National Index of Civil Construction changes 1.06% in May

The National Index of Civil Construction (Sinapi), estimated by IBGE in partnership with CAIXA, recorded a change of 1.06% in May, up 0.60 percentage points in relation to April (0.46%). Considering the period between January and May, the cumulative rate was 3.07%, whereas the cumulative rate in the last 12 months stayed at 7.28%. The index stayed at -5.12% in May 2013, when the exemption of the payroll of civil construction enterprises took place, being in effect from April 1st up to June 3, 2013. The exemption returned on July 19, 2013, according to law no. 12,844. Disregarding the exemption of the payroll, the cumulative index in the year stood at 3.09% and, in the last 12 months, at 7.38%.

The national cost of construction per square meter, which in April was R$ 877.19, changed to R$ 886.51 in May, being R$ 487.84 relative to materials and R$ 398.67 to labor force. Disregarding the exemption of the payroll, the national cost of construction per square meter closed at R$ 947.82 in May, being R$ 488.05 relative to materials and R$ 459.77 to labor force.

The share relative to materials registered a change of 0.07%, dropping 0.31 percentage points in relation to the previous month (0.38%). Labor force changed 2.30%, rising 1.75 percentage points in relation to April (0.55%). The cumulative indexes in the first five months of the year were 2.90% (materials) and 3.28% (labor force), while the cumulative indexes in 12 months were 6.03% (materials) and 8.85% (labor force). Likewise, these figures took into account the exemption of the payroll. Disregarding the exemption, the cumulative indexes were 6.00% (materials) and 8.89% (labor force).

Southeast Region shows highest change in May

By changing 4.46% in Rio de Janeiro and 2.65% in São Paulo, the Southeast Region registered the highest monthly change in May (2.26%). The other figures were: 0.23% (North), 0.36% (Northeast), 0.12% (South) and 0.33% (Central-West).

The regional costs per square meter were R$ 891.75 (North); R$ 829.75 (Northeast), R$ 933.07 (Southeast), R$ 887.87 (South) and R$ 881.56 (Central-West). The Southeast Region also recorded the highest change in the last 12 months (7.94%), as well as the highest cumulative rate in the year (4.23%).

Four states posted significant increases due to the pressure exerted by salary adjustments as a result of collective work agreements. Rio de Janeiro registered the highest monthly change (4.46%). The other states were Paraíba (3.31%), Sergipe (2.91%) and São Paulo (2.65%).

These results are monthly estimated by IBGE through a partnership with CAIXA – Caixa Econômica Federal, based on SINAPI – National System of Survey of Costs and Indexes of Civil Construction.

SINAPI, created in 1969, has the purpose of producing information on costs and indexes in a systematic way and with a national coverage, in order to elaborate and evaluate budgets as well as monitor costs.
