Continuous PNAD: unemployment rate is 14.1% and labor underutilization rate is 29.0% in the quarter ended in November 2020

In the quarter from September to November, the unemployment rate (14.1%) stood stable in relation to the quarter from June to August (14.4%) and grew 2.9 pp compared to the quarter of September to November 2019 (11.2%).

The unemployed population (14.0 million persons) remained stable compared to the previous quarter (13.8 million) and increased 18.2% (2.2 million more persons) compared to the same quarter of 2019 (11.9 million).
The employed population (85.6 million) rose 4.8% (3.9 million more persons) compared to the previous quarter and fell 9.4% (8.8 million fewer persons) compared to the same quarter of 2019 The employment-to-population ratio (48.6%) rose 1.8 pp compared to the previous quarter and fell 6.5 pp against the same quarter of 2019.
The compound labor underutilization rate (29.0%) fell by 1.6 pp compared to the previous quarter (30.6%) and rose 5.7 pp compared to the same quarter of 2019 (23.3%).
The underutilized population (32.2 million persons) fell 3.5% (1.2 million less persons) compared to the previous quarter and rose 21.0% (5.6 million more persons) against the same quarter of 2019.
The population in the labor force (99.6 million persons) rose 4.3% (4.1 million more) compared to the previous quarter and fell 6.3% (6.7 million less persons) compared to the same quarter 2019.
The population outside the labor force (76.4 million persons) fell 3.4% (2.7 million less persons) compared to the previous quarter and rose 17.3% (11.3 million more) compared to the same quarter of 2019.
The percentage of the discouraged in relation to the population in the labor force or discouraged (5.4%) changed -0.3 pp compared to the previous quarter and increased 1.2 pp against the same quarter of 2019.
The number of employees with a formal contract in the private sector (excluding domestic workers), estimated at 30.0 million, grew 3.1% (895 thousand more persons) compared to the previous quarter and fell 10.3% (3.5 million less persons) compared to the same quarter of 2019.
The number of employees without a formal contract in the private sector (9.7 million persons) rose 11.2% (980 thousand more persons) compared to the previous quarter and fell 17.6% (2.1 million less) compared to the same quarter of 2019.
The number of self-employed workers (22.9 million persons) rose 6.6% (1.4 million more) compared to the previous quarter and decreased 6.7% (or 1.7 million less persons) compared to the same quarter 2019 period.
The number of domestic workers (4.8 million persons) rose 5.1% (231 thousand more persons) compared to the previous quarter and fell 24.6% (1.6 million less persons) compared to the same quarter of 2019.
Informality reached 39.1% of the employed population (or 33.5 million informal workers). In the previous quarter, the rate was 38.0% and, in the same quarter of 2019, 41.1%.
The average usual real earnings (R$ 2,517) in the quarter ended in November fell 2.7% compared to the previous quarter and increased 4.0% against the same quarter of 2019.
The usual real wage bill (R$ 210.0 billion) was stable compared to the previous quarter and fell 5.9% (R$ 13.2 billion less) against the same quarter of 2019.
In the activity groups, against the previous quarter, the employed population increased in nine out of the ten groups: Agriculture, livestock, forestry, fishing and aquaculture (3.1% or 259 thousand more persons), General Industry (4.4% or 465 thousand more persons), Construction (8.4% or 457 thousand more persons), Trade, repair of motor vehicles and motorcycles (5.6% or 854 thousand more persons), Transportation, storage and mailing activities (5.9% or 238 thousand more persons), Lodging and food (10.8% or 400 thousand more persons), Information, Communication and Financial, Real Estate, Professional and Administrative Activities (3.7% or 363 thousand more persons), Public administration, defense and social security, education, human health and social services (2.6% or 427 thousand more persons) and Domestic services (5.6% or 256 thousand more persons). The group Other services did not change significantly.
In relation to the same quarter of 2019, seven groups decreased: Industry (-9.4% or -1.1 million persons), Construction (-14.5% or -1 million persons), Trade, repair of motor vehicles and motorcycles (-10.4% or -1.9 million persons), Transportation, storage and mailing activities (-12.8% or -630 thousand persons), Lodging and food (-26.7% or -1.5 million persons), Other Services (-19.9% or -1 million persons) and Domestic services (-24.2% or -1.5 million persons). The other presented stability.
The potential labor force (11.4 million persons) decreased 15.8% (2.1 million less persons) against the previous quarter and increased 47.1% (3.7 million more persons) in relation to the same quarter of 2019.
The number of time-related underemployed persons (6.7 million) increased 12.6% (751 thousand more persons) against the previous quarter and presented stability in relation to the same quarter of 2019.
The number of employers (3.9 million persons) was stable in relation to the previous quarter and decreased against the same quarter of 2019 (-12.5% or -563 thousand persons).
The category of workers in the public sector (12.2 million of persons), which includes civil servants and military workers, increased in both comparisons: against the previous quarter (2.3 or 274 thousand more persons) and in relation to the same quarter of 2019 (4.3% or 500 thousand more persons).
Against the previous quarter, the average usual real earnings did not increase in any activity group. The following groups recorded reduction: Industry (-4.5% or - R$ 120), Other services (-5.9% or - R$ 109) and Domestic services (-4.5% or - R$ 42).
In relation to the same quarter of 2019, the following activities increased: Industry (6.0% or + R$ 144) and Public administration, defense and social security, education, human health and social services (3.8% or + R$ 137). The following groups decreased: Transportation, storage and mailing activities (-7.1% or - R$ 163) and Domestic services (-3.8% or - R$ 35).
