Continuous PNAD: unemployment rate is 8.3% and underutilization rate is 19.5% in the quarter ended October

The unemployment rate (8.3%) of the moving quarter August-October 2022 retreated 0.8 percentage points (p.p.) against the quarter May-July 2022 (9.1%) and 3.8 p.p. against the same period in 2021 (12.1%). The unemployed population (9.0 million persons) fell to the lowest level since the quarter ended July 2015, having dropped 8.7% (by 860 thousand persons) in the quarter and 30.1% (3.9 million) in the year.

The employed population (99.7 million) was a record in the time series which started in 2012, with a rise of 1.0% (1.0 million) against the previous quarter and of 6.1% (5.7 million) in the year

The employment-population ratio percentage of employed persons in the population at working age - was 57.2%, having risen 0.4 p.p in the quarter and 2.8 p.p. in the year. It is the highest level since the quarter ended in April 2015.

The compound underutilization rate (19.5%) was the lowest one since the quarter ended January 2016, having fallen 1.4 p.p in the quarter and 6.2 p.p. in the year. The underutilized population (22.7 million persons) dropped 6.7% (by 1.6 million persons) in the quarter and 24.2% (by 7.2 million persons) in the year.

The time-related underemployed population (6.0 million persons) dropped 7.7% (by 496 thousand persons) in the quarter and 21.9% (by 1.7 million persons) in the year. The population out of the workforce (64.9 million persons) remained stable in both comparisons.

Thediscouraged population (4.2 million persons)remained stable against the previous quarter and dropped 17.6% (894 thousand persons) in the annual comparison.

The percentage of discouraged persons in the workforce (3.7%) remained stable against the previous quarter and dropped 0.8 p.p. against the same quarter a year ago.

The number of workers with a formal employment contract in the private sector (except domestic workers) was 36.6 million persons, having increased 2.3% (822 thousand persons) against the previous quarter and 8.1% (2.7 million persons more) in the annual comparison.

The number of workers without a formal employment contract in the private sector (13.4 million persons) increased 2.3% (297 thousand persons) in the quarter and 11.8% (1.4 million persons) in the year.

The number of self-employed workers (25.4 million) fell by 1.8% (462 thousand) in the quarter keeping stability in the annual comparison.

The number of domestic workers (5.9 million persons) remained stable against the previous quarter and increased 6.7% (by 369 thousand persons) in the year. The number of employers (4.4 million persons) remained stable in the quarter and rose 13.3% (514 thousand persons) in the year.

The number of persons employed in the public sector was a record in the time series (12.3 million), having grown 2.3% (279 thousand persons) in the quarter and 10.4% (1.2 million persons) in the year. Another record was the number of workers in the public sector without a formal contract (3.1 million persons), which increased 9.3% 266 thousand persons) in the quarter and 33.6% (785 thousand persons) in the year.

The informality rate was 39.1% of the employed population, against 39.8% in the moving quarter and 40.7% in the same quarter in 2021. The number of informal workers reached 39.0 million.

Usual real earnings (R$2,754) grew 2.9% over the previous quarter and 4.7% in the annual comparison. Usual real wage bill (R$ 269.5 billion) hit a record figure in the time series, with an increase of 4.0% in the quarter and 11.5% in the annual comparison.

Unemployment rate - Brazil - 2012/2022

Estimated at 108.7 million persons in the moving quarter August-October 2022, the workforce (employed and unemployed persons) was stable against the quarter May - August 2022 and an increase of 1.7% million persons against the same quarter in 2021.

The following activity groups recorded increases against the previous moving quarter: Information, Communication and Financial, Real Estate, Professioal and Administrative Activities (2.8% or more 324 thousand persons), Public administration, defense, social security, education, human health and social services (1.8% or more 318 thousand persons) and Other services (4.5% or more 232 thousand persons).  There was a decrease in the group Lodging and feeding (3.7% or 200 thousand persons).

Against the quarter ended in September 2021, increases were observed in:  General industry (5.0% or 612 thousand persons more), Trade, repair of motor vehicles and motorcycles (7.1% or 1.3 million persons more), Transportation, storage and mailing (7.9% or 385 thousand persons more, Information, Communication and Financial Activities, Real estate, Professional and Administrative Activities (7.4% or 821 thousand persons more), Public administration, defense, socila security, education, human health and social services (9.3% or 1.5 million persons more), Other services (18.3% or 841 thousand persons more) and Domestic services (6.3% or 352 thousand persons more). The other groups did not record any statistically-significant change.

Concerning the average usual real earnings (R$2,754) against the previous moving quarter, increases were observed in Agriculture, livestock, forestry, fishing and aquaculture (5.7% or R$100), Construction (5.5%, or R$ 114), Transportation, storage and mailing (6.5%, or R$ 163), Information, Communication and Financial, Real Estate, Professional and Administrative Activities (3.9%, or R$ 148) and Public administration, defense, socila security, education, human health and social services (2.2%, or R$ 81).  The other groups did not record any significant changes.

Against the same quarter in 2021, increases were recorded by Agriculture, livestock, forestry, fishing and aquaculture (11.0%, or R$ 183), Construction (10.0%, or R$ 199), Trade, repair of motor vehicles and of motorcycles (7.7%, or R$ 160), Transportation, storage and mailing  (7.3%, or R$ 184), Information, Communication and Financial, Real estate, Professioanl and Administrative Activities (5.1%, or R$ 193), Other services (12.4%, or R$ 239) and Domestic services (5.3%, or R$ 53). The other groups did not record any significant changes.

The employment types that rose in temrs of earnings in the quarter were: Persons employed with a formal contract (3.1% or R$79), Persons employed in the public sector (including statutory officials and the military) (3.4% or more R$137) and Self employed workers (3.3% or R$69).

The comparison with the quarter between July and September 2021 indicated an increase in the categories: Worker with a formal contract (3.6%, or R$ 92), Worker without a formal contract (10.8%, or R$ 177), Domestic worker (5.3%, or R$ 53) and Self-employed workers (7.2%, or R$ 147).
