Continuous PNAD: unemployment rate is 13.2% and underutilizationn rate hits 27.4% in quarter ended August

Unemployment rate (13.2%) fell 1.4 percentage points (p.p.) against the quarter ended May (14.6%) and recorded a decrease of 1.3 p.p. against August 2020 (14.4%).

The unemployed population (13.7 million persons) fell 7.7% (by 1.1 million persons) in relation to the quarter ended May 2021 and remained stable in the annual comparison.
Theemployed population (90.2 million persons) increased by 4.0% (3.5 million persons).Estimated at 50.9%, the employment-population ratio percentage of employed persons in the population at working age - increased by 2.0 p.p in the quarter and by 4.1 p.p in the year.
The compound underutilization rate (27.4%) fell by 1.9 p.p. in the quarter and by 3.2 in the annual comparison. The underutilized population (31.1 million persons) fell in both comparisons: -5.5% (-1.8 million persons) in the quarter and -6.6% (-2.2 million) in the year.
Thetime-related underemployed population (7.7 million persons) increased by 4.7% (343 thousand persons ) in the quarter and increased by 29.2% in the year.
The population out of the workforce (73.4 million persons) dropped in both comparions: -3.2% (2.4 million persons) in the quarter and -7.3% (5.8 million persons) in the year.
The discouraged population (5.3 million persons) fell by 6.4% (368 thousand persons) against the previous quarter and by 8.7% (508 thousand persons) in the year. The percentage of discouraged workers in the workforce or discouraged population (4.9%) fell by - 0.4 p.p. in the quarter and by 0.9 p.p. in the annual comparison.
The number of employed persons with a formal contract in the private sector (except domestic workers) reached 31.0 million persons, an increase of 4.2% (1.2 million persons) against the previous quarter and 6.8% (2.0 million) against the same quarter in 2020.
The number of workers without a formal contract in the private sector (10.8 million) increased by 10.1% (987 thousand persons) in the quarter and 23.3% (2.0 million persons) in the year, biggest changes in the time series in percent and absolute figures, in the annual comparison.
The number of self-employed workers (25.4 million persons) hit a record in the time series, with rises of 4.3% (1.0 million persons) in the quarter and of 18.1% (3.9 million persons) in the annual comparison.
The number of employers (3.8 million persons) remained stable in both comparisons.
The number of domestic workers (5.5 million) increased by 9.9% (497 thousand persons) in the quarter and by 21.2% (965 thousand persons) in the year. Percent and absolute changes hit a record in both comparisons.
The informality rate represented 41.1% of the employed population or 37.1 million informal workers. That rate had been 40.0% in the previous quarter, in the same quarter last year, 38.0%.
Theusual real earnings (R$2,489) fell in both comparisons: by -4.3% against last quarter and by -10.2% against the same period in 2020. These were the biggest percent decreases in the entire time series, for both comparisons. The usual real wage bill (R$219.2 billion) was leveled off in both comparisons.

Estimated at 103.8 million persons in the quarter June-August 2021, workforce (employed and unemployed persons) increased by 2.3% (2.3 million persons) against the previous quarter and by 8.8% (8.4 million persons) in the same quarter in 2021.
The number of employers (3.8 million persons) was leveled off in both comparisons.
Estimated at 11.6 million persons, the group of persons employed in the public sector (including statutory servants and military) recorded a drop of 3.1% from the previous quarter and was leveled off in relation to the same quarter a year ago.
Among the (groups of activity) against the previous quarter, the following ones recorded increases: General industry (5.3% or 578 thousand persons), Construction (10.0% or 620 thousand persons), Trade, repair of motor vehicles and motorcycles (7.8% or 1.2 million persons), Transportation, storage and mailing (4.9% or 215 thousand persons), Lodging and feeding (10.2%, or 424 thousand persons) and Domestic services (9.7%, or 495 thousand persons).
The groups Public administration, defense, social security, education, human health and social services recorded a decrease (2.2% or less 367 thousand persons).

Compared with the same moving quarter in 2020, six groups recorded increases in employment: Agriculture, livestock, forestry, fishing and aquaculture (9.2% or 759 thousand persons), General Industry (9.4% or 991 thousand persons), Construction (24.7% or 1.3 million persons), Trade, repair of motor vehicles and motorcycles (11.1% or 1.7 million persons), Transportation, storage and mailing (12.9%, or 522 thousand persons), Housing and food (23.9% or more 886 thousand persons), Information, communication and financial, real estate, professional and administrative activities (8.9% or 886 thousand persons) and Domestic services (21.3% or more 981 thousand persons). The other groups did not show any significant changes.
As for the usual real average earnings, against the previous moving quarter, there was no increase in any category. The following groups recorded decreases: Public administration, defense, social security, education, human health and social services (6.3%, or less R$ 248) and Domestic services (2.8% or less R$ 27).
Against the same quarter in 2020, there was no increase in any category. The following groups recorded decreases: Industry (13.8%, or R$ 396); Construction (9.2%, or less R$ 187); Trade, repair of motor vehicles and motorcycles (9.6%, or less R$ 207); Lodging and feeding (11.6%, or less R$ 196); Information, Communication and Financial, Real Estate, Professional and Administrative activities (8.4%, or less R$ 324); Public administration, defense, social security, education, human health and social services (7.2%, or less R$ 288); Other services (10.1%, or less R$ 201) and Domestic services (7.5%, or less R$ 76).
Considering employment status, against the previous moving quarter, no category recorded increase. The following ones recorded decrease: Domestic workers (2.8%, or R$ 27) and workers in the public sector (including civil servants and military) (4.4%, or R$ 184). In comparison with the quarter June-August 2020, all the statuses recorded decrease.
