Continuous PNAD: unemployment rate is 14.6%, underutilization rate is 29.3% in quarter ending in May

The unemployment rate (14.6%) of the moving quarter between March and May 2021 remained stable in relation to the quarter from December 2020 to February 2021 (14.4%) and rose 1.7 p.p. against the same quarter of 2020 (12.9%).

The unemployed population (14.8 million persons) remained stable against the quarter ended in February 2021 (14.4 million persons) and increased 16.4% (more 2.1 million persons) over the same moving quarter last year (12.7 million persons).

The employed population (86.7 million persons) rose 0.9% (more 809 thousand persons) in relation to the previous moving quarter and remained stable against the same quarter of 2020.

The employment-population ratio - percentage of employed persons in the population at working age - reached 48.9%, remaining stable against the previous moving quarter (48.6%) and dropping 0.6 p.p. over the same quarter of 2020 (49.5%).

The composite underutilization rate (29.3%) remained stable against the previous moving quarter (29.2%) and increased 1.9 p.p. over the same quarter of 2020 (27.5%).

The underemployed population (32.9 million persons) remained stable against the previous moving quarter (32.6 million persons) and rose 8.5% (more 2.6 million underemployed persons) in relation to the same quarter of 2020 (30.4 million persons).

The time-related underemployed population (7.360 million persons) was a record in the time series started in 2012, with rises of 6.8% (more 469 thousand persons) over the previous moving quarter and of 27.2% (more 1.6 million persons) in the annual comparison.

The population out of the workforce (75.8 million persons) remained stable in both comparisons.

The discouraged population (5.7 million persons) remained stable against the previous moving quarter and grew 5.5% over the same period of 2020 (5.4 million persons).

The percentage of discouraged persons in the workforce or discouraged (5.3%) fell 0.3 p.p. against the previous moving quarter (5.6%) and remained stable against the same period of 2020 (5.2%).

The number of persons employed with a formal contract in the private sector - excluding domestic workers - was 29.8 million persons, remaining stable against the previous quarter and dropping 4.2% (less 1.3 million persons) against the same period of 2020.

The number of persons employed without a formal contract in the private sector (9.8 million) remained stable against the previous quarter and grew 6.4% (more 586 thousand persons) over the same quarter of 2020.

The number of self-employed workers (24.4 million) rose 3.0% over the previous moving quarter (more 720 thousand persons) and 8.7% (more 2.0 million persons) in the annual comparison.

The number of domestic workers (5.0 million) remained stable in both comparisons.

The number of employers (3.7 million persons) remained stable against the previous moving quarter and dropped 7.7% (less 311 thousand persons) against the same quarter of 2020. The number of employers with CNPJ (3.1 million) was the lowest one in the time series started in 2016, remaining stable against the previous moving quarter and falling 7.8% (less 259 thousand persons) in the annual comparison.

The informality rate was 40.0% of the employed population or 34.7 million informal workers. That rate had been 39.6% in the previous quarter and 37.6% in the same quarter last year.

The usual real earnings (R$2,547) remained stable in both comparisons, as well as the usual real wage bill (R$215.5 billion).

Unemployment rate - Brazil - 2012/2021

Estimated at 101.5 million persons in the moving quarter between March and May 2021, the workforce increased 1.2% (more 1.2 million persons) against the previous moving quarter and grew 2.9% (more 2.9 million persons) in the annual comparison.

Among the activity groups, Information, communication and financial, real estate, professional and administrative activities increased (3.9% or more 408 thousand persons) against the moving quarter ended in February 2021. The other groups did not show any significant changes.

Compared with the same moving quarter of 2020, six groups increased: Agriculture, livestock, forestry, fishing and aquaculture (9.6% or more 770 thousand persons), Construction (11.8% or more 653 thousand persons) and Information, communication and financial, real estate, professional and administrative activities (5.7% or more 584 thousand persons). The group of Other services decreased (-7.3% or less 322 thousand persons).

The group of those employed in the public sector (12.0 million persons), which includes statutory servants and the military, remained stable in both comparisons.

The number of time-related underemployed persons (7.4 million persons) increased 6.8% (more 469 thousand persons) against the previous quarter and grew 27.2% (more 1.6 million persons) against the same quarter of 2020.

No activity group grew in usual real average earnings against the previous quarter. A reduction was registered in: Industry (-5.7% or less R$145), Trade, repair of motor vehicles and motorcycles (-4.3% or less R$86) and Transportation, storage and mailing (-4.5% or less R$101).

No category grew against the same quarter of 2020. Earnings reduced in: Industry (-11.9% or less R$324), Construction (-11.7% or less R$239), Trade, repair of motor vehicles and motorcycles (-7.3% or less R$151), Transportation, storage and mailing (-8.8% or less R$209) and Domestic services (-6.0% or less R$59).

Earnings of all job positions (Employed in the private sector, Employed in the public sector, Domestic workers, Employer and Self-employed) remained stable against the previous moving quarter and reduced for those employed in the private sector (-5.3% or less R$121) and the domestic workers (-6.0% or less R$59) in the comparison with the same period a year ago.
