IPCA-15 was 0.33% in November

The Extentend National Consumer Price Index 15 (IPCA-15) was 0.33% in November and stood 0.12 percentage points (pp) above Ocotober's result (0.21%). In the year, the IPCA-15 accumulates high of 4.30% and, in 12 months, of 4.84%, below the 5.05% recorded in the previous 12 months. In November 2022, the rate was 0.53%.

Eight of the nine groups of products and services surveyed recorded increases in November. The highest change (0.82%) and the biggest impact (0.17 pp) came from Food and beverages. The groups Personal expenses (0.52%) and Transportation (0.18%) also registered an increase and contributed, respectively, 0.05 pp and 0.04 pp. Among the declines, the group Communication (-0.22% and -0.01 pp) fell for the third consecutive month. The other changes ranged between 0.03%, in Education, and 0.55% in  Wearing apparel.

In the group Food and beverages (0.82%), food at home rose 1.06% in November, after five drops in a row. This result was a consequence of the highs in onions (30.61%), potatoes (14.01%), rice (2.60%), fruit (2.53%) and meat (1.42%).

On the other hand, carioca beans (-4.25%) and long-life milk (-1.91%) had price declines. Food away from home (0.22%) recorded a similar results to October’s (0.21%), due to the subitem meals (0.22%), which presented the same change of the previous month.

Snacks (0.35%) recorded high, after decrease of 0.11% in October. The group Personal expenses (0.52%) had increase compared to the previous month (0.31%), influenced by the high in tour package (2.04%), lodging (1.27%) and bank service (0.63%).

In the group of Transportation (0.18%), the sub-item airfare rose 19.03% and exerted the biggest individual impact on the monthly index (0.16 pp).  The sub-item taxi also presented high, of  2.60%, due to the increases of 20.84% in Porto Alegre (16.67%), as of October 9, and of 6.67% in São Paulo (3.76%), as of October 28. The sub-item urban bus (-1.35%) had increase of 6.12% in Salvador (0.44%) on November 13. Concerning fuels (-2.11%), there was decrease in ethanol (-2.49%), gasoline (-2.25%), and vehicular gas (-0.57%), whereas diesel fuel rose (1.12%).

In Transportation, due to a free pass in metropolitan transportation given to the whole population of São Paulo (0.65%), on the days of ENEM examinations (university entrance exam): November 05 and 12, a reduction of 6.25% in the sub-items train, subway, urban bus and public transportation integration was recorded.

In the Housing group (0.20%), the result residential electricity (0.42%) is due to the increase in three coverage areas of the index: 9.65% in Brasília (6.70%), as of October 22; 5.91% in Goiânia (7.41%), as of October 22; and 6.79% in one of the surveyed concessionaires in São Paulo (-0,03%), in force since October 23.

The high of water and sewage fees (0.45%) is due to the increase in two areas: 1.,43% in Fortaleza (7.67%), as of October 29 and 6.75% in Salvador (2.23%), as of September 25. Piped gas (0.13%) also recorded high due to the increase 0.92% in Rio de Janeiro (0.42%) as of November 01. As for the regional indexes, nine areas increased in November. 

The biggest change was recorded in Brasília (0.61%), due to the highs in airfare (13.47%) and residential electricity (6.70%). On the other hand, the lowest change occurred in  Salvador (-0.12%), influenced by the drop in the prices of gasoline (-4.00%).

In order to estimate this IPCA-15, the prices collected from October 14 to November 14 (reference) were compared with the prices in force from September 15 to October 13 (base). The indicator refers to households with monthly income of 1 to 40 minimum wages and it encompasses the metropolitan areas of Rio de Janeiro, Porto Alegre, Belo Horizonte, Recife, São Paulo, Belém, Fortaleza, Salvador, Curitiba, besides Brasília and the municipality of Goiânia. The methodology is the same as the one used for the IPCA; the difference lies in the period of price collection and in the geographic coverage.
