National Index of Construction changed by 0.35% in June

The National Index of Construction (Sinapi), calculated by IBGE in partnership with Caixa Econômica Federal, was 0.35% in June, which meant deceleration of 0.95 percentage points in relation to May (1.30%). This change can be seen as a consequence of the lower occurrence of salary readjustments, since most base dates were concentrated in May. In June there were readjustments in only two states: Mato Grosso and Rio Grande do Sul. Compared to the result in June 2008 (1.24%), the current index (0.35%) faced presents significant decrease. As a result, the first semester of the year closed at 3.67%, being below the 5.28% obtained in the same period in 2008. In the last 12 months, the rate was 10.03%, also below the 10.99% registered in the immediately previous twelve months.

The national cost by square meter changed from R$ 699.15 in May to R$ 701.62 in June, being R$ 404.58 relative to material and R$ 297.04, to manpower.  

Material increased by 0.14% in June, a rate very close to the result of 0.13% obtained in the previous year. On the other hand, manpower faced significant deceleration, by 2.29 percentage points, having changed from 2.94% in May to 0.65% in June; it affected significantly the overall index. Differently from what happened in May, June did not have significant concentration of salary readjustments.

In 2009, material accumulated increase of 2.26%, significantly below the 4.66% observed in the same period in 2008. Manpower has accumulated 5.66% in the year, versus 6.11% in the previous one. In 12 months, the accumulated results were 11.17% (material) and 8.51% (manpower).

 

In spite of decrease, Central West had the highest rate in June

 

Except for the South, where the index increased from 0.81% to 1.08%, other Regions faced deceleration in relation to results in May: North (from 0.61% to 0.15%); Northeast (from 0.26% to 0.14%); Southeast (from 2.16% to 0.09%) and Central West (from 1.59% to 1.27%).

 

The Central West Region had the highest rate in the month (1.27%). In the year, the Southeast, with 4.12% accumulated the biggest change; and the highlight of the last 12 months is the North Region, with a rate of 11.74%. The lowest result accumulated in the year is that of the North Region (2.38%); in terms of the last twelve months, the South (8.32%) has the lowest result.

 

Regional costs by square meter were R$ 746.30 in the Southeast; R$ 690.94 in the North; R$ 686.96 in the South; R$ 672.72 in the Central West; and R$ 655.93 in the Northeast.

 

Mato Grosso has biggest rise

 

In June, only Mato Grosso and Rio Grande do Sul had salary readjustments of professional categories; for this reason, they also had the biggest increases of construction costs, respectively, 3.75% and 2.59%. All the other states had monthly rates below 0.50%, some of them very close to stability (below 0.10%): Rio Grande do Norte (0.02%); Tocantins and Santa Catarina (0.04% each one); Pernambuco, Bahia and Rio de Janeiro (0.05% each); Amazonas and Amapá (0.06% each); Roraima and Minas Gerais (0.08% each) and, finally, Sergipe (0.09%).  

  

In 2009, Acre had the highest accumulated increase (8.21%); and, in the last 12 months, Mato Grosso (14,26%).

 

These results are calculated monthly by IBGE through a partnership with CAIXA - Caixa Econômica Federal, for SINAPI - National System of Costs Survey and Indexes of Construction.

 

Sinapi, created in 1969, is aimed at producing cost data and indexes at national level in a systematic way, in order to help in the elaboration and evaluation of budgets, monitoring of costs, adequacy of material and the scheduling of investments. 

 

In 2002, the National Congress sanctioned, through the law LDO (Budgetary Directives Law), the use of SINAPI as the reference for the calculation of costs in public construction.
