Industrial employment faces decrease of 5.1% by the end of the first semester

From May to June 2009, the seasonally adjusted index faced its least significant decrease in eight months (- 0.1%). Compared to June last year, the overall decrease was 6.6%. The number of hours paid in industry decreased 5.8% in terms of the figure accumulated in the year and 0.5% in terms of the May-June 2009 comparison (seasonally adjusted series); it was the first positive rate in eight months. Compared to June last year, the number of hours paid faced reduction by 6.9%. The real payroll of industry decreased 1.0% in the first semester and was 2.0% lower in relation to the figure in June 2008. From May to June/2009, the seasonally adjusted real payroll decreased 1.7%.

 

SALARIED EMPLOYED PERSONS
 

In June 2009, employment in industry had almost the same performance as last year, with change of -0.1% in relation to May, considering a seasonally adjusted series.

 This was the lowest decrease in eight months. The quarterly moving average index, which fell by 0.5% in June, remains on an upward trend, but with lower decrease since last February (-1.5%). Also considering the seasonally adjusted series, in the quarter/immediately previous quarter comparison, employment in the second quarter of 2009 decreased 2.1% compared to the figure in the first one, after a result of -3.9%.

Compared to similar periods in 2008, when employment was on an upward trend, the results remained negative: decrease of 6.6% compared to June; decrease of 6.1% compared to the second quarter and decrease of 5.1% in the end of the first semester of the year. The index accumulated in the last twelve months has been on a downward trend since august last year (3.0%), reaching -1.9% in June.

In terms of the monthly indicator, the number of workers was 6.6% lower than in June 2008, with decrease in fourteen areas and sixteen subsectors surveyed. São Paulo (-4.6%), Minas Gerais (-11.0%), which had 47% of the persons employed in industry, North and Central West Region  (-10.6%) and Rio Grande do Sul (-8.9%) accounted for the most significant negative contributions. In these areas, the most important subsectors in terms of employment were, respectively: means of transportation: (-13.3%) and metal products (-13.3%) in the São Paulo industry; apparel (-26.5%) and textiles (-23.6%) in Minas Gerais (-31.7%) and electronic appliances and communication equipment (-23.1%) in the North and Central West; and footwear and leather articles (-17.0%) and machinery and equipment (-11.2%) in Rio Grande do Sul.

 In terms of subsectors, in the country, the main negative highlights were means of transportation (-11.6%), machinery and equipment (-10.6%), metal products (-11.2%) and footwear and leather articles (-11.7%). On the other hand, paper and printing (8.7%) and tobacco (0.7%) accounted for the main positive contributions to the formation of the overall rate.

In the quarter, industrial employment had decreased since 2008, and contributing to deceleration from the first (4.0%) to the second (6.1%) semester of the year; both comparisons refer to the same period in the previous year. This change occurred in thirteen areas and fifteen subsectors. The most significant decreases came from means of transportation, which changed from -4.9% in January to -10.1% in April-June; machinery and equipment (from -4.4% to -9.3%); metal products (from -5.6% to -10.9%) and electronic machinery and communication equipment (from -3.1% to -9.1%), in accordance with the decrease observed in these subsectors. By area, the most significant decreases came from Minas Gerais (from -4.5% to -8.9%), Espírito Santo (from -1.6% to -5.3%) and Rio Grande do Sul (from -5.1% to -8.4%).

The index accumulated in the first quarter decreased 5.1%, with lower rates in the fourteen areas, mainly affected by the reduction of employment in São Paulo (-3.9%), Minas Gerais (-6.7%), North and Central West Region (-8.3%) and Rio Grande do Sul (-6.8%). Fifteen subsectors had negative results, ad the main contributions to the overall rate came from apparel (-9.1%), means of transportation (-7.6%), footwear and leather articles (-10.6%) and metal products (-8.3%). On the other hand, paper and printing (6.7%), non-metallic minerals (0.6%) and petroleum refining and alcohol production (1.6%) were the most significant positive contributions.

 

NUMBER OF HOURS PAID

 

The number of hours paid by industry workers, in June, increased 0.5% in relation to May (seasonally adjusted series), interrupting a sequence of eight negative results, a period in which it accumulated decrease of 8.2%. As a consequence, the quarterly moving average indicator had reduced decrease, by changing from -0.9% in May to -0.3% in June. Also considered a seasonally adjusted series, in the quarter/previous quarter comparison, the number of hours paid by fell by 1.9% in the second quarter of 2009, with reduction of the rhythm of increase in relation to the first one (-4.1%).

 

Compared to June 2008, the number of hours paid faced decrease of 6.9%, the eighth consecutive negative rate. In the analysis by quarter, the second quarter of 2009 faced decrease of 6.6% in relation to the same period last year. Considering the indicator accumulated in the year, there was reduction of 5.8%. The annualized rate, the indicator accumulated in the last twelve months, remains on a downward trend, and had reached -2.3% until June.

 

The reduction of 6.9% in the number of hour paid, considering the monthly indicator, occurred in thirteen of the fourteen areas and sixteen of the eighteen subsectors surveyed, which had negative rates. The most significant negative figures were those of São Paulo (-4.7%), Minas Gerais (-10.5%), North and Central West Region (-11.7%) and Rio Grande do Sul (-10.8%). In São Paulo, there was reduction of the number of hour paid, with means of transportation (-14.6%) and machinery and equipment (-12.9%) as the main highlights.

 

In Minas Gerais, the highlights were the decreases in apparel (-24.9%) and metallurgy (-16.9%).  In the North and Central West, the highlights were wood (-34.4%) and electronic machines and communication equipment (-25.9%) and, in Rio Grande do Sul, footwear and leather articles (-17.4%) and machinery and equipment (-16.5%). On the other hand, only Ceará (0.6%) had a positive rate.

 

In terms of subsectors, the main negative impacts compared to June 2008 came from means of transportation (-13.8%), machinery and equipment (-13.0%), metal products (-10.8%) and rubber and plastic (-12.8%). On the contrary, paper and printing (8.0%) and petroleum refining and alcohol production (1.2%) were the main positive contributions.

 

On a quarterly basis, the number of hours paid increased the gap between the first and the second quarters of 2009 (-5.1% versus -6.6%), being both comparisons relative to the same quarter in the previous year. The reduction of the number of hours paid from the period January-March to the period April-June was followed by thirteen subsectors and twelve areas. Among the activities, the main decreases came from machinery and equipment, which changed from -7.1% to -11.9%; metal products (from -5.7% to -11.1%) and means of transportation (from -8.2% to -12.4%), whereas, among the areas, Rio Grande do Sul (from -6.6% to -10.6%) and Minas Gerais (from -4.9% to -8.5%) were the ones which faced the biggest decreases between the two periods.

 

The indicator accumulated in the first semester of 2009 decreased 5.8%, with overall reduction reaching all the areas and fifteen subsectors. The most significant negative impacts came from São Paulo (-4.6%), North Region (-9.5%), Minas Gerais (-6.7%) and Rio Grande do Sul (-8.7%). In the analysis by quarter, the number of hours paid faced biggest decrease in means of transportation (-10.3%), machinery and equipment (-9.5%), apparel (-9.2%) and footwear and leather articles (-10.5%). On the other hand, positive contributions among the sectors came from paper and printing (6.3%), petroleum refining and alcohol production (4.1%) and non-metallic minerals (1.1%).

 

In summary, in the first six months of 2009, the indexes of industrial employment show decrease in terms of the rising results observed in the same period in 2008. This performance was clear in the quarterly indicator, which faced decrease from the first (-4.0%) tom the second quarter of 2009 (-6.1%). In the seasonally adjusted series, the quarterly rates are also negative, however, with a lower pace of decrease throughout 2009, as observed in the comparison with the second quarter of this year (-2.1%) versus the first one (-3.9%), as a result of the growing industrial activity in this period.

 

REAL PAYROLL

 

In June, the real payroll of industry decreased 1.7% in relation to May, after increase of 1.9% (seasonally adjusted series). The quarterly moving average index was stable between May and June (0.0%), after seven consecutive semesters with falling rates, a period in which it accumulated decrease of 5.1%. Considering the quarter/immediately previous quarter comparison, the value of real payroll decreased 0.7% in the second quarter of 2009, the third consecutive negative result, having accumulated decrease of 4.6%.

 

In relation to June 2008, the real payroll of industry decreased 2.0%, with decreases in tem of the fourteen subsectors surveyed. The main negative contributions came from Minas Gerais (-7.3%), Rio Grande do Sul (-6.3%) and North and Central West Region (-6.9%). In Minas Gerais, the main negative impacts came from metallurgy (-14.6%), metal products (-17.4%) and means of transportation (-8.6%). In Rio Grande do Sul, the most significant decreases came from (-12.6%), machinery and equipment (-11.7%) and means of transportation (-15.7%); and in he North and Central West Region, from wood (-32.0%) and electronic machines and communication equipment (-16.6%). On the other hand, Rio de Janeiro (1.5%) accounted for the second main positive contribution, mainly due to mining and quarrying industry. (12.7%).

 

In the same comparison, real payroll decreased in twelve of the eighteen subsectors surveyed. The main highlights were means of transportation (-6.2%), electronic machines and communication equipment (-7.8%) and chemical products (-5.9%). On the other hand, the most significant increases came from paper and printing (18.5%) and mining and quarrying industry (7.2%).

The analysis by quarter shows the downward trend of real payroll, observed since the third quarter of 2008. With decrease for the second consecutive quarter, it changed from -0.5% in the first quarter to -1.5% in the second one; both comparisons refer to the same period in the previous year. Among both periods, eleven activities ad eleven area contributed to this result, and the major increases came from machinery and equipment,  which changed from -1.1% to -6.5%, means of transportation (from -2.8% to -6.2%) and metal products (from 3.3% to -3.9%). Among the areas, Minas Gerais (from 1.6% to -6.9%) and North and Central West Region (from 0.3% to -6.5%) had the biggest reductions.

Considering the index accumulated in the first semester of the year, real payroll decreased by 1.0%, with reduction in thirteen subsectors. Means of transportation (-4.5%) and electronic machines and communication equipment (-8.1%) were the main negative contributions. On the other hand, the two main impacts came from mining and quarrying industry (22.3%) and paper and printing (12.3%). By area, São Paulo (-1.7%) and Rio Grande do Sul (-5.3%) were the areas which faced the most significant decreases, whereas the results of  Rio de Janeiro (5.7%) and Northeast Region (2.1%) featured as the most significant positive contributions.
