Continuous PNAD: unemployment rate is 11.8% and underutilization rate is 24.6% for the quarter ended July 2019

In the quarter ended July 2019, the unemployment rate (11.8%) decreased by 0.6 percentage points (p.p.) against the previous quarter (February-April 2019, 12.5%), with a decline of 0.5 p.p. versus the same quarter in 2018 (12.3%).

The unemployed population (12.6 million persons) decreased by 4.6% (609 thousand persons) against the previous quarter and was statistically stable versus the same quarter in 2018 (12.8 million).

The employed population (93.6 million persons) increased in both comparisons having reached the highest level in the series:  1.3% (1,219 thousand persons more) against the previous quarter and 2.4% (2,218 thousand persons more) against the same period in 2018.

The population out of the workforce (64.8 million persons) remained stable both against the previous quarter and in comparison with the same period in the previous year. 

The underutilization compound rate (24.6%) fell by 0.4 p.p against the previous quarter (24.9%) and remained stable in comparison with the same period in 2018 (24.4%).  

The underutilized population (28.1 million) did not record a significant change against the previous quarter and increased 2.6% (703 thousand persons) versus the same quarter 2018.

The number of discouraged persons (4.8 milhões) did not change significantly in either comparison. The percentage of discouraged persons in relation to the population in the workforce or the discouraged population was 4.4%, a repetition of the series record and stability in both comparisons.

The number of workers with a formal contract in the private sector (except domestic workers) was 33.1 million persons, being stable in both comparisons. On the other hand, the number of workers without a formal contract (11.7 million persons) hit a new record, having increased in both comparisons: 3.9% (441 thousand persons) against the previous quarter and 5.6% (619 thousand persons) against the same quarter in 2018.

The number of self-employed workers (24.2 million hit  new record in the time series and increased in both comparisons: 1.4% (343 thousand persons) against the previous quarter and 5.2% (1,2 million persons) against the same period in 2018.

The average usual real earnings (R$ 2,286) fell by 1.0% in comparison with the previous quarter and did not change significantly against the same quarter in 2018. The real usual wage bill (R$ 208.6 billion) remained stable in comparison with the previous quarter and increased by 2.2% (R$ 4.5 billion) versus the same period in 2018. 

 

Unemployment Rate - Brazil - 2012/2019

The umeployment rate was estimated at 11.8% in the moving quarter from May to July 2019 and fell by 0.6 percentage points against the quarter from february to April 2019 (12.5%). In comparison with the same moving quarter in 2018, when the estimated rate was 12.3%, there was also decrease (-0.5 p.p.).

In the quarter May-Jul 2019, there were approximately 12.6 million unemployed persons in Brazil. That figure fell by 4.6% (609 thousand persons) against the quarter Feb-Apr 2019, when unemployment was estimated at 13.2 million persons. In comparison with the same quarter a year ago, when there were 12.8 million unemployed persons, that estimate was stable.

The underutilization compound rate was estimated at 24.6% in the moving quarter May-Jul 2019, with a decrease of 0.4 percentage points versus Feb-Apr 2019 (24.9%). Against the same moving quarter in the previous year, when the rate was 24.4%, there was stability.

 The number of underutilized persons in Brazil reached 28.1 million in the quarter May-Jul 2019, without significant change against the previous quarter. In comparison with the same quarter in 2018, that estimate increased 2.6%, or by 703thousand underutilized persons.

The number of time-related underemployed persons reached 7.3 million in the quarter May-Jul 2019, a record in this comparable time series. There was an increase of 4.8% in relation to the previous quarter  (337 thousand underemployed persons more). In relation to the same quarter in 2018, there was an increase of 12.4% (by 810 thousand underemployed persons).

The population in the potential workforce, in the quarter May-Jul 2019, was estimated at 8.2 million persons and remained stable in both comparisons, being also the highest in this comparable time series.

Persons out of the workforce, in the same quarter as above, reached 64.8 million, with stability in both comparisons.

The number of discouraged persons was estimated at 4.8 million in the quarter May-Jul 2019, with stability in both comparisons. The percentage of discouraged persons in relation to the workforce or the discouraged population was estimated at 4.4% and repeated the record in the time series, being stable in both comparisons.

The workforce (employed and unemployed persons), in the quarter May-Jul 2019, was estimated at 106.2 million persons and is the highest in the time series. That population had an increased by 610 thousand persons (0.6%) versus the previous quarter. Against the same quarter in 2018, there was a 1.9% increase (by 2.0 million persons).

 

The employed population was estimated at approximately 93.6 million and is the highest in the series. There were increases in both comparisons: 1.3% (1,219 thousand persons) against the previous quarter and 2.4% (2,218 thousand persons) against the same quarter in 2018.

The employment population-ratio (percentage of employed persons in the population at working age) reached 54.7% in the quarter May-Jul 2019 and increased in both comparisons: 0.6 percentage points against the previous quarter and 0.8 percentage points against the same quarter in 2018.

The number of workers with a formal contract in the private sector (except domestic workers) was estimated at 33.1 million persons and remained stable in both comparisons.

The number of workers without a formal contract in the private sector (11.7 million persons) hit a new record and increased in both comparisons: 3.9% (441 thousand persons more) against the previous quarter and 6.6% (619 thousand persons more) against the same quarter in the previous year.

The category of employees reached 4.3 million persons, without significant changes in either comparison.

The number of domestic workers, estimated at 6.3 million persons, increased 2.2% against the previous quarter and was stable in comparison with the same quarter in 2018.

Persons employed in the public sector (including statutory and military civil servants), estimated at 11.7 million persons, increased 2.2% against the previous quarter. In comparison with the same quarter in 2018, there was no statistically significant change.

The usual real wage bill from all the activities of the employed population was estimated, for the moving quarter May-Jul 2019, at R$ 208.6 billion reais. There was stability against the previous quarter and an increase of 2.2% against the same quarter in 2019, which means an increase of R$ 4.5 billion in the wage bill.
