Retail sales close 2025 with rise of 1.6%

In the seasonally-adjusted series, volume of sales of the national retail trade changed -0.4% in December 2025 over November. The quarterly moving average had a positive change of 0.3%.
In the seasonally-unadjusted series, retail trade grew by 2.3%, accumulating expansion of 1.6% in 2025 compared to December 2024.
In the extended retail trade, which includes vehicles, motorcycles, parts and pieces; construction material; and wholesale specialized in food products, beverages and tobacco, sales volume fell 1.2% in December, in the seasonally-adjusted series. The quarterly moving average showed a change of +0.1%.
In comparison with December 2024, expanded retail grew 2.8%, while in 2025 it accumulated a change of 0.1%.

The 1.6% growth in 2025 was the ninth consecutive year of gains. In comparison with previous years, the result for 2025 was smaller, in terms of amplitude, than 2024 (4.1%) and at the same level as the closing of 2023 (1.7%). The 2025 growth also took the seasonally adjusted fixed-base volume index series to new record levels, reaching a peak in November.
The passage from November to December 2025 recorded a change of -0.4%, resulting in a change range between +0.5% and -0.5%, considered stability.

In the seasonally-adjusted series, six out of eight activities were in the negative field
The change of -0.4% in volume of retail sales , from November to December 2025, had a predominance of negative rates, affecting six out of eight activities surveyed: Pharmaceutical, medical, orthopedic articles and toiletries (-5.1%), Books, newspapers, magazines and stationery (-2.0%), Other articles for personal and domestic use (-1.8%), Furniture and household appliances (-0.7%), Fabric, wearing apparel and footwear (-0.4%) and Hypermarkets, supermarkets, food products, beverages and tobacco (-0.3%).
Only two out of eight groups surveyed did not record a negative rate: Office, computer and communication equipment and material (6.0%) and Fuels and lubricants (0.3%). In extended retail, Vehicles and motorcycles, parts and pieces and Construction material fell: -2.4% and -2.8%, respectively.
Six retail activities advanced compared to December 2024
Compared to December 2024, six retail activities (2.3%) also had positive changes: Office, computer and communication equipment and material (31.1%), Furniture and household appliances (6.9%), Pharmaceutical, medical, orthopedic articles and toiletries (6.8%), Fuels and lubricants (3.0%), Hypermarkets, supermarkets, food products, beverages and tobacco (1.3%) and Other articles for personal and domestic use (0.6%).
The sectors that remained in the negative field were Fabric, wearing apparel and footwear (-2.5%) and Books, newspapers, magazines and stationery (-1.6%).
In extended retail, Vehicles and motorcycles, parts and pieces increased by 0.7%, Construction material increased by 0.1% and Specialized wholesale in food products, beverages and tobacco increased by 9.7%.

The group of Equipment and material for office, computers and communication recorded an increase of 31.1% in December 2025 compared to the same month of the previous year, the fourth consecutive month of increase and the biggest change since May 2021 (32.7%). In the cumulative index in 2025, the sector recorded losses of 2.4% until April, gaining strength as new months were recorded, closing the year with gains of 4.1%, above that recorded in previous years: 0.7% in 2024 and 2.0% in 2023. It is worth remembering that the sector is influenced by the change of the dollar against the real and, throughout the year, there was a devaluation of the American currency.
The group of Furniture and household appliances recorded a 6.9% increase in sales compared to December 2024, following the positive path of the previous five months. The sector registered the third biggest influence on the general retail indicator, contributing with 0.5 p.p. to the composition of the total rate of 2.3%. In the cumulative index in 2025, the result was gains: 4.5% compared to 2024, surpassing the results of previous years (4.1% in 2024 and 2.1% in 2023). It should be noted that the positive performance in 2025, 2024 and 2023 came after the activity presented losses of 6.7% in 2022 compared to 2021.
The sector of Pharmaceutical, medical, orthopedic articles and toiletries
On the other hand, the activity of Fuels and lubricants registered growth of 3.0% in December 2025 compared to the same month in 2024, a result contrary to the movement recorded in the previous month (-1.2%). As a result, the contribution to the composition of the global rate was positive at 0.3 p.p. for a total of 2.3% of retail. The sector closed 2025 with cumulative gains of 0.6%, the first positive point after 2024 recorded losses compared to the previous year (-1.5%).
The group of Hypermarkets, supermarkets, food products, beverages and tobacco recorded an increase of 1.3% in December 2025 compared to the same month in 2024, the first positive point, after a sequence of four months without growth (-0.5% in August, -0.6% in September, 0.0% in October and 0.1% in November). As a result, the sector closes the year 2025 with gains of 0.8% compared to 2024, the fourth consecutive year with positive indicators and the lowest in this sequence: 1.4% in 2022, 3.7% in 2023 and 4.6% in 2024.
The sector of Other articles for personal and domestic use, which includes department stores, opticians, jewelry stores, sporting goods, toys, etc., showed an increase of 0.6% in sales compared to December 2024, the ninth consecutive positive result. Of the last 23 months, only the month of March 2025 recorded a drop (-6.2%). In this context, 2025 accumulated gains of 2.2%, a slower pace than that of 2024 (7.1%).
The group of Fabric, wearing apparel and footwear performed, in volume, 2.5% lower than in December 2024, the fourth negative value in a row. The sector was the only one to contribute negatively to the retail total, adding -0.2 p.p. to a total of 2.3%. The year 2025 represented the consolidation of a resumption of growth, with gains for the second consecutive year: 1.3% in 2025, 2.9% in 2024 and -4.6% in 2023. The positive performance of 2025, however, came at a slowing pace since June, when it accumulated 5.5%.
The activity of Books, newspapers, magazines and stationery fell 1.6%, in volume, in sales compared to December 2024, reversing the positive path of two consecutive months (1.0% in October and 5.9% in November). After an almost uninterrupted period of declines, the sector had been experiencing exchanges of negative and positive rates: increases in May (3.2%), July (3.8%), August (0.8%), October (1.0%) and November (5.9%); lows in June (-1.1%), September (-1.9%) and December. As a result, the sector will again accumulate losses in 2025 (-0.9%), but with a smaller magnitude than in the previous year (-7.7%). These systemic declines reverberate the migration of consumption of products offered by companies in this activity (physical books) to other forms of commercialization (digital platforms).
Within the scope of extended retail trade, the resale activity of Vehicles and motorcycles, parts and pieces showed growth of 0.7% in sales compared to December 2024, the first in the positive field after six months of decline. Such consecutive drops in previous months reflect a year 2025 that closed with cumulative losses of 2.9%, in volume, in relation to the year 2024. The annual result is the first in the negative field since 2022, which had closed at -1.7%.
Companies in the field of Construction material presented a 0.1% change in sales volume compared to December 2024. In this inter-annual comparison, the sector recorded negative changes throughout the second half of 2025, indicating a slowdown in activity after growth at the beginning of the year. Therefore, the segment ended 2025 accumulating a change of -0.2% in relation to the previous year, reversing the trajectory of gains accumulated in 2024 (4.8%).
The sector of Wholesale specializing in food, beverages and tobacco products had an increase of 9.7% in December 2025 compared to December 2024. In this inter-annual comparison, the activity concentrated negative results during the first quarters of the year, reversing its trajectory from September onwards (7.7% in September, 2.3% in October, 0.9% in November and 9.7% in December). The sector was the one that contributed most positively to the composition of the global extended retail rate, adding up to 1.2 p.p. to a total of +2.8% of the inter-annual indicator. As a result and due to the performance at the beginning of the year, the cumulative result for 2025 was -2.3%, with losses lower than those recorded in 2024 (-7.1%).
Retail advances 1.6% in 2025, ninth consecutive year of positive results
Retail trade accumulated growth of 1.6% in 2025, closing the ninth consecutive year with gains. The result for 2025 was smaller, in terms of amplitude, than 2024 (4.1%) and at the same level as the closing of 2023 (1.7%).
In extended retail, the result was +0.1%, lower than that of 2024 (3.7%). By sector, seven out of 11 activities accumulated gains in 2025: Pharmaceutical, medical, orthopedic articles and toiletries (4.5%), Furniture and household appliances (4.5%), Office, computer and communication equipment and material (4.1%), Other articles for personal and domestic use (2.2%), Fabric, wearing apparel and footwear (1.3%), Hypermarkets, supermarkets, food products, beverages and tobacco (0.8%) and Fuels and lubricants (0.6%).
Four activities ended 2025 with losses compared to 2024: Vehicles and motorcycles, parts and pieces (-2.9%), Specialized wholesale of food products, beverages and tobacco (-2.3%), Books, newspapers, magazines and stationery (-0.9%) and Construction material (-0.2%).
Sales decrease in 22 Federation Units compared to November
From November to December 2025, volume of sales in retail trade showed a decline in 22 out of 27 Federation Units, with emphasis on Rondônia (-10.2%), Roraima (-6.4%) and Espírito Santo (-5.9%). On the other hand, pushing positively were five out of 27 Federation Units, with emphasis on Rio de Janeiro (1.9%), Bahia (1.8%) and the Federal District (1.6%).
For the same comparison, in extended retail trade, the change between November and December had negative results in 23 out of 27 Federation Units, with emphasis on Rondônia (-7.6%), Paraíba (-5.3%) and Roraima (-5.1%). On the other hand, pushing positively were four out of 27 Federation Units, with highlights being Rio de Janeiro (1.9%), Bahia (1.3%) and the Federal District (0.6%.
In the annual comparison, sales increase in 23 out of 27 Federation Units
Compared to December 2024, the change in sales in retail trade was 2.3%, with positive results in 23 out of 27 Federation Units, with emphasis on Amapá (15.6%), Bahia (8.0%) and Santa Catarina (7.4%). On the other hand, putting downward pressure were four out of 27 Federation Units, with highlights being: Roraima (-2.4%), Amazonas (-1.5%) and Pará (-0.7%).
In extended retail trade, the change between December 2024 and December 2025 had a predominance of results in the positive field: 21 out of 27 Federation Units, with emphasis on Amapá (16.1%), Espírito Santo (8.1%) and Mato Grosso do Sul (8.0%). On the other hand, putting downward pressure were six out of 27 Federation Units, with emphasis on Piauí (-3.7%), Rio Grande do Sul (-1.0%) and São Paulo (-0.7%).
