2022 Census: IBGE releases results on types of collective, improvised, occasional-use and vacant housing units at Casa Brasil IBGE

The Brazilian Institute of Geography and Statistics (IBGE) released on Friday (6), the data relative to the “2022 Population Census: Types of collective, improvised, occasional-use and vacant housing units: Population Results” at Casa Brasil IBGE, on the ground floor of Palácio da Fazenda, downtown Rio de Janeiro (RJ). The event was attended by IBGE civil servants, national and international authorities and members of the civil society, being streamed on Digital IBGE. That was the first release of the 2022 Population Census held at Casa Brasil IBGE, a space for memory and technology that gathers different areas of the Institute and its work with almost 90 years of existence.

The deputy director of the IBGE’s Directorate of Surveys, João Hallak Neto, made the presentation, which also counted on the participation of the director of Geosciences, Ivone Lopes Batista, and of the analyst of the IBGE, Bruno Mandelli Perez. Authorities such as the consul of Angola, Mateus de Sá Miranda Neto, the consul of China, Yedan Liu, and the regional superintendent of Administration of the Ministry of Management and Innovation (MGI) in Rio de Janeiro, Ângela Carnaval, attended the release, and so did representatives of the Pereira Passos Institute and of Condetur Costa do Sol.

Hallak Neto pointed out that "although these sections on collective and improvised housing units are small, they are very important for the social context and the development of public policies for the population, involving housing and urban planning. With this release, the IBGE continues to fulfill its institutional mission of portraying Brazil with information that helps to understand the reality of the country and to exercise citizenship, contributing to the development of the country".

The Director of Geosciences at the Institute, Ivone Lopes Batista, then pointed out that "the IBGE provides society with these data collected in the Census, and with this release we are reflecting on the importance of geospatial information along with census information. Integration with geoinformation allows us, for example, to produce urban public policies for the most vulnerable places, making it easier to identify them. This adds greater value to analysis and helps public managers to be more effective and efficient."

Gustavo Junger, technical coordinator of the Population Census, highlighted some of the evolution points of the 2022 Population Census compared to the previous one, conducted in 2010. "The main aim of the Census is to enumerate and characterize people and their households. improvised housing units represents a development in the 2022 Population Census, the result of a typology of housing, disaggregated from five types of collective housing units in the 2010 Population Census to eleven types. This work would not have been done without our census staff, who helped us with the collection," said Junger.

Angela Carnaval highlighted the presence of the IBGE in Palácio da Fazenda with the Casa Brasil IBGE. Since the 88th anniversary of the Institute, in May of this year, the agency has had a space for disseminating information and interacting with students and other visitors through this venue. "Casa Brasil IBGE has brought our building to life. The whole IBGE is very welcome to use our space at the Palácio da Fazenda," said the Regional Superintendent of Administration of the MGI.

Collective, improvised and non-occupied housing units data from the 2022 Population Census

Bruno Mandelli Perez introduced the data on collective, improvised and non-occupied housing units from the 2022 Population Census. The result highlighted was that 837,000 people lived in collective housing units in the country, or 0.4% of the total population of Brazil. "The type of collective housing unit with the highest number of residents was "Penitentiary, detention center or the like", which housed 479,000 people in 2022, corresponding to 57.2% of all collective housing units and 0.2% of the total Brazilian population," said Perez.

The analyst explained some of the guidelines for defining collective housing. "For the 2022 Census, collective housing units was defined as an institution or establishment where the relationship between the people in it, on the reference date, was ruled by norms of administrative subordination," said Perez.

The technician also highlighted a few factors, such as the percentage distribution of the Brazilian population and residents of types of collective housing by Major Region, with the greatest concentration in the Southeast. The percentage distribution of people living in collective housing by gender, according to the type of housing, was also highlighted. "In juvenile detention centers, for example, the presence of men is 96.2%, while that of women is only 3.8%," the analyst said.

The analyst also mentioned ways of accessing the entire data release, such as SIDRA (IBGE Automatic Retrieval System) and PGI (Interactive Geographic Platform). "We can use an interactive map and cross-reference data such as the number of group housing units per state with the ageing index (ratio) per Federative Unit (FU)," said the analyst.

International authorities and former IBGE enumerators accompanied the results of the 2022 Population Census

Mateus de Sá Miranda Neto, the Angolan consul, complimented the Casa Brasil IBGE on its architecture and emphasized that the event was extremely important, because "any country that wants to develop and implement its public policies needs to conduct a census, so it can have a base of knowledge about the needs of its population and what should be produced for their well-being. In this regard, the Census is fundamental".

Raphael Reis is a Geography student at the Fluminense Federal University (UFF) and was an IBGE census enumerator during the 2022 Population Census. Reis emphasized that "more important than collecting the data is being able to analyze it, extracting information and knowledge from it. This process of disclosure is very important in order to involve the whole community, and not be restricted to just one city".
