Continuous PNAD: unemployment rate reaches 8.1% and underutilization rate is 18.9% in the quarter ended November

The unemployment rate (8.1%) of the moving quarter between September and November 2022 dropped 0.9 percentage points (pp) in relation to the quarter June-August 2022 (8.9%) and 3.5 pp against the same period in 2021 (11.6%). This is the lowest unemployment rate sinced the moving quarter that ended April 2015 (8.1%).

The unemployed population (8.7 million persons) dropped 9.8% (953 thousand persons from the previous quarter and 29.5% (3.7 million unemployed persons) in the annual comparison. That is the lowest figure since the quarter ended June 2015.

The employed population (99.7 million) was a record in the time series that started in 2012, with a rise of 0.7% (680 thousand persons more 1.0 million) against the previous quarter) and of 5.0% (4.8 million) in the year).

Estimated at 57.4%, the employment-population ratio percentage of employed persons in the population at working age - changed by 0.3 pp against the previous moving quarter (57.1%) and 2.2 pp from the same quarter in 2021 (55.1%).

The compound underutilization rate (18.9%) dropped 1.6 percentage points in the quarter (20.5%) and 6.1 p.p. in the year (25.0%).

The underutilized population (21.9 million persons) dropped 8.4% from the previous quarter and 24.6% in the annual comparison.

Thetime-related underemployed population (5.8 million persons) dropped 9.4% (by 597 thousand persons) in the quarter and 23.7% (by 1.8 million persons) in the year.

The population out of the workforce (65.3 million persons)increased by 1.0% against the previous quarter (660 thousand persons) and was stable in the annual comparison.

The discouraged population (4.1 million persons) fell by 4.8% from the previous quarter (by 203 thousand persons) and 16.7% (by 1.0 million persons) in the annual comparison.

The percentage of discouraged workers in the workforce or discouraged population (3.6%) changed by - 0.2 p.p. in the quarter and by 0.7 p.p. in the year.

The number of workers with a formal employment contract in the private sector (except domestic workers) amounted to 36.8 million persons, having increased 2.3% (by 817 thousand persons) against the previous quarter and 7.5% (2.6 million persons more) in the annual comparison.

The number of self-employed workers (25.5 million) fell by 1.4% against the previous quarter (by 370 thousand persons) and was stable in the year.

The number of employers (4.3 million persons) stood stable against the previous quarter and increased 12.0% (466 thousand persons) in the annual comparison.

The number of workers in the public sector (12.3 million persons) also remained stable against the previous quarter, but increased by 8.8% in the annual comparison (993 thousand).

Informality rate was 38.9% of the employed population (or 38.8 million informal workers) against 39.7% in the quarter ended August and 40.6% in the same quarter in 2021.

Usual real earnings (R$ 2,787) increased 3.0% in the quarter and 7.1% in the year.

Usual real wage bill (R$273 billion) grew 3.8% against the previous quarter and 13.0% in the annual comparison.

Unemployment Rate - Brazil - 2012/2022

In the moving quarter Sep-Nov 2022, workforce (employed and unemployed persons) amounted to 108.4 million persons, being stable against the quarter Jun-Aug 2022 and recording an increase of 1.0% (1.1 million persons) against the same quarter in 2021).

Against the previous quarter, the following groups of activity recorded increases: Information, Communication and Financial, Real Estate and Administrative Activities (by 2.6%, or 307 thousand persons) and Public administration, defense, social security, education, human health and social services (1.8%, or 319 thousand persons). The other groups did not record any statistically-significant changes.

Against the quarter ended November 2021, increases were observed in: General industry (4.0% or 499 thousand persons more), Trade, repair of motor vehicles and motorcycles (6.1% or 1.1 million persons more), Transportation, storage and mailing (10.7% or 513 thousand persons more, Information, Communication and Financial Activities, Real estate, Professional and Administrative Activities (6.3 % or 716 thousand persons more), Public administration, defense, socila security, education, human health and social services (8.4% or 1.4 million persons more), Other services (14.2% or 673 thousand persons more) and Domestic services (4.2% or 236 thousand persons more). The group of Agriculture, livestock, forestry, fishing and aquiculture recorded a decrease (by 3.6% or less 318 thousand persons).

The average usual real earnings (R$2,787.00), against the previous moving quarter recorded an increases in the following categories: Construction (7.5%, or R$ 156), Transportation, storage and mailing (5.9%, or R$ 152), Lodging and feeding (5.7%, or R$ 96) and Public administration, defense, social security, education, human health and social services (3.6%, or R$ 134). The other groups did not record any significant changes.

Against the same quarter in 2021, increases were recorded by Agriculture, livestock, forestry, fishing and aquaculture (13.3%, or R$ 213), Industry (4.4%, or R$ 113), Construction (13.1% or R$ 260), Trade, repair of motor vehicles and of motorcycles (7.9%, or R$ 164), Transportation, storage and mailing (8.1%, or R$ 204), Information, Communication and Financial, Real estate, Professioanl and Administrative Activities (8.3%, or R$ 312), and Domestic services (6.6%, or R$ 65). The other groups did not record any significant changes.

Among the employment types against the previous quarter, the following categories recorded increases: Persons employed with a formal contract (2.1% or R$55), Persons employed in the public sector (including statutory officials and the military) (2.6% or more R$106) and Self employed workers (6.1% or R$128). The other categories did not record significant changes. Workers with a formal contract (5.3%, or R$ 132), Workers without a formal contract (12.9%, or R$ 210), Domestic workers (6.6%, or R$ 65) and Self-employed workers (10.7%, or R$ 216) recorded increases against the same period a year ago.
