IPCA-15 was 0.04% in June

The Extended National Consumer Price Index 15 (IPCA-15) was 0.04% in June, 0.47 percentage points below the May rate (0.51%).

The IPCA-E, quarterly accumulated IPCA-15, was 1.12%, below the 3.04% registered in the same period of 2022. In the last 12 months, the IPCA-15 accumulated 3.40%, below the 4 .07% observed in the preceding 12 months. In June 2022, the rate was 0.69%.

Of the nine groups of products and services surveyed, six registered highs in June. The Housing group recorded the biggest change (0.96%) and the biggest impact (0.14 pp) on the index for the month. The three groups that registered a fall were Transportation (-0.55%), Food and beverages (-0.51%) and Household articles (-0.01%). The other groups were between 0.04% for Education and 0.79% for Wearing apparel.

In the Housing group (0.96%), the high water and sewage fee stands out (3.64% and 0.06 pp), due to rise in four areas covered by the index: from 8.20% in Curitiba (7.92%), as of May 17th; 9.56% in São Paulo (7.63%), as of May 10th; 11.20% in Recife (4.61%), as of April 28; and 8.33% in Belém (5.00%), as of May 28th.

The rise in residential electricity (1.45% and 0.06 pp) is due to increase in four areas: in Belo Horizonte (9.15%), where there was a rise of 14.69% as of May 28; in Recife (8.21%), where the increase of 8.33% was effective in May 14; in Fortaleza (2.20%), where the  4.85% increase was applied as of April 22; and in Salvador (1.84%), where there was a rise of 8.28% as of April 22nd.

The fall in piped gas (-0.33%) comes from fee reductions of 3.05% in Curitiba (-1.64%) and 0.59% in Rio de Janeiro (-0.31%), both effective from May 1st.

In Personal Expenses (0.52%), there was a 6.19% increase in gambling, after an average increase of 15.00% in the value of bets, as of April 30th. Cinema, theater and concerts (1.29%) and tour packages (1.07%) also increased in June.

The result of the Health and personal care group (0.19%) was influenced by the increase in the prices of health plans (0.38%), due to the rise of up to 9.63% authorized by the National Supplementary Health Agency (ANS) on June 13, effective from May 2023 and whose cycle ends in April 2024. Thus, in the IPCA-15 of June, the monthly fractions related to the months of May and June were accounted for.

In Transportation (-0.55%), the negative change was driven by the fall in fuel prices (-3.75%). Gasoline (-3.40%) was the subitem with the greatest individual impact (-0.17 pp) in the June IPCA-15. The other fuels also recorded a decline in prices: diesel fuel (-8.29%), ethanol (-4.89%) and vehicle gas (-2.16%). Furthermore, new car prices fell by 0.84% and contributed with -0.03 pp in the month index.

Also in Transportation, there was a 10.70% increase in airfare prices, which had fallen by 17.26% in May. The increase of 0.99% in urban buses is due to the increase of 33.33% in Belo Horizonte (7.53%), as of April 23rd.

The group Food and beverages (-0.51%) recorded deflation in the month of June, after a rise of 0.94% in the previous month. Food at home fell from 1.02% in May to -0.81% in June, influenced by falls in soybean oil (-8.95%), fruit (-4.39%), long-life milk (-1.44%) and meat (-1.13%). Among the highs, the highlights were hen eggs (2.04%) and roll bun (0.72%).

Food away from home decelerated from 0.73% in May to 0.29% in June. Both snacks (0.34%) and meals (0.28%) registered a result below that of the previous month (1.08% and 0.46%, respectively).

As for regional indices, four areas rose in June. The biggest change was registered in Recife (0.45%), due to increases in residential electricity (8.21%) and in the water and sewage fees (4.61%). The lowest variation was observed in Goiânia (-0.66%), influenced by the 4.42% drop in gasoline.

For the calculation of the IPCA-15, prices were collected in the period from May 16 to June 14, 2023 (reference) and compared with those in force from April 14 to May 15, 2023 (base). The indicator refers to families with an income of 1 to 40 minimum wages and covers the Metropolitan Areas of Rio de Janeiro, Porto Alegre, Belo Horizonte, Recife, São Paulo, Belém, Fortaleza, Salvador and Curitiba, in addition to Brasília and the municipality of Goiania. The methodology used is the same as the IPCA, the difference is in the price collection period and geographic coverage.
