IPCA-15 of September is 0.19%, and IPCA-E closes the quarter at 0.64%

The Extended National Consumer Price Index-15 (IPCA-15) changed by 0.19% in September, and was 0.04 percentage point lower than in August, when the rate was 0.23%. With this result, the IPCA-E of the quarter, that is IPCA-15 accumulated in the months of July, August and September, was 0.64%, much lower than the change recorded in the same period of 2008, which was 1.24%. The rate accumulated in the year was 3.15%, significantly lower than the 4.96% of the same period of 2008. By the same token, in the last 12 months the rate also decreased, from 4.34% to 4.27%. In September, 2008, IPCA-15 was 0.26%. 

Despite the growth in the rates Food Products and Beverages (from -0.28% to 0.13%), Apparel (from -0.25% to 0.31%) and Communication (from -0.08% to 0.05%), the other groups presented lower results this month, what caused the index of September to fall below that of August. The highlights were Household articles (from 0.53% to -0.22%), especially due to the reduction in prices of Household appliances (from 0.32% to -1.01%) and of TV, Sound and Computer equipment (from 0.64% to -0.74%). The group Education, whose 0.90% August variation resulted from that month collection, changed to 0.06% in September. 

The groups Housing (from 0.85% to 0.44%), Health and Personal Care (from 0.34% to 0.26%) and Personal Expenses (from 0.45% to 0.30%) also stood out for the reduction on the variation rate from one month to the other. 

In the group Transportation, the rate kept a similar level: 0.16% in August and 0.15% in September. While some items presented a raise, such as airplane fares (from -10.86% to 3.55%) and used cars (from -1.05% to 0.48%), others displayed an opposite behavior, with highlights being new cars (from 0.38% to 0.15%), gasoline (from 0.52% to -0.21%) and alcohol (from 3.54% to 0.34%).

From August to September, non-food products changed from 0.38% to 0.21%. The group Food Products and Beverages (from -0.28% to 0.13%) presented growth even with the decrease of 9.22% in the prices of pasteurized milk, which alone contributed most to the index reduction, with -0.12 percentage point.

 

In September, some food products became more expensive, for example, tomatoes (from -10.29% to 29.14%), article of highest individual contribution in the month (0.6 percentage point), fruits (from 2.55% to 4.74%), refined sugar (from -0.07% to 4.22%), onions (from 2.76% to 8.64%) and crystallized sugar (from -0.39% to 4.68%). 

In regional indexes, Salvador (0.66%) presented the main result, especially due to food products (0.86%), which recorded the highest rate. The lowest index came from the metropolitan region of Porto Alegre (-0.09%), where fuels had the smallest rate: -1.22%.

For the calculation of IPCA-15, prices were collected from August 14 to September 14, and compared to those in effect from July 15 to August 13. The indicator refers to families with income of 1 to 40 minimum wages and comprises the metropolitan regions of Rio de Janeiro, Porto Alegre, Belo Horizonte, Recife, São Paulo, Belém, Fortaleza, Salvador and Curitiba, besides Brasília and the municipality of Goiânia. The methodology is the same used for IPCA; the difference lies in the period of price collection.
