Continuous PNAD: unemployment rate is 8.7%, underutilization rate is 20.1% in quarter ending in September

The unemployment rate (8.7%) of the moving quarter between July and September 2022 retreated 0.6 percentage points (p.p.) in relation to the quarter from April to June 2022 (9.3%) and 3.9 p.p. against the same period of 2021 (12.6%). The unemployed population (9.5 million persons) fell to the lowest level since the quarter ended in December 2015, having dropped 6.2% (less 621 thousand persons) in the quarter and 29.7% (less 4.0 million) in the year.

The employed population (99.3 million) was a record in the time series started in 2012, with a rise of 1.0% (more 1.0 million) against the previous quarter and of 6.8% (more 6.3 million) in the year.

The employment-population ratio - percentage of employed persons in the population at working age - was 57.2%, rising 0.4 p.p in the quarter and 3.1 p.p. in the year. It was the highest level since the quarter ended in October 2015.

The composite underutilization rate (20.1%) was the lowest one since the quarter ended in March 2016, having fallen 1.1 p.p in the quarter and 6.4 p.p. in the year. The underutilized population (23.4 million persons) dropped 5.3% (less 1.3 million persons) in the quarter and 23.8% (less 7.3 million persons) in the year.

The time-related underemployed population (6.2 million persons) dropped 5.7% (less 375 thousand persons) in the quarter and 20.3% (less 1.6 million persons) in the year. It was the smallest contingent since the quarter ended in June 2017.

The population out of the workforce (64.7 million persons) remained stable against the previous quarter and retreated 1.1% (less 727 thousand persons) in the year.

The discouraged population (4.3 million persons)remained stable against the previous quarter and dropped 17.2% (less 887 thousand persons) in the annual comparison.

The percentage of discouraged persons in the workforce (3.8%) remained stable against the previous quarter and dropped 0.8 p.p. against the same quarter a year ago.

The number of workers with a formal employment contract in the private sector (except domestic workers) was 36.3 million persons, having increased 1.3% (482 thousand persons) against the previous quarter and 8.2% (more 2.8 million persons) in the annual comparison.

The number of persons employed without a formal contract in the private sector (13.2 million persons) was the highest in the time series initiated in 2012, having remained stable in the quarter and having risen 13.0% (1.5 million persons) in the year.

The number of self-employed persons was 25.7 million persons. It remained stable both in the comparison with the previous quarter and in the annual comparison.

The number of domestic workers (5.9 million persons) remained stable against the previous quarter and increased 9.9% (more 532 thousand persons) in the year. The number of employers (4.4 million persons) remained stable in the quarter and rose 14.5% (550 thousand persons) in the year.

The number of those employed in the public sector was a record in the time series (12.2 million), having grown 2.5% (291 thousand persons) in the quarter and 8.9% (989 thousand persons) in the year. Another record was the number of persons employed in the public sector without a formal contract (3.1 million persons), having increased 11.6% (317 thousand persons) in the quarter and 35.4% (799 thousand persons) in the year.

The informality rate was 39.4% of the employed population, against 40.0% in the previous quarter and 40.6% in the same quarter of 2021. The number of informal workers reached 39.1 million.

The usual real earnings (R$2,737) grew 3.7% over the previous quarter and 2.5% in the annual comparison. The usual real wage bill (R$266.7 billion) grew 4.8% over the previous quarter and 9.9% in the annual comparison.

Estimated at 108.7 million persons in the moving quarter between July and September 2022, the workforce (employed and unemployed persons) increased 0.4% (380 thousand persons) in comparison with the quarter from April to June 2022 and 2.2% (2.3 million persons) against the same quarter in 2021. It was the greatest number of persons in the workforce of the time series started in 2012.

Public administration, defense, social security, education, human health and social services (1.8% or more 315 thousand persons) and Other services (6.8% or more 348 thousand persons) were the groups of activities that increased over the previous moving quarter. The other groups did not record any significant change.

Against the quarter ended in September 2021, increases were observed in:  Overall industry (4.0% or more 488 thousand persons), Trade, repair of motor vehicles and motorcycles (7.8% or more 1.4 million persons), Transportation, storage and mailing (9.2% or more 439 thousand persons, Housing and food (8.5% or more 418 thousand persons), Information, communication and financial, real estate, professional and administrative activities (6.8% or more 756 thousand persons), Public administration, defense, social security, education, human health and social services (8.6% or more 1.4 million persons), Other services (24.3% or more 1.1 million persons) and Domestic services (9.6% or more 520 thousand persons). The group of Agriculture, livestock, forestry, fishing and aquaculture (3.6% or less 325 thousand persons) reduced.

Concerning the usual real average earnings (R$2,737) against the previous moving quarter, Agriculture, livestock, forestry, fishing and aquaculture (10.7% or more R$179), Industry (3.4% or more R$87), Trade, repair of motor vehicles and motorcycles (4.4% or more R$96), Information, communication and financial ,real estate, professional and administrative activities (3.8% or more R$144) and Public administration, defense, social security, education, human health and social services (2.5% or more R$91) increased. The other groups did not record any significant change.

It grew in Agriculture, livestock, forestry, fishing and aquaculture (13.2% or more R$216), Construction (5.7% or more R$114), Trade, repair of motor vehicles and motorcycles (8.3% or more R$174), Other services (8.9% or more R$175) and Domestic services (4.6% or more R$46) over the same quarter of 2021. The group of Public administration, defense, social security, education, human health and social services recorded a decrease (3.4% or less R$134).

The employment types that rose in terms of earnings in the quarter were: Persons employed with a formal contract (2.8% or more R$71), Persons employed in the public sector (including statutory officials and the military) (2.3% or more R$92) and Employers (10.0% or more R$613). The other categories did not record significant changes.

The comparison with the quarter between July and September 2021 pointed out an increase in the categories: Domestic workers (4.6% or more R$46) and Self-employed workers (5.0% or more R$103).
