National Index of Civil Construction changes by 0.58% in July

The National Index of Civil Construction (Sinapi), estimated by IBGE in partnership with CAIXA, recorded a change of 0.58% in July and stood very close to the June´s rate (0.59%). Considering the period between January and July, the cumulative rate was 4.28%, whereas the cumulative rate in the last 12 months stayed at 7.29%. The index stayed at -6.15% in July 2013, when the exemption of the payroll of civil construction companies returned. The exemption was in force between April 1st and June 3, 2013 an from July 19, 2013 onwards, according to Law no. 12,844. Disregarding the exemption of the payroll, the cumulative index in the year stood at 4.34% and, in the last 12 months, at 7.36%.

The national cost of construction per square meter, which closed at R$891.73 in June, changed to R$ 896.88 in July, being R$ 490.65 relative to materials and R$ 406.23 to labor force. Disregarding the exemption of the payroll, the national cost of construction per square meter closed at R$ 959.35 in July, being R$ 490.73 relative to materials and R$ 468.62 to labor force.

The materials portion changed 0.22%, falling 0.14 percentage points over the preceding month (0.36%), whereas labor force changed 1.01%, rising 0.14 percentage points in relation to June (0.87%). The cumulative indexes between January and July were 3.49% (materials) and 5.24% (labor force), while the cumulative indexes in 12 months were 6.33% (materials) and 8.47% (labor force). Likewise, these figures took into account the exemption of the payroll. Disregarding the exemption of the payroll, the cumulative indexes in 12 months were: 6.29% (materials) and 8.51% (labor force).

South and Central-West Regions register highest changes in July

Having changed 3.88% in Rio Grande do Sul, the South Region recorded the highest monthly change in July (1.41%). It was followed by the Central-West Region, which hit the rate of 1.23% with the change of 5.12% in the Federal District. The other figures were: 0.47% (North), 0.52% (Northeast) and 0.23% (Southeast).

The regional costs, per square meter, were:  R$ 899.15 (North); R$ 835.95 (Northeast), R$ 942.18 (Southeast); R$ 908.65 (South) and R$ 899.82 (Central-West).

Five states posted significant increases due to the pressure exerted by salary adjustments as a result of collective work agreements. The Federal District registered the highest monthly change: 5.12%. The other states were: Acre (4.39%), Rio Grande do Sul (3.88%), Ceará (2.88%) and Alagoas (1.30%).

These results are monthly estimated by IBGE through a partnership with CAIXA – Caixa Econômica Federal, based on SINAPI – National System of Survey of Costs and Indexes of Civil Construction.

SINAPI, created in 1969, has the purpose of producing information on costs and indexes in a systematic way and with a national coverage, in order to elaborate and evaluate budgets as well as monitor costs.
