In February, the Retail Trade of the Country recorded a change of 0.2% both for the volume of sales and for the nominal revenue in relation to the previous month (seasonally adjusted). The volume increased for the second month in a row, and the nominal revenue has been growing since June 2012. As to the moving average, for the volume of sales the change was of 0.1%, whereas the revenue rose 0.6%. In the non-adjusted series, the volume of sales increased 8.5% over February 2013, accumulating 7.4% in the first two months and 5.0% in the last 12 months. For the same indicators, the nominal revenue of sales recorded rates of 13.9%, 13.3% and 12.3%, respectively.

The extended Retail Trade (retail trade plus the activities of Vehicles, motorcycles, parts and pieces and Construction material) recorded a drop of -1.6% for the volume of sales, and of – 0.8% for the nominal revenue of sales, both in relation to January, seasonally adjusted.  In relation to the same month a year ago, there was an increase of 8.4% for the volume of sales and of 13.3% for the nominal revenue of sales. Concerning the cumulative rates in the year, the increases were of 6.5% in the year and of 3.9% in the last 12 months, for the volume of sales, and of 11.5% and 9.4% for the nominal revenue, respectively. In this second month of the year, four of the 10 activities surveyed had positive results for the seasonally adjusted volume of sales, two registered stability and the others posted negative rates.  In a decreasing order of changes, the results were: Office, computer and communication equipment and material (9.0%);  Construction material (2.2%); Fuels and lubricants (1.6%); Other articles of personal and domestic use (0.5%); Furniture and domestic appliances (0%); Pharmaceutical and medical goods, cosmetic and toiletries (0%); Hypermarkets, supermarkets, food, beverages and tobacco (-0.3%); Fabric, wearing apparel and footwear (-0.5%); Books, newspapers, magazines and stationery  (-3.4%); and Vehicles and motorcycles, parts and accessories with -7.6% (Table 1).

Comparing February 2014 with February 2013 (non-adjusted), of the eight activities of retail, just the segment of Books, newspapers, magazines and stationery had a negative result in the volume of sales, with a change of -4.2%. The positive changes, by order of importance in relation to the overall result, were: 5.1% for Hypermarkets, supermarkets, food, beverages and tobacco; 17.2% for Other articles of personal and domestic use; 13.5% for Fuels and lubricants; 10.5% for Furniture and domestic appliances; 15.2% for Pharmaceutical and medical goods, cosmetic and toiletries; 7.4% for Fabric, wearing apparel and footwear; and Office, computer and communication equipment and material, with 7.1%.

RESULTS BY SECTOR

The sector of hypermarkets, supermarkets, food, beverages and tobacco, with a change of 5.1% in the volume of sales in February over the same month a year ago, was the main contributor to the overall rate of the retail (32%). Such a result refers to the evolution of the purchasing power of the population, since the usual real wage bill of the employed persons had an increase of 4.1% over February 2013, according to PME. It is worth mentioning that the rise in the growth rate of the activity in the last two months, with an average change of 5.4% (against 1.9% in 2013), can be attributable to the behavior of the prices of food at home, whose rate over 12 months decreased from 7.7% in December 2013 to 4.5% in February 2014, according to IPCA. As a consequence of the previous year's result, the activity presents in the cumulative rate over 12 months, up to February, a rise of 2.7%, which is below the 5.0% registered by the retail trade.

Other articles of personal and domestic use, accounting for the second highest impact on the retail rate (19%), changed by 17.2% in the volume of sales in relation to February 2013. This rate, above January's (11.0%), is due, to a great extent, to a calendar effect resulting from the late Carnival (March instead of February) this year in comparison with the last two years. It is important to mention that the sector encompassing Department, optical, jewelry, sports, toy stores, etc has been  influenced by the positive evolution of the wage bill and credit (despite the more moderate growth pace). The cumulative change for the first two months of the year was 13.8%, and, for the last 12 months, 10.8%.

Fuels and lubricants, with a change of 13.5% in the volume of sales in relation to February 2013, accounted for the third biggest contribution to the overall retail rate this month (16%). In terms of cumulative performance, the change rates reached 10.0% in the year and 7.3% in the last 12 months. This behavior is attributable to the growth pace of fuel prices (3.1% of the sub-item fuels against 5.7% of the overall index, concerning the cumulative index over the last 12 moths, according to IPCA).

Furniture and house appliances, with a change of 10.5% in the volume of sales in relation to February last year, registered the fourth highest impact in the formation of the retail rate (15%).  The acceleration in relation to January's rate (5.7%) reflects the base effect, since in February 2013 the activity posted a negative change (-1.0%). In the cumulative index and in the last 12 months, the growth rates were 7.8% and 5.8%, respectively - a performance above the retail average.  Such a behavior persists despite the changes in the incentive policy on white goods and furniture, and the lowest growth pace of the credit, as mentioned before.

The activity of Pharmaceutical and medical goods, cosmetic and toiletries, with the fifth contribution to the global rate of the retail (12%), presented a growth of 15.2% in the comparison with February 2013, and cumulative rates in the year and in the last 12 months of 14.6% and 11.1%, respectively. The growth above the average in all comparisons is due to the positive behavior of the wage bill, as well as to the everyday use of the sector's products. Of notice is the effect of the prices of pharmaceuticals, which were below the average: 5.0% in 12 months up to February 2014, against 5.7% of the overall index, according to IPCA.

With the sixth greatest influence on the overall rate of the retail, the volume of sales of Fabric, wearing apparel and footwear posted a increase, for the volume of sales in February, of around 7.4% over the same month a year ago, with a cumulative rate in the year and over the last 12 months of 5.1% and 3.7%, respectively. These changes in the volume of sales were below the global rate, although this segment's prices are growing at a lower pace than that of the general index (a high of 4.7% in the group Wearing apparel, against an average inflation of 5.7%, for the last 12 months, according to IPCA).

With the seventh greatest impact on the global rate of the retail, the sector of Office, computer and communication material and equipment obtained an increase, for the volume of sales in February, of 7.1% over the same month last year, offsetting the negative result of January, of 3.8%. In cumulative terms, the growth was of 1.6% in the year and of 6.1% in the last 12 months, surpassing, with this result, the global rate of the retail (5.0%), despite the price rises of the main product of the activity.

The activity of Books, newspapers, magazines and stationery was the only one to exert a negative influence on the global result of the retail. In relation to February of 2013, the activity presented a change of -4.2% in the volume of sales, offsetting a series of three months in a row of negative results. As to the cumulative rates, there was a downfall of -1.6% for the first two months and a change of 0.8% for the last 12 months. A possible explanation for this performance is the price evolution of stationary, whose change in 12 months, of 8.9%, surpassed the overall average of prices (5.7%), according to February’s IPCA.

The Extended retail trade, comprising the retail trade plus the activities of Vehicles, motorcycles, parts and accessories and Construction material, presented in February 2014 over February 2013 a 8.4% rise in the volume of sales. This result reflects the influence of the group Vehicles, motorcycles, parts and pieces, which with 6.0% of change over the same month a year ago contributed with 22% in the formation of the sector's rate. This activity registered the following changes: -7.6% against the previous month, seasonally adjusted; 3.7% in the cumulative index of the year and 1.2% in the cumulative indicator over the last 12 months. The positive result in the interannual comparison may be reflecting the purchase initiative of the remaining stocks with reduced IPI.

The segment of Construction material changed 2.2% for the volume of sales in the comparison with the previous month with seasonal adjustment; 16.6% over February 2013; 10.1% for the cumulative index of the year and 7.3% for the cumulative index over the last 12 months. The reduction of the IPI on a basket of products of the sector and the favorable conditions of the housing credit (including the increase of the limit of the FGTS for real estate financing) are some of the factors influencing on the activity's result.

RESULTS BY AREA

The volume of sales in all the twenty seven Federation Units grew between February 2014 and February 2013. The highlights were: Alagoas (18.1%); Tocantins (16.3%); Maranhão (15.9%); Bahia (15.7%); and Acre (15.6%) – Graph 5. As to contribution to the formation of the Retail Trade rate, the highlights were: São Paulo (8.5%); Bahia (15.7%); Minas Gerais (7.0%); Rio de Janeiro (5.1%) and Rio Grande do Sul (8.7%).

In relation to the extended retail, only two States presented negative changes: Amapá (-3.2%) and Espírito Santo (-2.8%). The highest rates of performance in the volume of sales occurred in Rio Grande do Sul (15.3%); Alagoas (15.1%); Santa Catarina (15.0%); Ceará (14.6%) and Pernambuco (14.1%). In terms of impact on the sector’s overall result, the highlights were São Paulo (7.0%); Rio de Janeiro (10.8%); Rio Grande do Sul (15.3%); Santa Catarina (15.0%) and Bahia (13.0%).

Concerning the Federation Units, the seasonally adjusted results for the volume of sales point to sixteen States with positive results month/previous month - Graph 6. The highest changes occurred in Amapá (3.8%); Pará (2.4%); Mato Grosso (2.1%); Ceará (1.8%) and Alagoas (1.5%). The greatest falls were recorded in Amazonas (-4.0%); Paraíba (-2.7%); Espírito Santo (-2.0%) and Rio de Janeiro (-1.8%).
