IPCA-15 was 0.62% in November

The Extended National Consumer Price Index 15 (IPCA-15) was 0.62% in November, standing 0.08 percentage points (pp) above the October result (0.54%).

In the year, the IPCA-15 has accumulated an increase of 4.35% and, in the last 12 months, of 4.77%, above the 4.47% observed in the previous 12 months. In November 2023, the rate was 0.33%.

Of the nine groups of products and services surveyed, eight rose in November. The largest change and the greatest positive impact came from Food and beverages (1.34% and 0.29 pp), which was the group with the greatest weight in the index, recording price increases for the third consecutive month. The other changes ranged from a -0.01% decline in Education to a 0.83% increase in Personal Expenses.

In the Food and Beverages group (1.34%), food at home accelerated from 0.95% in October to 1.65% in November. This result was driven by increases in soybean oil (8.38%), tomatoes (8.15%) and meat (7.54%). Among declines, onions (-11.86%), hen eggs (-1.64%) and fruits (-0.46%) stood out.

Food away from home slowed from 0.66% to 0.57% in the same period, due to the less intense increase in the price of meals (from 0.70% in October to 0.38% in November). In turn, the change in snacks increased from 0.76% to 0.78%.

In Personal Expenses (0.83% and 0.08 pp), the result was mainly influenced by the increase in cigarette prices (4.97%), due to the increase in the specific rate of the Tax on Industrialized Products – IPI on cigarettes, starting on November 1st.

In the Housing group (0.22% and 0.03 pp), residential electricity slowed from 5.29% in October to 0.13% in November, with the yellow tariff flag coming into effect, starting on November 1st, which added R$1.885 to every 100 kWh consumed. In addition, the following tariff changes were observed:

  • rise of 4.97% in Goiânia (5.72%), starting on October 22nd;
  • decline of 2.98% in Brasília (-1.36%), starting on October 22nd;
  • decline of 2.88% in one of the concessionaires in São Paulo (0.35%), as of October 23.

In the Transportation group (0.82%), the subitem airfare increased by 22.56% and had the greatest individual impact on the month's index (0.14 pp). The urban bus subitem increased by 1.34%. In fuels (0.03%), there were increases in the prices of vehicle gas (1.06%) and gasoline (0.07%), while ethanol (-033%) and diesel fuel (-0.17%) had their prices reduced.

Also in Transportation, in São Paulo (0.73%), reductions of -9.40% were recorded in trains and subways, and -4.44% in public transportation integration. The results of these subitems are due to the free pass granted to passengers in the October municipal election and on the days of the ENEM exams (11/03 and 11/10).

As for regional indexes, the eleven areas covered saw an increase in November. The largest change was observed in Recife (0.94%), due to the increase in gasoline prices (6.34%) and airfare (21.12%). The lowest result occurred in Porto Alegre (0.25%), which recorded a drop in the prices of residential electricity (-1.67%) and gasoline (-1.31%).

To calculate the IPCA-15, prices were collected from October 12 to November 12, 2024 (reference) and compared with those in effect from September 14 to October 11, 2024 (base). The indicator refers to families with incomes between 1 and 40 minimum wages and covers the Metropolitan Areas of Rio de Janeiro, Porto Alegre, Belo Horizonte, Recife, São Paulo, Belém, Fortaleza, Salvador and Curitiba, as well as Brasília and the city of Goiânia. The methodology used is the same as that used for the IPCA, the difference being the period in which prices were collected and the geographic scope.
