National Index of Civil Construction changes by 0.58% in August

The National Index of Civil Construction (Sinapi), estimated by IBGE in partnership with CAIXA, posted a change of 0.58% in August, 6.73 percentage points above July’s rate (-6.15%), when the tax exemption (pursuant to law no 12.844, enacted on July 19, 2013) exerted an impact on the payroll of the civil construction enterprises.

The cumulative change (January to August) was negative (-1.74%), while in the same period of 2012 it was at 4.38%. The result of the last twelve months was -0.51%, below the -0,30% rate recorded in the prior twelve-month period. In August 2012, the rate was 0.79%. The national cost of construction per square meter, which in July closed at R$ 835.95, changed to R$ 840.76 in August, R$ 463.03 relative to materials and R$ 377.73 to labor force.

The share of labor force in August posted a 0.86% change, 15.54 percentage points above July's rate, due to the tax exemption indicated for that month. Conversely, the share of materials recorded a difference of 0.23 percentage points, coming from 0.12% in July to 0.35% in August. In the first eight months of the year, the cumulative indexes are 2.04% (materials) and -6.00% (labor force), while, in 12 months, they were 3,06% (materials) and -4,57% (labor force).

South Region records the highest monthly change: 2.02%

The Southeast Region, with a high of 2.02%, posted the highest regional change in August. The other regions presented the following results: 0.87% (North), 0.33% (Northeast), 0.23% (Southeast) and 0.55% (Central-West)

Concerning the cumulative index, the North Region presented the lowest change in the year (-3.67%), besides being the lowest in the last 12 months as well (-1.34%).

The regional costs, per square meter, were:  R$ 841.03 (North); R$ 782.93 (Northeast); R$ 877.30 (Southeast); R$ 866.60 (South) and R$ 851.77 (Central-West).

Paraná records the highest increase: 4.62%

Due to the pressure from salary increases according to a collective work agreement, Paraná, with a monthly change of  4.62%, registered the highest change in August. Amazonas (3.47%) and Mato Grosso do Sul (3.95%) also had their monthly changes influenced by salary increases.

 

These results are monthly estimated by IBGE through a partnership with CAIXA – Caixa Econômica Federal, based on SINAPI – National Survey of Costs and Index of Civil Construction. SINAPI, created in 1969, has the purpose of producing information on costs and indexes in a systematic way and with a national coverage, in order to elaborate and evaluate budgets, as well as monitor costs. In 2002, the National Congress approved, by means of the Budgetary Directive Law (LDO), the adoption of SINAPI as a reference for the definition of costs in public constructions.
