MUNIC and ESTADIC 2016: Only 27.3% of municipalities in Brazil have municipal public schools with soccer field, gymnasium, swimming pool and/or athletics track

A total of 1,521 municipalities had municipal schools with soccer field, gymnasium, swimming pool and/or athletics track, which represented 27.3% of the municipalities in Brazil. Among the Major Regions, the South Region reported the highest proportion of municipalities with these facilities (47.6%). Of the 4,190 facilities in schools of the municipal public network, 78.0% (3,270) were gymnasiums, 14.6% (611) soccer fields, 6.3% (265) swimming pools and 1.0% (43) athletics tracks.

The national average number of municipalities that carried out sports events changed from 93.6% (5,204) in 2003 to 97.8% (5,445) in 2016.

Of the municipalities that carried out events in school, performance or leisure sports, only 6.4% (279), 8.9% (334) and 8.3% (398) of the municipalities, respectively, carried out events of paralympic sports, particularly soccer, volleyball, athletics and indoor soccer.

Among the states, only Santa Catarina reported not having sports facilities under its responsibility, except for existing facilities in schools of the state public network. Altogether, the state administrations owned 1,026 sports facilities all over the country. Of this total, 349 courts (34.0%), 268 gymnasiums (26.1%) and 180 soccer fields (17.5%) stood out. Among the municipalities, 5,368 (96.4%) reported having sports facilities owned by the municipal administration, adding up to 41,641 all over the country.

Women were appointed managers in 31.0% of the 5,411 municipalities that reported having a managing office of sports with appointed manager. Despite the predominance of men in 2016, the high schooling level of women led to 60.3% (3,261) of managers of sports policies showing complete higher education, lato sensu post-graduation, master or PhD.

Of the 5,442 municipalities with a managing office in this area, only 618 (11.4%) of them reported the existence of a staff policy to hire former athletes, a percentage below that recorded in 2003 (14.5% or 697 municipalities).

In 2016, 13 Federation Units and 7.3% of the municipalities reported to have implemented a Sports System – a set of rules, rights and duties that establish mechanisms of public management to provide conditions for the exercise of the sports and leisure citizenship.

This publication analyzes the overall picture of sports in the Federation Units and municipalities under the direct responsibility of the state and municipal administrations and/or that counted on their participation. Only 27.3% of municipalities in Brazil have schools in the municipal public network with soccer field, gymnasium, swimming pool and/or athletics track.

Among the states, only Rondônia, Amapá, Pernambuco and Mato Grosso do Sul did not have any education unit in the state public network with the sports facilities surveyed (soccer field, gymnasium, swimming pool and athletics track). The other 23 Federation Units reported the existence of 1,795 state schools with 2,017 sports facilities as such.

Regarding the type of existing facilities in these schools, 67.7% were gymnasiums and 21.7%, soccer fields.

The Federation Units with the highest number of state schools with these facilities were Santa Catarina, Minas Gerais, Rio Grande do Sul, Ceará and Paraná, which, together, had 1,217 schools (60.3% of the total).

A total of 1,521 municipalities had schools in the public municipal network with soccer field, gymnasium, swimming pool and/or athletics track, which represented 27.3% of the municipalities in Brazil. Of the 4,190 installations in schools of the municipal public network, 78.0% (3,270) were gymnasiums, 14.6% (611) soccer fields, 6.3% (265) swimming pools and 1.0% (43) athletics tracks.

96.4% of municipalities have municipal sports facilities

Among the states, only Santa Catarina reported not having sports facilities, except for existing facilities in schools of the state public network. Altogether, the state administrations owned 1,026 sports facilities all over the country. Of this total, the highlights were 349 courts (34.0%), 268 gymnasiums (26.1%) and 180 soccer fields (17.5%).

Among the municipalities, 5,368 (96.4%) reported having sports facilities owned by the municipal administration, adding up to 41,641 all over the country. This proportion was higher in the municipalities with a population between 100 thousand and 500 thousand inhabitants (98.5%). In regional terms, the Central-West Region stood out for showing some type of sports facility in 99.4% of its municipalities.

The analysis of the type of facility unveiled that 82.8% (4,444) of these municipalities had fields or stadiums, 67.3% (3,611) gymnasiums and 65.1% (3,496) sports courts. Among the Major Regions, the South Region stood out for having 86.6% (967) of its municipalities with gymnasiums under the management of the city administration.

Average number of municipalities carrying out sports events grows

All the Federation Units reported to have carried out some type of sports event in the 24-month period before the survey: 25 carried out events of school sports – practiced in the education system –, 26 of performance sports – practiced in a professional way – and 25 of leisure sports – practiced in a voluntary way.

Concerning the regularity of the events in every sports rally – regular: with a defined frequency; non-regular: without a defined frequency –, most states reported having carried out both regular and non-regular events.

In regard to the municipalities, the national average number of those that carried out sports events changed from 93.6% (5,204) in 2003 to 97.8% (5,445) in 2016.

As to the events carried out by them in 2016 according to the type of sports, 87.7% (4,774) of the municipalities carried out events of leisure sports, 80.7% (4,392), of school sports and 68.6% (3,734), of performance sports.

96.6% (5,258) of the events were municipal and 67.6% (3,681), intercity. Only 7.0% (379) and 4.1% (224) of the municipalities carried out national or international events, respectively.

Concerning regularity, most municipalities reported having carried out regular events of all types of sports.

Of the 5,411 municipalities that reported to have a sports managing office with an appointed manager, men managed 69.0% (3,732) of them and women, 31.0% (1,679).

Between 2003 and 2016, the percentage of municipalities in which the sports managers had complete higher education increased from 32.4% to 36.2%. It is worth highlighting that, in spite of the predominance of men in 2016, the high schooling level of women led to 60.3% (3,261) of managers of sports policies showing complete higher education, lato sensu post-graduation, master or PhD.

 

The survey also unveiled that the higher the size of the population, the lower the percentage of municipalities with women managing the sports area. In the municipalities up to 5,000 inhabitants, this percentage was 39.7% (462); in the municipalities between 50,001 and 100,000 inhabitants, 15.8% (55), and in the municipalities with more than 500,000 inhabitants, only 7.3% (3). At regional level, the South Region stood out, with women managing in 42.4% (499) of its municipalities and in 51.5% (250) in the state of Rio Grande do Sul.

Number of municipalities with hiring policy of former athletes as managers decreases

Of the 5,442 municipalities with a managing office in this area, only 618 (11.4%) of them reported the existence of a staff policy to hire former athletes, a percentage below that recorded in 2003 (14.5% or 697 municipalities). In 2016, the bracket of municipalities with more than 500,000 inhabitants (29.3%) and the Central-West Region (16.2%) stood out. Among the Federation Units, only the governments of Roraima, Amapá, Pernambuco, Sergipe and Minas Gerais reported to maintain such policy.

Number of municipalities with Municipal Council of Sports increases

The results of Munic 2016 pointed out to an increase in the Municipal Councils of Sports as a mechanism of participation at municipal level. Between 2003 and 2016, the percentage of municipalities with a council all over Brazil rose from 11.8% (658) to 20.8% (1,161). In 27.0% (316) of this contingent, the counselors have never met or met only once in the 12-month period before the survey, which pointed out that the council was not acting in the sports policy.

In 54.8% (636) of the municipalities with a council, the composition had an equal representation and in 27.0% (313), the councils had a higher representation from the civil society. Advising (73.0% or 847) and deliberation (54.9% or 637) were the functions mostly performed.

Only Pernambuco and São Paulo regulated the four objectives investigated by the survey

In 2016, only Paraíba did not include sports policies in its Constitution. The survey also showed that the states of Pernambuco and São Paulo were the only ones to regulate the four objects through the legal instruments investigated: concession of tax incentives and exemptions, athlete allowance, subsidies and sports projects.

Regarding the objects of the sports policy regulated through legal instruments in 2016, 27.4% (1,527) of the municipalities regulated sports projects; 10.3% (576), the subsidies granted to the sports; 5.6% (311), the athlete allowance; and 4.5% (253), the concession of tax incentives and exemptions for sports.

Only 7.3% of municipalities report to have Sports System in 2016

In 2016, 13 Federation Units and 7.3% of the municipalities reported to have implemented a Sports System – a set of rules, rights and duties that establish mechanisms of public management to provide conditions for the exercise of the sports and leisure citizenship.

Of the 406 municipalities that reported to have implemented a Municipal Sports System , 42 did not inform which bodies integrated the system. Among those that informed, in 56.6% (206), the managing office of the sports policy integrated the system; in 60.2% (219), the Municipal Council of Sports; in 31.3% (114), the Municipal Fund of Sports; and in 24.7% (90), private physical and legal persons. The Forum and the Municipal Conference of Sports integrated the system in 8.0% (29) and 12.4% (45), respectively.

Every Federation Unit carried out covenants and partnerships, even those without a particular legislation.

Ten Federation Units in the whole country had a particular state legislation dealing with covenants and partnerships in the sports area. The oldest one, of 2003, was from Paraíba and the most recent, of 2016, from Mato Grosso do Sul.

In spite of less than half of the Federation Units having a specific state legislation to deal with covenants and partnerships in the sports area, all of them carried out covenants or other type of partnership in the 24-month period before the survey. Federal public bodies, municipal public bodies, confederations and federations, sports leagues and clubs and associations were the partners of most Federation Units.

In 2016, specific municipal legislation to deal with covenants and partnerships in the sports area were available in 6.3% (351) of the Brazilian municipalities. Despite the fact that few municipalities counted on specific legislation to deal with covenants and partnerships in the sports area, like the Federation Units, 4,057 (72.8%) of the 5,570 municipalities carried out covenants or other type of partnership in the 24-month period before the survey, either as  a main developer or participant. A significant increase was registered in relation to 2003, when 2,441 (43.9%) of the 5,557 municipalities implemented covenants or other type of partnership.

Nearly all Federation Units carry out sports actions, projects and programs

Except for Rondônia and the Federal District, all the other Federation Units carried out actions, projects and programs in the three sports types (school, leisure and high performance) in the 24-month period before the survey. Among them, 22 carried out school sports competitions; 19 built, improved and/or maintained school sports facilities/equipment; and 18, actions for disabled persons.

As to the actions, projects and programs in the performance sports area, all the Federation Units carried out more than one action, project or program. Only Amazonas did not develop any base sports.

Concerning leisure sports, all the Federation Units carried out at least one action, project or program. Actions, projects or programs oriented to the elderly (12) and disabled persons (24) were among those implemented by most state administrations. 

Munic and Estadic publish administrative data collected in the municipal and state administrations, respectively. The data from both surveys are annually published on the Internet, in the 'Survey of Basic Municipal Information' and 'Survey of Basic State Information' channels, respectively, showing individual information for every Federation Unit and municipality.
