changed by -0.3% in relation to the immediately previous month, in the series without seasonal influence, third negative consecutive result in this type of comparison, accumulating, therefore, decrease  of  0.6% between September and December.  With this, the quarterly moving average index, after remaining almost stable in the previous month, fell by 0.2% between the quarters closed in November and December.

In the comparison with December 2005, the result was positive (0.8%) and was the best one since July 2005 (1.2%).  The indicator accumulated in the year 2006 was stable (0.0%) and below the one observed in 2004 (1.8%) and 2005 (1.1%).  In the quarterly analysis, the number of employed persons increased by 0.6% in the fourth quarter, in relation to the same period of 2005, and was 0.1% lower than in the immediately previous quarter (seasonally adjusted series).

In the comparison December 06/December 05 (0.8%), sixth consecutive positive result, the number of workers increased in ten among fourteen localities and in twelve among eighteen surveyed segments.  The North and Central West Regions (8.6%), São Paulo (1.3%) and the Northeast Region (1.5%) brought the most significant positive contributions to the total of the country.  In the first locality, the main highlights, among the ten groups which increased, were observed in food products and beverages (25.1%) and wood (8.1%).  The dynamism of the sector of sugar and alcohol explains, mainly, the increase of the industrial employment in São Paulo and in the Northeast Region.  In these two localities, the main contributions came from food products and beverages (10.3% and 3.3%, respectively) and petroleum refining and alcohol production (22.9% and 21.3%, respectively).  On the average, in the total of the country, the groups that brought the major positive results where food products and beverages (7.2%), petroleum refining and alcohol production (16.9%) and transportation (2.4%).

Still in this same type of comparison, Rio Grande do Sul (-6.2%), Paraná (-1.1%) and Minas Gerais (-0.8%) brought the main negative results, especially, respectively, the sectors footwear and leather articles (-21.1%); wood (-14.8%); and apparel (-11.6%). In the analysis by sectors, in the total of the country, the main negative influences were observed in footwear and leather articles (-11.4%), apparel (-5.8%) and paper and printing (-2.5%).

In the quarterly analysis, it can be observed the positive performance in the third (0.3%) and fourth quarters 2006 (0.6%), changing the decrease registered in the first (-0.6%) and second (-0.4%) quarters, all the comparisons with the same previous period.  The acceleration observed in the second semester of the year occurred in the major part of localities (11) and surveyed activities (12).  Among the localities the highlight was the Northeast changing from -2.7% to 0.9%.  Among the sectors the highlights were observed in petroleum refining and alcohol production (10.6% to 17.0%) and machines and equipment (from –8.8% to –3.6%).

In the indicator accumulated in the year, the industrial employment was stable (0.0%) in relation to the year 2005.  In this comparison, eight localities and ten sectors reduced the number of workers.  In the overall analysis, the main negative results came from footwear and leather articles (-13.0%), machines and equipment (-6.3%) and apparel (-5.4%).  In the analysis by areas, Rio Grande do Sul (-8.4%), Paraná (-2.1%) and Northeast Region (-0.9%) brought the main negative results. 

On the other hand, the North and Central West Regions (9.8%), São Paulo (0.9%) and Minas Gerais (0.7%) brought the most relevant positive results, among the localities, and food products and beverages (8.2%), petroleum refining and alcohol production (14.0%) and electronic material and communication equipment (4.3%), among the sectors.

In summary, following the performance of industrial activity, which showed recovery since the second quarter of 2006,  the industrial employment changed the decrease in the period April-June (-0.4%), registering a positive rate in the third  (0.3%) and  fourth quarter (0.6%).

NUMBER OF HOURS PAID

The number of hours paid to the workers of industry, in December, showed decrease of 1.0% in relation to November, in the series without seasonal influence, after growing 1.3%.  With this, the quarterly moving average index was stable (0.0%) among the quarters closed in November and December, interrupting the positive trend in the last two months.

In the comparison with the same month of the previous year, the rate was 0.6%, seventh consecutive positive result.  The indicator accumulated in the year increased by 0.4%.  In the quarterly analysis, the last quarter in the year was positive in the comparison with the same period of the previous year (0.9%), as in the comparison with the immediately previous quarter (0.8%) – series with seasonal adjustment.

In the comparison with the same month of the previous year, the number of hours paid increased by 0.6%, standing out the positive results of ten among fourteen surveyed localities and nine among eighteen surveyed groups.  In the analysis by sectors, the major positive results came from the industries of food products and beverages (7.4%), petroleum refining and alcohol production (22.8%) and transportation (3.1%).  On the other hand, footwear and leather articles (-13.0%), apparel (-6.9%) and wood (-6.1%) brought the major negative results.

Still in the monthly indicator, the localities which brought the major positive results in the overall result were: North and Central West Regions (8.0%), São Paulo (1.4%) and Northeast (1.8%).  In the first one, ten activities increased the number of hours paid, especially food products and beverages (22.8%), wood (5.6%) and petroleum refining and alcohol production (25.5%).  In São Paulo, food products and beverages (8.6%) and petroleum refining and alcohol production (33.3%) brought the major positive influences and, in the northeastern industry, the most significant contribution was observed in food products and beverages (4.9%).  On the other hand, the main negative influence in the total of the country was observed in Rio Grande do Sul (-8.5%), where footwear and leather articles (-27.3%) was the segment with the major negative result among the eleven which showed decrease.

In the quarterly analysis, following the trend observed in the industrial employment, the number of hours paid showed a performance greater in the third (0.5%) and fourth quarters of 2006 (0.9%) than in the first (0.1%) and second quarters (0.1%), all the comparisons with the same previous period.  The acceleration observed in the second semester of the year also occurred in the major part of localities (10) and surveyed activities (11), especially wood, which changed from –13.8% to –5.3%, and petroleum refining and alcohol production (from 12.9% to 17.8%).

The indicator accumulated in the year closed 2006 with a positive change of 0.4%, due to increases observed in seven areas and nine sectors, with the major positive results coming from São Paulo (2.3%), North and Central West Regions (9.4%) and Minas Gerais (1.3%).  On the other hand, Rio Grande do Sul (-7.9%), Paraná (-3.5%) and Santa Catarina (-2.3%) brought the major negative results.  In the analysis by sectors, the most important contributions for the total of the country were observed in food products and beverages (7.3%) and electronic material and communication equipment   (7.7%).  On the other hand, footwear and leather articles (-8.4%) and apparel (-5.9%) brought the most significant negative contributions.

REAL PAYROLL

In December 2006, the real value of the payroll of the workers of industry fell by 3.6% in the seasonally adjusted series, second consecutive negative result, period in which it accumulated change of 7.4%.  With this result, the quarterly moving average indicator, while falling 1.9%, maintained the trend of decrease which began in November, period in which it accumulated loss of 2.6%.

In the comparison with similar period of the previous year, there was growth in relation to December 2005 (0.4%), as well as in the index accumulated in the year (1.3%).  In the fourth quarter,  the real payroll increased by 2.3% in relation to the same quarter of 2005, nevertheless, it fell by 1.6% compared to the third quarter of  2006 (series seasonally adjusted).

In the monthly indicator, the real payroll had increase of 0.4%, with positive rates in eight among fourteen surveyed localities.  The major positive influence was observed in Minas Gerais (6.3%), due, mainly to electronic material and communication equipment (34.5%), basic metallurgy (6.2%) and non-metallic minerals (30.2%). 

Also it is worth mentioning Rio de Janeiro (7.5%), due to machines and equipment (14.2%), chemical products (3.7%) and food products and beverages (4.3%); and North and Central West Regions (6.4%), due, mainly to food products and beverages (11.9%), metal products (57.1%) and petroleum refining and alcohol production (59.8%).  On the other hand, the most significant negative contributions were observed in São Paulo (-2.0%) and Rio Grande do Sul (-9.1%), due, respectively, to the sectors of transportation (-12.9%) and other products of the manufacturing industry (-12.9%); footwear and leather articles (-26.4%) and chemical products (-24.3%).

In the analysis by areas, still in this type of comparison, the real value of the payroll increased in nine among eighteen segments, with the major positive results being observed in chemical products (11.7%), food products and beverages (6.4%) and mining and quarrying (17.9%).  On the other hand, the major reductions were observed in transportation (-10.0%), footwear and leather articles (-17.1%) and paper and printing (-4.2%).

In the quarterly analysis, it can be observed a better performance in the third (1.5%) and fourth quarter of 2006 (2.3%) than in the first (0.6%) and second (0.8%), all the comparisons with the same previous period.  Hence in the employment as well as in the number of hours paid, the acceleration observed in the second semester of the year also occurred in the major part of localities (11) and surveyed activities (12), especially mining and quarrying, which changed from 1.2% to 9.4%, and machines and equipment (from –13.0% to –5.1%).

In the indicator accumulated in the year 2006, the real payroll value increased 1.3%, with positive results in eleven among fourteen sectors.  The main positive  contributions were observed in Minas Gerais (7.7%), São Paulo (1.0%) and North and Central West Regions (7.1%), while Rio Grande do Sul (-8.0%) and Paraná (-3.3%) brought the most relevant reductions.  In the analysis by sectors, eight among eighteen industrial activities increased the real value of payroll, especially chemical products (13.9%), electronic material and communication equipment (11.0%) and food products and beverages (4.4%).  On the other hand, machines and equipment (-9.0%), footwear and leather articles (-12.7%) and rubber and plastic (-3.9%) brought the main negative results.
