Continuous PNAD: unemployment rate is 11.2% and underutilization rate is 23.3% in quarter ending in November 2019

The unemployment rate (11.2%) in the moving quarter ended in November 2019 fell in both comparisons: -0.7 percentage points (p.p.) in relation to the June-August 2019 quarter (11.8%) and -0.4 p.p. in relation to the same quarter in 2018 (11.6%).

The unemployed population (11.9 million persons) reduced in both comparisons: -5.6% (or less 702 thousand persons) compared with the previous moving quarter and -2.5% (less 300 thousand persons) in relation to the same quarter in 2018.

The employed population (94.4 million) rose in both comparisons, hitting a new record in the time series: 0.8% (more 785 thousand persons) compared with the previous quarter and 1.6% (more 1.5 million persons) in relation to the same quarter in 2018.

The population out of the workforce (65.1 million persons) remained stable in both comparisons.

The compound underutilization rate of the workforce (23.3%) changed -1.0 p.p. in relation to the previous moving quarter (24.3%) and -0.5 p.p. in relation to the same moving quarter in 2018 (23.8%).

The underutilized population (26.6 million persons) dropped -4.2% (less 1.179 million persons) against the previous moving quarter and -1.1% (less 304 thousand persons) against the same quarter in 2018.

The discouraged population (4.7 million) remained statistically stable in both comparisons, as well as the percentage of discouraged in relation to the population in the workforce or discouraged (4.2%).

The number of employed persons with a formal contract in the private sector – excluding domestic workers – reached 33.4 million and increased in both comparisons: 1.1% (more 378 thousand persons) compared with the previous moving quarter and 1.6% (more 516 thousand persons) in relation to the same quarter in 2018. The category of those employed without a formal contract in the private sector (11.8 million persons) remained statistically stable in both comparisons.

The number of self-employed workers, a new record in the time series, reached 24.6 million persons and increased in both comparisons: 1.2% (more 303 thousand persons) over the previous moving quarter and 3.6% (more 861 thousand persons) in relation to the same quarter in 2018.

The usual real average earnings (R$2,332) in the moving quarter ended in November 2019 did not record any significant change in both comparisons:

The usual real wage bill (R$215.1 billion) increased in both comparisons: 2.1% against the previous quarter and 3.0% against the same quarter in 2018.

The employment-population ratio – percentage of employed persons at working age – was estimated at 55.1%, rising 0.4 p.p. in relation to the quarter between June and August 2019 (54.7%) and also 0.4 p.p. in relation to the same quarter of 2018 (54.7%).

Estimated at 106.3 million persons, the workforce – employed and unemployed persons – remained stable in relation to the previous moving quarter and grew 1.1% (more 1.2 million persons) against the same quarter of 2018.

The potential workforce (7.8 million persons) remained stable in both comparisons.

The contingent out of the workforce in the quarter from September to November 2019 was estimated at 65.1 million persons and remained stable in both comparisons.

The number of time-related underemployed persons (6.9 million) retreated (-4.0% or less 286 thousand persons) against the previous moving quarter and remained stable against the same quarter in 2018.

The category of the employers (4.5 million persons) increased 3.1% (more 135 thousand persons) in relation to the previous moving quarter and remained stable against the same quarter in 2018.

The categories of domestic workers (6.4 million persons) and of those employed in the public sector (11.7 million persons), which includes statutory servants and military, did not register any statistically-significant change.

In relation to the previous moving quarter, employment grew in three activity groups: Construction (2.7% or more 180 thousand persons), Trade and repair (1.9% or more 338 thousand persons) and housing and food (3.8% or more 204 thousand persons). Agriculture, livestock, forestry, fishing and aquaculture retreated (-2.3% or less 198 thousand persons). The other groups did not show any significant change in this comparison.

In relation to the same moving quarter in 2018, the activity groups of Industry (2.7% or more 321 thousand persons) and Transportation, storage and mailing (5.3% or more 247 thousand persons) increased their employment. The other groups did not show any significant change in this comparison.

Compared with the previous moving quarter, the usual real average earnings rose in two groups: Housing and food (4.4%) and Other services (4.3%), the others remaining stable. Earnings of all groups remained stable in relation to the same moving quarter in 2018.
