Continuous PNAD: unemployment rate is 11.6% and underutilization rate, 25.0% in the quarter ended November

The unemployment rate(11.6%) in the moving quarter Sep-Nov 2021 fell by 1.6 percentage points from the quarter Jun-Aug 2021 (13.1%) and fell 2.8 p.p. from the same moving quarter in 2020 (14.4%).

The unemployed population (12.4 million persons) decreased by 10.6% (1.5 million persons) from the quarter ended August and fell 14.5% (2.1 million persons) against the same moving quarter in 2020.

The employed population (94.9 million persons) increased by 3.5% (3.2 million persons) from the previous quarter and increased by 9.7% (8.4 million persons) against the same quarter in 2020.

Theemployment population ratio (percentage of employed persons in the working age population) reached 55.1%, having increased by 1.7 p.p. against the previous quarter (53.4%) and 4.4 p.p. in the annual comparison (50.8%).

The compound underutilization rate (25%) fell by 2.2 p.p. against the quarter Jun-Aug 2021 (27.2%) and 4.1 p.p. against the same quarter in 2020 (29.1%).

The underutilized population (29.1 million persons) fell by 7.1% (2.2 million persons) from the previous quarter (31.3 million persons) and 11% (3.6 million persons) in comparison with the same quarter in 2020 (32.7 million underutilized workers).

The time-related underemployed population (7.6 million) fell by 2.7% against the previous quarter (a decrease of 214 thousand persons) and increased 11.7% in the year (6.8 million persons).

The population out of the workforce (64.8 million persons) fell 2.0% (1.3 million persons) from the previous quarter and fell 6.7 % in the year (by 4.6 million persons).

The discouraged population (4.9 million persons) fell by 6.8% (356 thousand persons) against the previous quarter and decreased by 14.4% (819 thousand persons) against the same period in 2020.

The percentage of discouraged persons s in the workforce a (4.4%) declined from the previous quarter (0.4 p.p.) and also from the same quarter in 2020 (1.0 p.p.).

The number of workers with a formal employment contract in the private sector (except domestic workers) was of 34.2 million persons, having increased 4% (1.3 million persons more) against the previous quarter and 8.4% (2.6 million persons more) against 2020.

The number of workers without a formal contract in the private sector (12.2 million persons) against the previous quarter and 18.7% (1.9 million persons) against 2020.

The number of self-employed workers (25.8 million persons) increased 2.3% (588 thousand persons) in the monthly comparison and 14.3% (3.2 million) in the annual comparison.

The number of domestic workers (5.6 million persons) increased by 6% (315 thousand persons) in the quarter and 22.5% (1.0 million persons) in the year.

The informality rate was 40.6% of the employed population, or 38.6 million informal workers. In the quarter Jul-Aug, the rate was 40.6% and, in the same quarter of 2020, 38.7%.

Usual real earnings (R$ 2,444) decreased by 4.5% against the previous quarter and decreased by 11.4% in relation to the same quarter in 2020. That was the lowest earnings in the time series initiated in 2012. The usual real wage bill (R$ 227 billion) did not record statistically significant changes in either comparison.

In the moving quarter Sep-Nov 2021, workforce (employed and unemployed persons) amounted to 107.3 million persons, having increased 1.6% (1.7 million persons) against the quarter Jun-Aug 2021 and 6.2% (6.2 million persons) against the same quarter in 2020.

Against the previous moving quarter, employment increased in seven of the ten groups of activities: General Industry (3.7%, or 439 thousand persons), Construction (4.6%, or 332 thousand persons), Trade, repair of motor vehicles and motorcycles (4.1%, or 719 thousand persons), Lodging and feeding (9.3%, or 438 thousand persons), Public administration, defense, social security, education, human health and social services (2.0%, or 326 thousand persons), Other services (9.3%, or 403 thousand persons) and Domestic services (6.0%, or 321 thousand persons). The other groups did not record significant changes.

Against the same moving quarter in 2020, employment increased in nine groups: Agriculture, livestock, forestry, fishing and aquaculture (5.5%, or 461 thousand persons), General Industry (8.2%, or 935 thousand persons), Construction (20.0%, or 1.2 million persons), Trade, repair of motor vehicles and motorcycles (10.4%, or 1.7 million persons), Transportation, storage and mailing (8.6%, or 382 thousand persons), Lodging and feeding (24.0%, or 994 thousand persons), Information, Communication and Financial, Real Estate, Professional and Administrative Activities (8.3%, or 869 thousand persons), Other services (13.9%, or 580 thousand persons) and Domestic services (22.0%, or 1.0 million persons). The group Public administration defense, social security, education, human health and social services did not record significant changes.

None of the groups of activities recorded increases in average real earnings, against the previous quarter, but four of them recorded decreases: Industry (6.1%, or R$ 155), Information, Communication and Financial, Real Estate, Professional and Administrative Activities (4.0%, or R$ 146), Public administration defense, social security, education, human health and social services (7.1%, or R$ 270) and Domestic services (2.3%, or R$ 22). None of the other groups recorded significant changes.

In the annual comparison, no group recorded increase in earnings, but six of them faced decrease: Agriculture, livestock, forestry, fishing and aquaculture (7.1%, R$ 116), Industry (15.5%, R$ 439), Trade, repair of motor vehicles and motorcycles (9.5%, or R$ 206), Information, Communication and Financial, Real Estate, Professional and Administrative Activities (9.4%, or R$ 363), Public administration defense, social security, education, human health and social services (12.8%, or R$ 520) and e Domestic services (4.4%, or R$ 43).

In the quarterly comparison, none of the employment types recorded increases in earnings: Workers with a formal contract (4.0%, or R$ 97), Worker without a formal contract (6.8%, or R$ 111), Domestic worker (2.3%, or R$ 22) and Worker in the public sector (including military and civil servants) (5.2%, or R$ 215).

Against the same moving quarter in 2020, the six main employment types recorded decrease of earnings.
