Volume of services down 0.4% in December and closes 2025 with a 2.8% increase

In December 2025, volume of services in Brazil decreased 0.4% from November, in the seasonally adjusted series. Against the same month in 2024, volume of services increased 3.4%. The cumulative index in 12 months was 2.8% and the quarterly moving average was stable (0.0%).

In December 2025, the volume of services in Brazil fell 0.4% from the immediately previous month, in the seasonally adjusted series, interrupting a sequence of nine positive results and one period of stability, during which there was a cumulative increase of 3.6%. Thus, the services sector is 19.6% above the level of February 2020 (pre-pandemic) and 0.4% below the time series, reached in November 2025. Against the same month in 2024, the volume of services grew 3.4% in December 2025, the twenty-first consecutive positive result. The cumulative increase over the last twelve months was 2.8%, slightly increasing the pace of expansion from November 2025 (2.7%).

The decrease in volume of services (-0.4%), from November to December 2025, was accompanied by drops in three of the five activities surveyed, with transportation (-3.1%) standing out, with declines in all segments investigated: road (-1.7%); waterway (-1.4%); airway (-5.5%); and storage, transportation support services and mailing (-4.9%). The remaining losses came from other services (-3.4%) and professional and administrative services (-0.3%). The only positive rates for the month came from information and communication (1.7%) and services provided to families (1.1%).

Also in the seasonally adjusted series, the quarterly moving average service volume was stable (0.0%) in the quarter ending in December 2025 from the previous month. Three of the five activities had a positive quarterly moving average, notably services provided to families (0.6%), followed by information and communication (0.5%) and professional, administrative and complementary services (0.5%). There were contractions in transportation (-1.2%) and other services (-0.9%).

Against the same month a year ago, the volume of the services sector increased 3.4% in December 2025, the twenty-first consecutive positive result. This month's advance was accompanied by all five dissemination activities and by 50.0% of the 166 types of services surveyed.

Information and communication (6.8%) and professional, administrative and complementary services (4.4%) exerted the main positive impacts, driven by increased revenue in software development and licensing; portals, content providers and other internet information services; data processing, application service providers and internet hosting services; custom software development; broadcast TV activities; and information technology consulting, in the first sector; and in business intermediation through applications or e-commerce platforms; engineering services; business management consulting; advertising space brokerage; and temporary workforce, in the last sector.

The other increases came from other services (2.8%); transportation, support activities to transportion and mailing (0.8%); services rendered to families (1.8%), explained, in large part, by the higher revenue from securities brokerage firms; auxiliary insurance activities, supplementary pension and health insurance plans; collection of non-hazardous domestic waste, urban or industrial origin; activities supporting agriculture; and administration of stock exchanges and organized over-the-counter markets, in the first branch; road freight; highway concessionaires; airway passenger transportation; and freight transport logistics, in the second; and catering services; and production and promotion of sporting events, in the last.

In the cumulative figures for 2025, compared to the same period of the previous year, the services sector grew by 2.8%, with positive rates in four of the five activities and in 53.6% of the 166 types of services investigated. Among the sectors, the most significant positive contribution came from information and communication (5.5%), driven largely by increased revenues from companies operating in the segments of portals, content providers and other information services on the Internet; software development and licensing; information technology consulting; data processing, application service providers and Internet hosting services; custom software development; and technical support, maintenance and other information technology services.

The remaining advances came from transportation, support services to transportation and mailing (2.3%); professional, administrative and complementary services (2.6%); and services rendred to families (1.1%), mainly due to the increase in revenue of companies operating in air passenger transportation; road freight transport; cargo logistics; airport operation; and inland cargo navigation, in the first sector; advertising space brokerage; business management consulting; business intermediation in general through applications or e-commerce platforms; cleaning activities; and management of non-financial intangible assets, in the second; and catering services; hotels; and production and promotion of sporting events, in the last. 

Conversely, other services (-0.5%) exerted the only negative influence, largely pressured by lower revenue from ancillary activities of financial services; maintenance and repair of motor vehicles; credit card administration; maintenance and repair of computers and peripheral equipment; and brokers and agents of insurance, supplementary pension plans and health insurance.

RESULTADOS REGIONAIS

In the seasonally adjusted series, there were declines in the volume of services in 16 of the 27 Federation Units in December 2025, compared to the immediately preceding month. Among the locations with negative rates in that month, the most intense impacts came from São Paulo (-0.3%), Santa Catarina (-3.9%), and Rio Grande do Sul (-2.8%), followed by Pará (-7.3%), Minas Gerais (-0.8%), Ceará (-3.3%), and Mato Grosso do Sul (-5.2%). The main positive contributions came from Rio de Janeiro (1.3%), Paraná (1.5%), and Mato Grosso (4.3%). 

Compared to the same month of the previous year, there were increases in the volume of services in 18 of the 27 Federation Units. The most significant positive contribution came from São Paulo (4.8%), followed by Rio de Janeiro (3.6%), Paraná (8.1%), Mato Grosso (26.3%), the Federal District (2.7%), and Santa Catarina (1.2%). Conversely, Rio Grande do Sul (-3.5%) led the losses for the month, followed by Amazonas (-7.1%), Minas Gerais (-0.5%) and Alagoas (-5.0%).

In the cumulative figures for 2025, from the same period of the previous year, the volume of services grew in 22 of the 27 Federation Units. The main positive impact came from São Paulo (4.2%), followed by Rio de Janeiro (1.7%), the Federal District (7.0%), Paraná (3.0%), and Santa Catarina (3.2%). The most significant negative influence came from Rio Grande do Sul (-4.4%).

SPECIAL AGGREGATE OF TOURISM ACTIVITIES

In December 2025, the tourism activity index showed a positive change of 0.2% compared to the immediately previos month, the fifth consecutive positive result, with a cumulative gain of 3.1% in the period. The tourism segment is 13.8% above the level of February 2020 and renews, in December 2025, the peak of its time series. Regionally, only four of the 17 locations surveyed followed this upward trend seen in national tourism activity (0.2%). The most significant positive contribution came from Rio de Janeiro (7.6%), followed by São Paulo (0.8%) and Paraná (1.3%). Conversely, Pará (-7.9%) led the tourism losses this month, followed by Bahia (-2.5%), Minas Gerais (-1.6%), and Rio Grande do Sul (-2.6%).

From December 2024, the volume of tourism activities in Brazil showed a positive change of 0.1%, the nineteenth consecutive positive result, driven mainly by increased revenue from catering services; theatrical and musical performances; and accommodation-related booking services.

Nine of the seventeen states where the indicator is investigated showed growth in tourism-related services, with Rio de Janeiro standing out (15.2%), followed by Paraná (6.8%), Rio Grande do Sul (2.5%), and Espírito Santo (6.7%). In contrast, São Paulo (-2.5%) exerted the main negative impact of the month, followed by Minas Gerais (-8.9%), Goiás (-16.1%) and Santa Catarina (-4.8%) – Graph 9.

In the cumulative figures for 2025, the special aggregate of tourism activities advanced 4.6% compared to the same period in 2024, driven by revenue increases obtained by passenger air transportation companies; catering services; accommodation-related booking services; and hotels. Minas Gerais (-4.4%), Mato Grosso (-1.2%) and Goiás (-0.4%) recorded the only losses in tourism for the year.

Fourteen of the seventeen areas investigated also showed positive rates, with São Paulo (3.9%) and Rio de Janeiro (10.8%) standing out, followed by Rio Grande do Sul (11.4%), Bahia (6.6%), and Paraná (5.5%). 

SPECIAL TRANSPORTATION INDICATOR BY TYPE OF USE: PASSENGERS and CARGO

In December 2025, the volume of passenger transportation in Brazil registered a 3.9% decrease from to the immediately previous month, in the seasonally adjusted series, marking the second consecutive setback, accumulating a loss of 4.5% during this period. Thus, the segment is 7.3% above the level of February 2020 (pre-pandemic) and 17.5% below February 2014 (the peak of the time series).

In turn, the volume of freight transportation fell by 1.6% in December 2025, after six consecutive positive results, a period marked by a cumulative increase of 3.1%. Thus, the segment is 4.4% below the highest point in its series (July 2023). Compared to pre-pandemic levels, freight transport is 38.0% above February 2020.

From December 2024, without seasonal adjustment, passenger transportation grew by 2.1%, the sixteenth consecutive positive result. Freight transport advanced 3.8% in the same type of comparison, its eighth consecutive increase.

In the cumulative figures for 2025, passenger transport showed an expansion of 6.3% from the same period in 2024, while freight transportation advanced 1.5% in the same investigated interval.
