IPCA: 0.24% in July

The Extended National Consumer Price Index (IPCA) of July stayed at 0.24%, after a change of -0.23% in June. As a result, the cumulative index in the year was 1.43%, below the 4.96% recorded in the same period a year ago.

In terms of the last 12 months, the index hit 2.71%, the lowest cumulative figure in 12 months since February 1999 (2.24%). In July 2016, the index had recorded a change of 0.52%. Click here to see the complete publication.

In July, even considering the group Food and beverages, which accounts for 25% of the budget of families and recorded a decrease for the third consecutive month (-0.47%), the groups Housing (1.64%) and Transportation (0.34%) contributed to this positive result, as shown in the Table below.

Having accounted for the biggest individual impact, 0.20 percentage points (p.p.), electricity (6.00%), from the group Housing (1.64%), was the main item regarding for the result of July. That occurred due to the implementation of the yellow flag on electricity, which represents an additional R$ 2.00 to each 100 Kwh consumed. We also mention the rise of PIS/COFINS, observed in most areas surveyed the rise of 7.09% in Curitiba, after June 24, and of 5.15% in one of the concessionaires in São Paulo, in effect since July 04. The table below presents the changes in electricity by area surveyed.

From the same group, Housing, water and sewage rate (1.21%) had its result influenced by the metropolitan areas of Fortaleza (11.27%) and Porto Alegre (1.90%) which had price adjustments of 12.90%, on June 26, and of 4.50%, on July 1st, respectively, besides Goiânia (5.89%), with price adjustment of 6.29% in effect since July 1st.

In the group Transportation (0.34%), the highlight was fuels (0.92%). The liter of ethanol got 0.73% more expensive, on the average. That occurred becsuse thr month of July was marked by several price adjustments (rise and fall) of gasoline, and, on July 20, by the rise of the PIS/COFINS share. On July 25, an injunction reversed the rise that rise from the 26th on. A new injunction, of August 03, reversed the following day, altered the decree that had readjusted the PIS/COFINS share of fuels.

It is also worth mentioning that, in Transportation (0.34%), the fares of interstate buses, which are now 2.15% more expensive due to the price adjustment of 1.45% in fares from the 1st of July on. The changes ranged from -1.27%, in the metropolitan area of Salvador and 6.56% in the metropolitan area of Recife.

In terms of decreases, the highlight was the group Food and beverages (-0.47%), with -0.12p.p. of impact due to food for consumption at home, which got 0.81% cheaper, ranging from -1.80% in Goiânia 0.06% in Brasília. Food away from home rose 0.15%, in an interval between -0.32% recorded in the metropolitan area of Rio de Janeiro, and 1.71% in Goiânia.

Although most food products had prices reduced from June to July, for example, potatoes (-22.73%), lonlg-life milk (-3.22%), fruit (-2.35%) and meat (-1.06%), tomato (16.90%) and onions (11.70%) recorded positive changes against June figures.

In terms of regional indexes, the results ranged between -0.24% in Campo Grande and 0.49% in the metropolitan area of Curitiba. The table below presents the results by area surveyed. In the metropolitan area of Curitiba, a contribution to the increase resulted from electricity bills, which got 9.33% more expensive due to the proice adjustment of 7.09%, in effect since June 24. In Campo Grande, meat recorded a decrease of 2.02%.

The IPCA has been calculated by IBGE since 1980. It refers to families with monthly income of one to 40 minimum wages, whatever the source and encompasses ten metropolitan areas in Brazil, besides the municipalities of Goiânia, Campo Grande and Brasília. In order to estimate the index of the month, the prices collected from June 29 to July 31, 2017 (reference) were compared with the prices in force from June 01 to 28, 2017 (base).

The National Consumer Price Index - INPC recorded a change of 0.17% in July, and was above tyhe rate of -0.30% of June. Considering the cumulative index in the last 12 months, the index fell to 2.08%, and was below the 2.56% recorded in the previous 12 months. In July 2016, the INPC was 0.64%.

Food products recorded a decrease of 0.45% in July. In June, the result had been -0.52%. The group of non-food products, with a change of 0.45%, was above the rate of June (-0.20%). 

As for regional indexes, the changes ranged between -0.30% in Campo Grande and 0.42% in the metropolitan area of Curitiba. In Campo Grande, meat recorded a decrease of 2.15%. In the metropolitan area of Curitiba, the result was influenced by electricity, which got 9.71% more expensive due to the price adjustment of 7.09%, in effect since June 24.
