IBGE releases estimates of under-registration and under-reporting of births and deaths in 2021

The IBGE releases today the estimates of under-registration and under-reporting of births and deaths related to 2021, The data were estimated by matching the IBGE´s Vital Statistics and the databases of the Ministry of Health (Information System on Live Births - SINASC and Information System on Mortality - SIM) by means of the Capture-Recapture technique, The technique estimated the total vital events. for births and deaths. and. consequently. under-registration (IBGE) and under-reporting (Ministry of Health), It also allowed to observe these data disaggregated. according to the characteristics of the population. like age and place of occurrence of the vital events, These disaggregated estimates integrate the IBGE´s experimental statistics. which are still under methodological assessment,

Proportion of under-registration of births was 2,59% in 2020 and 2,06% in 2021

In 2021. the estimated number of live births was 2.690.159, The proportion of under-registration of births was 2,06% that year. a drop in relation to the previous year (2,59%), In the beginning of the time series. in 2015. that percentage was 4,21%, On the other hand. the percentage of under-reporting in Brazil was 0,49% in 2021. below that of 2020 (0,69%) and that of 2015 (2,01%),

It should be highlighted the results obtained for births of babies with teenager mothers. which show higher estimates of under-registration, For the group of mothers aged under 15 years. the total estimated was of 17.581 births. with 11,06% of under-registration, That percentage tends to slightly decrease for the ages of 15.16 and 17 years. though they are the highest under-registrations noticed in Brazil, In those cases. under-reporting tends to be quite lower. reaching 0,72%, For those born with mothers aged 50 years and over. under-reporting reaches 6,01%. being the highest value for this statistics in Brazil,

In regional terms. the percentages of under-registration of those born in some states of the North raise awareness. when the data of the mothers´ age are observed, In Amazonas. for example. 1.192 live births whose mothers were aged under 15 years were estimated, The proportion of under-registration was 28,62% in that group, That percentage was even higher in Amapá (35,93%) and. in Roraima. it surpassed half of that group (50,08%), For comparison purposes. the percentage of under-registration of live births was quite lower (1,08%) in São Paulo among mothers aged under 15 years,

Between 2020 and 2021, under-registration of deaths retreats from 4.14% to 3.49%

The total estimated number of deaths was 1,850,673 in 2021. The proportion of under-registration of the IBGE was 3.49%, below that of 2020 (4.14%) and that of the beginning of the time series (4.89%). The percentage of under-reporting of those deaths was 0.97% in 2021, a proportion that also dropped over 2020 (1.39%) and 2015 (2.32%). When the data by age group of the deceased are observed, discounted those of ignored age (33.40%), the highest percentage of under-registration was among neonatal deaths, when babies die up to the 27th day of life (14.19%).

In the same period, 11.86% of those who died between 28 and 364 days of life did not have their deaths registered. The highest proportion of under-reporting of the Ministry of Health was also observed among neonatal deaths (2.23%) and the lowest one, in the group aged between 60 and 64 years (0.77%).

Among the deaths of those under 1 year of age, the highest percentages of under-registration were in Amapá (54.03%), Maranhão (46.86%) and Piauí (44.06%), whereas the lowest ones were recorded in Rio de Janeiro (0.87%) and in the Federal District (0.95%). In the same age range, the highest proportions of under-reporting were in Ceará (8.12%), Maranhão (4.64%) and Acre (4.38%). In contrast, the lowest proportions were in Rio Grande do Sul (0.53%) and Rio de Janeiro (0.58%).

Of the total 1,850,673 deaths, nearly 68.89% occurred in hospitals. They were followed by those occurred at home (18.61%) and in other health establishments with hospitalization (6.92%). The deaths in hospitals had 2.85% of under-registration and 0.66% of under-reporting. Among the deaths occurred at home, the proportion of under-registration was 5.28% and that of under-reporting, 1.94%. The data are also part of the Experimental Statistics.
