“National and International Review on the Production of Social Indicators: Governance Statistics” is the third publication in a series of studies on the production of social indicators. The publication presents discussions on the concept of governance, presents studies about it in the Brazilian public sector and in the world, and deals with the IBGE surveys on the topic. National and International Review on the Production of Social Indicators: Governance Statistics

This publication is the third one in a series of studies on the production of social indicators, after the “National and International Review on the Production of Social Indicators” (2016) and the “National and International Review on the Production of Social Indicators – Specific Population Groups and Time Use" (2018).

The governance statistics are tools designed to promote better relations between the State and citizens, considering dimensions such as: human rights; participation; openness; access and quality of justice; accountability; response capacity, government effectiveness; absence of corruption; security.

The IBGE has contributed in this respect, mainly by means of its Survey of Basic Municipal Information (Munic), since 1999, and the Survey of Basic State Information (Estadic), since 2012. Both surveys that deal with the existing structure, capacities and policies at municipal, state and district level. 

With a highlight to the discussion about governance in the public sector, the publication “National and International Review on the Production of Social Indicators: Governance Statistics” is subdivided into five chapters. 

Chapter 1 discusses the concept of governance in its multidimensional nature, and calls attention to its presence in documents by the OECD and the UN, including the Sustainable Development Goals, and their importance to democracy and the creation of tools for a "good government".

Chapter 2 presents examples of governance studies conducted in Brazil and abroad, encompassing the production of public bodies in our country. It also highlights some current gaps and the production perspectives at the IBGE. 

Chapter 3 deals with governance-related aspects in Munic (2005-2017) and Estadic (2012-2017). It shows how the government mechanisms are organized in the several local areas and how they have evolved in time. 

Chapter 4 produces an index of municipal management that evaluates the institutional capacity of the Brazilian municipalities and shows the variability of governance statistics, both in time (2001-2015) and by region.  

Chapter 5, the last one, analyzes public services as a measurement of governance and presents the richness and the gaps of the institutional statistical production on the topic. The chapter approaches education, health and justics services from the perspectives of citizen access and satisfaction, government response capacity and quality of provision.
