National Index of Civil Construction changes by 0.54% in September

The National Index of Civil Construction (Sinapi), estimated by IBGE in partnership with CAIXA, posted a change of 0.54% in September, 0.04 percentage points below August's rate (0.58%). The cumulative change (January to September) was negative (-1.21%), while in the same period of 2012 it was at 4.38%. The result of the last twelve months was -0.22%, above the -0.51% rate recorded in the prior twelve-month period. In September 2012, the rate was 0.25%.

The national cost of construction per square meter, which in August closed at R$ 840.76, changed to R$ 845.31, in September: R$ 465.76 relative to materials and R$ 379.55 to labor force. Labor force presented a change of 0.48%, staying 0.38 percentage points below last month (0,86%). Conversely, the share of materials recorded a difference of 0.24 percentage points, coming from 0.35% in August to 0.59% in September.

In the first nine months of the year, the cumulative indexes are 2.64% (materials) and -5.55% (labor force), while, in twelve months, they were 3,50% (materials) and -4,44% (labor force). These results reflect the exemption in the payroll of the enterprises of the civil construction sector, pursuant to law no 12.844, enacted on July 19, 2013. North Region records the highest monthly change: 1.89%

The North Region, with a high of 1.89%, posted the biggest regional change in September. The other regions presented the following results: 0.54% (North), 0.31% (Northeast), 0.50% (Southeast) and 0.28% (Central-West). Concerning the cumulative indexes, the Northeast Region presented the lowest change in the year (-2.30%), besides being the lowest in the last 12 months as well (-0.90%). The regional costs, per square meter, were:  R$ 856.90 (North); R$ 787.14 (Northeast); R$ 880.06 (Southeast); R$ 870.95 (South) and R$ 854.16 (Central-West).

Pará records the highest increase: 4.04%

Due to the pressure from salary increases following a collective work agreement, Pará registered the highest monthly change:  4.04% 

 

These results are monthly estimated by IBGE through a partnership with CAIXA – Caixa Econômica Federal, based on SINAPI – National Survey of Costs and Index of Civil Construction. SINAPI, created in 1969, has the purpose of producing information on costs and indexes in a systematic way and with a national coverage, in order to elaborate and evaluate budgets, as well as monitor costs. In 2002, the National Congress approved, by means of the Budgetary Directive Law (LDO), the adoption of SINAPI as a reference for the definition of costs in public constructions.
