Organized by IBGE, in cooperation with the State Government of Ceará, the Triple International Forum on Governance of the Global South ended this Friday (13) with the publication of the IBGE Ceará Brazil South Global Charter, the signing of two cooperation agreements – with the Indonesian Institute of Statistics and with the State Government of Ceará, represented by the Intersectoral Governance Committee of the Ceará Sem Fome (Zero Hunger) Program and the Ceará Research Institute on Economic Strategy (Ipece). In addition, the inauguration of the fifth unit of Casa Brasil IBGE marked the end of the Triple Forum.

The meeting brought together representatives of the BRICS, National Institutes of Statistics of the Community of Portuguese-Speaking Countries, authorities, IBGE researchers, professors, students, in plenary sessions, diplomatic meetings and thematic tables, for three days in the capital of Ceará, to share knowledge and strategies on new indicators and strategic themes for the development and sustainability of the Global South in the Digital Age.

The Triple Forum was held at the Ceará Events Center, in Fortaleza,  with the support of several entities, including the United Nations Development Programme (UNDP), do Banco do Nordeste do Brasil (BNB),  United Nations Children’s Fund (UNICEF), Ceará Without Hunger, Company of Participation and Assets Management of Ceará S.A. (Ceará Par), Secretariat of Tourism of Ceará, National Secretariat of Youth - General Secretariat of the Presidency of the Republic.

Signing of agreements with partners

The first agreement was signed with the Indonesian Institute of Statistics (BPS), whose current head is Amalia Adininggar Widyasanti. The head of International Relations at the IBGE, Andrea Diniz da Silva, highlighted the importance of this partnership, which will cover the areas of education, statistics and public policies. “In the world, Brazil and Indonesia are two countries that maintain a higher education institution for training statisticians, with undergraduate, master's and doctoral programs. Therefore, for IBGE and the Indonesian Institute of Statistics, this agreement is very important from an international perspective,” celebrated Andrea.

Then, IBGE formalized a cooperation agreement with the Government of  Ceará, represented by Ipece and the Intersectoral Governance Committee of the Ceará Sem Fome (Zero Hunger) Program. The moment was celebrated by representatives of the three organizations, the president of IBGE, Marcio Pochmann, the general director of Ipece, Alfredo Pessoa, and the first lady of the State of Ceará and president of the Committee, Lia Freitas.

“Over the course of these three days, we thought about new indicators and exchanged experiences so that, based on the many similarities we share in the Global South, we can move forward together. And we took another important step towards eradicating hunger here in the State of Ceará. This partnership already existed; all that was missing was formalization. After all, all the progress made in Ceará, together with Ipece, is based on data from the IBGE,” said the First Lady.

The Director General of Ipece, Alfredo Pessoa, highlighted that the Triple Forum leaves a legacy in several areas and celebrated the opportunity to improve the Ceará Sem Fome program after signing the agreement with IBGE. “With this protocol, the IBGE will also consider new issues with us regarding the program, and also other state programs, especially in terms of expansion and evaluation. This way, we will be able to have a real notion of the importance of these programs for the people of Ceará.”

Casa Brasil IBGE Ceará is inaugurated in Fortaleza

In partnership with Ipece, the fifth branch of Casa Brasil IBGE was officially opened in Ceará, marking the end of the Triple International Forum on Governance of the Global South. The model unit installed in the Events Center in Fortaleza featured an exhibition of maps and old publications from the collection of the IBGE Superintendency in Ceará (SES/CE). The reception of the guests was in the rhythm of a June festival, with the entertainment of accordionists.

President Marcio Pochmann highlighted the role of Ipece in the inauguration of this new House. "It is a fundamental partner here in Ceará so that we can, as is already done in other IBGE Houses throughout Brazil, allow greater access to the information that IBGE itself has historically produced through its Census and its maps, in addition to a greater understanding of how the surveys are conducted."

Daniel Castro, coordinator general of the Center for Information Documentation and Dissemination (CDDI) and the Social Communication Division (CCS) of the IBGE, listed the various opportunities that the initiative offers to the people of Ceará. “We are creating a space dedicated to the memory of the IBGE, where the public will have access to original documents that have never been exhibited and that are in the possession of the institution. The place will also have a collection of historical images of data collection here in Ceará. Our goal is to be able to interact with schools, offering materials for students and strengthening the connection with teachers through projects such as IBGE Educa, which makes specific teaching materials available to teachers and children.”

“This is a living space, a space that brings together memory and technology. Casa Brasil IBGE has this name because its goal is to bring IBGE closer to Brazilian citizens, being a space that citizens can use to exercise their citizenship,” explained Daniele Sampaio Barcelos, from the Service and Information Division (COATI). In addition to Fortaleza, four other Casa Brasil IBGEs have already been installed in Recife, Rio de Janeiro, Juiz de Fora and Belém.

In the future, Casa Brasil IBGE Ceará will have its permanent operations at the Ipece headquarters, located at Av. General Afonso Albuquerque Lima, s/n - Edifício SEPLAG, Térreo - Cambeba, Fortaleza - CE, 60822-325. In this new facility, which will have an interactive information stand, it will be possible to welcome schools, hold press conferences and launch IBGE publications.
