National Index of Civil Construction changes 0.45% in January

The National Index of Civil Construction (Sinapi), estimated by IBGE in partnership with CAIXA, started the year of 2014 with a change of 0.45%, standing 0.43 percentage points below the the rate of December 2013 (0.88%). The result of the last twelve months stayed at 0.79%, above the rate of 0.52% recorded in the previous twelve months. The index was 0.18% in January 2013. These figures take into account the exemption of the payroll of civil construction companies established by Law no. 12,844, in force since July 19, 2013. The national cost of construction per square meter, which closed at R$ 860.10 in December, changed to R$ 864.01 in January, R$ 477.00 relative to materials and R$ 387.01 to labor force.

The labor force portion changed 0.26%, 1.02 percentage points below the rate of 1.28% recorded in December 2013. On the other hand, materials posted a difference of 0.06 percentage points, changing from 0.55% in December 2013 to 0.61% in January 2014.

The cumulative indexes in twelve months were: 4.81% (materials) and -3.76% (labor force).  Likewise, these figures took into account the exemption of the payroll.

 

The North Region registers the highest monthly change: 0.71%

 

By changing 0.71%, the North Region registered the highest regional change in January. The other regions registered the following figures:  0.53% (Northeast), 0.44% (Southeast), 0.35% (South) and 0.17% (Central-West).

The regional costs, per square meter, were:  R$ 877.27 (North), R$ 810.64 (Northeast), R$ 899.11 (Southeast), R$ 876.83 (South) and R$ 871.05 (Central-West).

The Southeast Region recorded the highest change in terms of the cumulative index in the last 12 months (1.24%), whereas the North Region posted the lowest one (-0.01%).

 

Amapá registers the highest increase: 3.44%

 

Due to the pressure from salary increases following a collective work agreement, Amapá registered the highest monthly change: 3.44%

These results are monthly estimated by IBGE through a partnership with CAIXA – Caixa Econômica Federal, based on SINAPI – National System of Survey of Costs and Indexes of Civil Construction. SINAPI, created in 1969, has the purpose of producing information on costs and indexes in a systematic way and with a national coverage, in order to elaborate and evaluate budgets as well as monitor costs.  In 2002, the National Congress approved, by means of the Budgetary Directive Law (LDO), the adoption of SINAPI as a reference for the definition of costs in public constructions.
